STTA – Village Strengthening under DBH DR Program

USAID SEGAR is seeking a short-term technical assistants/Consultants to Village Strengthening under DBH DR Program.

USAID SEGAR is a five-year (2021 – 2026) project designed to advances Indonesia development objectives in balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. To accomplish this, the targeted subnational jurisdictions with high conservation values and high carbon stock will be under improved management of natural resources that measurably conserves biodiversity, decreases greenhouse gas emissions from unsustainable land use, and promotes sustainable and inclusive economic growth.

Support to district governments to have strong incentive scheme for Reforestation Fund is necessary, Seruyan Regency in 2024 allocates funds amounting to Rp679,000,000 from the DBHDR. The funds will be allocated for the socialization and capacity building of Village Governments and Village-Owned Enterprises (BUMDes) in the development of non-timber forest products and environmental services. This is done in accordance with PMK 216 Article 3 and Article 4 paragraphs 1 and 2. The targeted number of villages is 48 villages in three districts, namely Seruyan Hulu District, Seruyan Tengah District, and Suling Tambun District.

The STTA will work closely with Environmental Governance Specialist under the supervision of Central Kalimantan Site Manager and Environmental Governance Lead.

 

Objectives

To strengthen the incentive scheme of Reforestation Fund (DBH DR) which will utilize district allocations for conservation and environment.

 

Expected Outputs

The expected outputs are:

  • 2 Bupati decree on the Establishment of the DBH DR Task Force and the Determination of Beneficiary Villages of the DBH DR Program.
  • Guideline on the utilization of DBH DR for “Desa Ramah Lingkungan” (“Environmentally Friendly Village”).
  • 2 village pilots for “Desa Ramah Lingkungan”(“Environmentally Friendly Village”) focus on rehabilitation, conservation, and alternative livelihoods.

 

Key Tasks

  1. Assisting the DPMD in drafting the Bupati Decree draft regarding the Designation of Beneficiary Villages and Assessment Team for the DBH DR Program. LoE 5 days
  2. Developing presentation materials and module on the identification of HHBK/ Hasil Hutan Bukan Kayu, business development, and market surveys. LoE 5 days
  3. Assisting the DPMD in conducting Socialization and training for village governments and BUMDes in the implementation of DBDHR in 3 Sub-districts. LoE 10 days

 

Deliverables

The assigned consultant will deliver the following items:

  1. Bupati decree on the Establishment Assessment Team for the DBH DR Program
  2. Bupati Decree on the Designation of Beneficiary Villages for the DBH DR Program through Seruyan DPMD.
  3. Implementation Report (presentation materials and module on the identification of HHBK/ Hasil Hutan Bukan Kayu, business development, and market surveys) of DBHDR Seruyan

 

Qualifications

  • Bachelor’s or master’s degree in the area of law, environment, social, and/or economy.
  • Minimum 5 years’ experience in financial aspect of natural resource management, including working in the area of biodiversity conservation, rehabilitation, social forestry, public health, social development, sustainable agriculture, environmental law, and/or climate change.
  • Proven track record in government engagement and good communication skills.
  • Demonstrated knowledge and experience in national and local budgeting including but not limited to ecological fiscal transfer.
  • Prior experience in producing high quality report in work related to natural resources management.
  • Demonstrated understanding of the roles and dynamics of various local stakeholders (Government, non-government, and private sectors) in natural resources management.
  • Proven ability to work in a team.
