PROGRAM SUPPORT COORDINATOR INDONESIA

 Term of Reference

Coral Triangle Center (CTC) is a foundation based in Indonesia with regional scope and global impact. Established in 2010, CTC works closely with local communities, the private sector, governments, and partners to strengthen marine resource management in the Coral Triangle to protect coral reef ecosystems and ensure sustainable livelihoods and food security. We support on-the-ground conservation in Indonesia through the establishment and management of marine protected areas (MPAs). We lead learning networks of women leaders and marine protected area practitioners in Indonesia, Timor Leste, Malaysia, the Philippines, Papua New Guinea, and the Solomon Islands. CTC is developing its Center for Marine Conservation in Bali as an integrated learning space for training programs, outreach activities, interactive exhibits, and artistic and cultural performances to influence millions of people to care for our oceans and those who depend on them. CTC is also a certified training center of Indonesia’s Government – the Ministry of Marine Affairs and Fisheries (MMAF), and a strategic partner of the Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security. CTC supports the implementation of the 2nd Regional Plan of Action (RPoA2) and National Plan of Action (NPoA) in Indonesia and Timor Leste and the global UN target of setting aside 30 % of the oceans by 2030.

In 2022, the Government of Indonesia (GoI) set an ambitious target to protect 30% of Indonesian waters by 2045 – representing 97.5 million hectares of protection. This builds on previous momentum in the Marine Protected Area (MPA) establishment that led to Indonesia having achieved 7.3% (23.9 million ha) MPA coverage in 2020and the 2019 GoI announcement to ensure that at least 10% of Indonesian waters (32.5 million ha) are protected and managed effectively by 2030. These commitments align with the Kunming-Montreal Global Biodiversity Framework, where governments came together internationally in December 2022 to commit to achieving 30% marine protection by 2030. Under this new global framework, there is increased emphasis on community-led conservation and recognition of marine conservation beyond MPAs – particularly of Other Effective Area-Based Conservation Measures (OECMs) as a crucial pathway to achieve new marine protection.

CTC has an MoU with the Ministry of Marine Affairs and Fisheries of Indonesia (MMAF) to collaborate on marine protected area (MPA) establishment and management, capacity building, and sustainable fisheries. CTC, with MMAF and partners, facilitated the development of Indonesia’s 10-yearMPA Vision 2030 and Capacity Building Roadmap. In collaboration with MMAF and other NGO partners, CTC is working to align the 2030 vision with the 2045 national target. Under NGO consortium OCEAN5, CTC, as the member, will collaborate to support implementing and achieving the 2030 vision and 2045 national target on MPA and OECM.

In January 2024, a consortium of non-governmental organizations, including CTC, started a new project to advance an ambitious MPA and OECM agenda in Indonesia in partnership with key government institutions and communities.

The project, entitled Advancing Equitable, Effective Protection of Marine and Coastal Areas in Indonesia, will facilitate the establishment of enabling conditions to support the effective and equitable conservation of 30% of Indonesia’s marine area– underpinning biodiversity, blue carbon, and sustainable livelihoods, and contribute to the 30×30 global biodiversity target. It is currently supported by donors such as Ocean 5 and Packard Foundation.

The five-year project specifically supports the Indonesian Government in strengthening its capacity to achieve its goals. Its objectives include developing simple and mutually agreed upon coordination mechanisms, criteria, and guidelines to support functional MPAs and OECMs.

Under this project, CTC will focus on three priority areas: integrated planning, program, and budgeting for the future of marine protection in Indonesia through the development and revitalization of the National Marine Protected Area Council; strengthening MPA human resources, competencies, and capacity; and the set-up of collaborative communications spaces supporting MPAs and OECMs. The project aims to ensure that OECMs are recognized for their contributions to biodiversity conservation and sustainable fisheries management; and enable recognition of alternative governance.

