BACKGROUND AND OVERVIEW

The USAID MOMENTUM is a five-year initiative implemented by jhpiego – to work with the United States Agency for International Development (USAID) and the Government of Indonesia, Ministry of Health (MoH) to scale up proven approaches to improving maternal and newborn health outcomes and strengthening Indonesia’s health system. The programs consist of two, they are MOMENTUM Country and Global Leadership (MCGL)and MOMENTUM Private Healthcare Delivery Indonesia – Private Sector (MPHD).

Through MOMENTUM, USAID partners with Indonesia’s Ministry of Health (MOH) to scale up proven approaches to improving maternal and newborn health outcomes and strengthening Indonesia’s health system. The program aims to reduce preventable deaths among mothers and babies at public and private healthcare facilities by improving the access and quality of health services across across a total of  47 districts covering all districts in East Nusa Tenggara and selected districts in North Sumatra, Banten, East Java, South Sulawesi, and DKI Jakarta.

MOMENTUM supports the MOH strategy to reduce maternal and newborn mortality by:

  • Enhancing provider capacity and team readiness to deliver and continually improve routine and emergency maternal and newborn care services;
  • Improving the quality of health data and its use in decision-making and adaptive management (rather than simply collecting and reporting);
  • Developing a sustainable, replicable, and scalable model for reducing preventable maternal and newborn deaths nationally through improved quality of care;
  • Expanding the coverage, quality, and equity of effective maternal and newborn care;
  • Improving referral networks that deliver timely services, in part by strengthening governance and increasing active community engagement in maternal and newborn care and working with local CSOs.

USAID since Jalin project has been providing support to develop an Application for Monitoring and Evaluation of Maternal and Neonatal Health Services called SIMATNEO. SIMATNEO is a self-assessment digital platform that has been used by hospitals to support hospital mentoring activities on pre-mentoring and during mentoring activities. The hospital fills out the tools and the results will be used as the initial or baseline data for the mentor’s hospital team to determine the basic information regarding the MNH services and hospital and what kind of assistance is needed to improve the clinical governance in the hospital as mentees hospitals. In collaboration with MoH, MOMENTUM will support to expand of the SIMATNEO function and but not only ;

  • API (application programing interface for GKIA surveilance dashboard and Indonesia Health Services (web services) SATUSEHAT.
  • Develop features of maternal and neonatal clinical performance monitoring tools (APK) for primary health facilities (clinics, puskesmas, private midwives (PMB))
  • Develop or update features of facilitative supervision (SUPFAS) puskesmas
  • Update dashboard visualization
  • Update SIMATNEO application guidelines
  • Update features for hospital APK Clinical and Referral when necessary
  • SIMATNEO platform maintenance, including overseeing the availability and accessibility of the SIMATNEO server on the MoH data and technology center (PUSDATIN)

It is necessary to improve the new features of SIMATNEO as mentioned above to support the mentoring activities and to monitor the MOMENTUM achievement. Therefore, improvement and maintenance of SIMATNEO are proposed.

OBJECTIVES

Support MoH to improve the function of primary health facilities, output-outcome indicators, and maintenance of the SIMATNEO platform.

SCOPE OF WORK

The Developer will carry out the following services, but are not limited to:

  1. API (application programming interface) for the integration.
  2. Features of maternal and neonatal clinical performance monitoring tools (APK) and/or Facilitative Supervision for primary health facilities
  3. Output / Outcome Data indicator
  4. Dashboard visualization
  5. Guidelines

TASK/DETAILED REQUIREMENTS

SIMATNEO maintenance to update and create new features on :

  1. Update API (application programming interface, pull and push) for GKIA surveillance dashboard and Indonesia Health Services (web services) SATUSEHAT.
  2. create new features of maternal and neonatal clinical performance monitoring tools (APK) / for primary health facilities (clinics, puskesmas, private midwives (PMB))
  3. create or update features of facilitative supervision (SUPFAS) puskesmas
  4. update output/outcome data variable/indicator (features instrument data)
  5. update facilities leveling algorithm
  6. create facilities levelling form and criteria
  7. update dashboard visualization
  8. update features for hospital APK Clinical and Referral when necessary
  9. SIMATNEO platform maintenance, including overseeing the availability and accessibility of the SIMATNEO server on the MoH data and technology center (PUSDATIN)
  10. Update SIMATNEO application guidelines
  11. Coordination with MoH (GKIA, PUSDATIN and DTO) and USAID MOMENTUM

OUTPUTS AND DELIVERABLES

  1. SIMATNEO application with new features available and accessible for the related users.
  2. SIMATNEO report covering :
    • update API (application programming interface, pull and push) for GKIA surveillance dashboard and Indonesia Health Services (web services) SATUSEHAT.
    • Update on features of maternal and neonatal clinical performance monitoring tools (APK) for primary health facilities (clinics, puskesmas, private midwives (PMB))
    • update features of facilitative supervision (SUPFAS) puskesmas, Clinics, PMB
    • update facilities leveling algorithm
    • facilities leveling form
    • update instrument data indicator
    • update dashboard visualization
    • update features for hospital APK Clinical and Referral when necessary
  3. SIMATNEO application guidelines

TECHNICAL DIRECTION

The Vendor will be under the direction of the USAID MOMENTUM and in coordination with MoH, USAID and other key stakeholders in the development of the SIMATNEO application.
