STTA – Development of IEA Aceh Tamiang and East Aceh (Aceh Timur) Management Plan Documents

Overview

USAID SEGAR is seeking a short-term technical assistants/Consultants to Development of IEA Aceh Tamiang and East Aceh (Aceh Timur) Management Plan Documents.

USAID SEGAR is a five-year (2021 – 2026) project funded by USAID, designed to advancing Indonesia’s development goals in balancing biodiversity conservation and sustainable land use with sustainable economic development and livelihoods inclusive. To achieve this, districts with high conservation values and high carbon stocks are becoming an area of USAID SEGAR support, it is hoped that resource management will improve nature and be more measurable in conserving biodiversity, reducing greenhouse gas emissions glass from unsustainable land use, as well as promote economic growth sustainable and inclusive.

Within the context to achieve effectiveness of sustainable land use with inclusive economic, Important Ecosystem Areas (KEP/IEA) will be the key to create inter-connections of environmental governance and development of strategic area for biodiversity conservation and management.

USAID SEGAR supports the strengthening of environmental governance and biodiversity conservation in Aceh Tamiang and Aceh Timur Districts through the development of relevant policies involving active participation of stakeholders in both Districts with the details of policies:

1. Aceh Tamiang District Government has designated Important Ecosystem Areas (KEP/IEA) through the Bupati’s Decision number 100.3.3.2/530/2024 on the designation of the Strategic Area for Biodiversity Management in Aceh Tamiang District with a total area of 15,249.98 hectares.
2. Aceh Timur District Government has designated Important Ecosystem Areas through the Regent’s Decision number 050/150/2024 on the Strategic Area for Biodiversity Management in Aceh Timur District with a total area of 81,638.61 hectares.

Currently, the governments of Aceh Tamiang and Aceh Timur Districts are preparing a Decree for the Important Ecosystem Areas (IEA/KEP) Management Forum, which is a multi-stakeholder forum responsible for managing the Important Ecosystem Areas.

Assigned STTA will work closely with KEP Management Forum in developing a KEP Management Plan for a 5-year period.

Objectives

The STTA provides technical support to IEA/KEP Management Forums on developing IEA Aceh Tamiang and East Aceh Management Plan Documents to exhibit commitment and capacity to protect and conserve biodiversity and forest resources that provide critical ecosystem functions which underpin sustainable development.

Expected Outputs

• IEA Serbajadi-Lokop Aceh Tamiang Management and Monitoring Plan
• IEA Serbajadi-Lokop Aceh Timur Management and Monitoring Plan

Key Tasks

1. Drafting the outline of the Management Plan for KEP/IEA in Aceh Tamiang and Aceh Timur. LoE 2 days
2. Coordinating data collection for document writing with the KEP/IEA Management Forum. LoE 10 days
3. Coordinating field activities (ground checks) for collecting primary data with the Management Forum and Experts. LoE 10 days
4. Preparing the Draft Document of the Management Plan for KEP/IEA in Aceh Tamiang and Aceh Timur. LoE 15 days
5. Coordinating and leading Focus Group Discussions (FGD) for reviewing the Draft document with the KEP/IEA Management Forum. LoE 2 days
6. Preparing the Final Document of the Management Plan for KEP/IEA in Aceh Tamiang and Aceh Timur. LoE 6 days

Deliverables

The assigned consultant will deliver the following items:

1. Outline of the management Plan.
2. Data collection
3. Drafts of Management plan
4. Minute of FGD consisting of stakeholder inputs, comments and recommendations to improve the drafts
5. Revised draft of Management plan
6. Final document of the management plan of IEA Aceh Tamiang and East Aceh

Job Requirements

• Bachelor’s degree in relevant fields such as natural resource management, conservation biology, forestry, law, sociology, anthropology, agriculture or related fields.
• Minimum 5 years of experience in sustainable development and/or natural resource management planning, particularly in the Aceh region.
• Having experience and knowledge in preparing planning documents related to environmental governance, forestry, land, and livelihood and inclusive economic, Important Ecosystem Areas (KEP/IEA)
• Familiarity with the socio-cultural aspects of Acehnese communities, forest management, mapping of potential timber and non-timber forest products, and environmental services potential.
• Understanding of conservation issues, biodiversity, restoration, social forestry, and community empowerment around forests.
• Ability to communicate effectively with various stakeholders such as government, private sector, and communities.
• Experience and ability to carry out activities according to agreed timelines.
• Demonstrates excellent and accurate writing skills.
• Language: English and Bahasa Indonesia.