Some of the project’s key objectives activities include ensuring that the National Marine Protected Area Council has sufficient capacity and sustainable funding to operate long-term and provide high-level assessments of MPAs and OECMs going forward in Indonesia as well as updating the MPA 2030 vision to reframe as a MPA and OECM 2045 vision aligned with the new GoI marine protection targets. The project will also support the development of national guidelines in partnership with MoHA and MMAF, focusing on supporting provincial MPA management with key issues, including budgeting, co-management, and management authority establishment.

 

ESSENTIAL FUNCTIONS:

The Program Support Coordinator will be based in Bali. S/he will support the Marine Conservation Adviser and other relevant managers in coordinating and facilitating the implementation of the MPA and OECM Program with the Packard – OCEAN5 NGOs consortium. The program support coordinator will help coordinate with the Ministry of Marine Affairs and Fisheries (MMAF), NGO consortium members, and others relevant Ministries/Institutions and NGOs. S/he maintains relationships with relevant government partners, the local community, NGOs, universities, and the private sector. In particular , s/he will manage Packard – OCEAN5 program implementation and support activities such as coordination, surveys, monitoring, training, outreach, and organize workshops, meetings, field trips writing and coordinating partners’ reports and proposals.

 

DUTIES AND RESPONSIBILITIES:

  1. Coordinate with MMAF, Ministry of Home Affairs, Provincial Government, and other relevant Ministries/Institutions
  2. Coordinate with OCEAN5 NGOs consortium members and donors
  3. Support CTC’s OCEAN5 MPA and OECM project implementation through attending and conducting meetings/workshops, collecting information and data, developing work plan, write reports, and other required admin documents
  4. Attend meetings and workshops related to MPAs and OECMs in Indonesia
  5. Support, manage, and organize a national conference on MPAs and OECMs in Indonesia
  6. Support communication platform development regarding MPA and OECM in coordination with MMAF and OCEAN5 NGO consortium members
  7. Help conduct training sessions, meetings, workshops, and consultations related to CTC’s program implementation

 

KNOWLEDGE/SKILLS:

  • Bachelor’s degree with at least 7 years experience and/or Master’s degree with at least four years experiences in coastal and marine resources and fisheries management.
  • Familiar with MPAs, OECMs, coastal management, and fisheries policy and issues in Indonesia and the Asia-Pacific region
  • Excellent communication in English and Bahasa (presentation and report-writing)
  • Demonstrated knowledge of the functional needs and practices in marine conservation and/or marine resources management.
  • Excellent knowledge of data collection and management
  • Extensive project management skills and experience
  • Strong network with government agencies and NGOs in Indonesia and ability to develop relationships with communities in new and potential MPAs and OECMs

RESPONSIBILITY/OVERSIGHT –FINANCIAL & SUPERVISORY:

  • Support coordination with key partners and stakeholders, particularly MMAF and OCEAN5 NGOs consortium members responsible for performance management, survey, monitoring, training and development.
  • Responsibility and accountability for achieving CTC’s vision, mission, values, strategic goals and objectives.

 

COMMUNICATIONS/INTERPERSONAL CONTACTS:

  • Ability to communicate professionally with government and various people of different cultures to develop, negotiate and/or implement functional programs.
  • Solicit program support is provided through clear written communications, proposal writing, and other written materials.
  • Strong communication and presentation skills;
  • Work in partnership with other organizations in a collaborative capacity.

 

WORKING CONDITIONS/PHYSICAL EFFORT:

  • Willingness to travel 50% of the time to relevant sites
  • Intensive but flexible working hours as closely coordinated with his/her supervisor
  • Based in Denpasar, with travel to the target program and meeting sites in Jakarta, Bogor, Bali, Maluku, and another relevant site.

 

REPORTING AND COORDINATION LINES:

  • The Program Support Coordinator will work closely and report directly to the Marine Conservation Adviser
  • The Coordinator will work and coordinate with other CTC managers and staff, CTC partners, and consultants.
