Reporting Line: Humanitarian Coordinator, with functional links, Disability Inclusion Advisor and the CBM Global Humanitarian Action Initiative
CBM is a leading organisation in disability inclusive development, committed to improving the quality of life of persons with disabilities in the poorest communities of the world. CBM engages in inclusive humanitarian response at operational and international advocacy levels. We aim to provide people-centred, timely, appropriate and effective inclusive humanitarian action to the poorest and most marginalised men, women and children affected by disasters, in partnership with organisations of persons with disabilities and other national and local organisations, based on the principles stated in the UN Convention on the Rights of Persons with Disabilities (CRPD), Charter on Inclusion of Persons with Disabilities in Humanitarian Action, and Sendai Framework for Disaster Risk Reduction, and in close coordination with the humanitarian sector at global, regional, national and local levels. Supporting local partners and organisations of persons with disabilities to prepare and respond to emergencies is CBM’s unique contribution in the field of humanitarian action. CBM’s emergency work also includes working with mainstream humanitarian organisations to promote and implement inclusive relief and recovery.
Under the direction and guidance of the Humanitarian Coordinator, and supportive supervision of the Humanitarian Action Initiative,
The Senior Project Officer will be responsible for efficient and effective project management, which includes the process of developing work plans and monitoring project implementation and progress of the people-centered inclusive humanitarian action project.
- Responsible of the implementation of People-centered Inclusive Humanitarian Action project.
- Ensure program implementation is in accordance with the principles of “Action research” as the main program approach, including the emergency response modelling process.
- Provide direction and guidance on action research and its process to the CO and implementing partners in developing the model of People-centered Inclusive Humanitarian action.
- Identify and engage strategic partners who will be involved in the discussion and modelling of the process, including government, local NGOs, and Organisations of People with Disabilities (OPDs).
- Ensure that partners and other relevant persons understand the requirements for program implementation.
- Support the reflection session with all stakeholders and lead the data collection process, analysis, and build the information framework for the next steps (Design).
- Ensure all stakeholders understand the result of reflection session and facilitate the designing process.
- With close coordination with implementing partners, conduct monitoring and reflection sessions during the implementation (testing) of the designed model.
- Ensure that all processes have a good documentation, and are ready to be implemented in the second cycle of project implementation.
- Support the FGD/Discussion process in every step in action research cycles.
- Under supervision of the Humanitarian Coordinator, the SPO will contribute for developing work-plans, and ensure that the program is implemented according to plan.
- Propose MEAL plan, monitor and analyze program progress against both programmatic and budgetary targets, and make adjustments to programme design as necessary.
- Actively monitor programme activities at field level, especially ensure quality of programme (model) design and its implementation.
- Ensure appropriate, timely, and accurate data collection against agreed indicators to enable both internal and external reporting.
- With support from humanitarian project officer, the SPO is responsible for ensuring timely reporting including financial report
- Continuously identify and document humanitarian action issues as well as preparedness and response on the ground in project location and national level as needed and ensure that relevant stakeholder and duty bearers are informed and participate in the process.
- Contribute to the development of case studies for the purpose of reporting, advocacy and media efforts.
Capacity Development and Knowledge Management
- Together with the Humanitarian Coordinator, identify the capacity development needs of the country office team and implementing partners in disability inclusive humanitarian action and facilitate the required training and capacity building to address identified gaps.
- Contribute towards collective learning within CBM through structured documentation of approaches, good practices and lessons learned on disability inclusion in humanitarian action within country, and dissemination of these learnings as part of the humanitarian community of practice.
In the event of an emergency, in coordination with and under guidance of the humanitarian coordinator, the SPO will actively contribute to the response:
- collecting reliable information to verify the nature and extend of the emergency from local partners, government and other humanitarian actors.
- support definition of priorities and propose an appropriate intervention by CBM and its partners.
- Support the development and effective set-up of inclusive emergency response and recovery programme strategies and subsequent projects.
- Support in develop partnerships and provides overall oversight, monitoring and quality assurance of the programme implementation
- If necessary, represents CBM in relevant humanitarian coordination meetings, and ensures persons with disabilities are adequately consulted, informed and involved in humanitarian response by establishing and strengthening networks and alliances around disability inclusion in the crisis affected areas in collaboration with local partners and the disability movement.
- Performance Criteria
- The SPO will dedicate his/her time 90% to project implementation (including project management, MEAL, and finance) and 10% to support other topics in relation the CBM Indonesia’s disability inclusive humanitarian action strategy.
- In the event of an emergency, the incumbent could dedicate his/her time as necessary to support the crisis and could be deployed in the field for an extended period.
- Individual Key Performance Objectives (KPOs) will be defined, and performance measured in line with the aforementioned requirements.
Education, Knowledge and Professional Experience
- University degree in Social/development studies, social sciences, or related field.
- Minimum of five (5) years of proven professional experience in social research, or participatory research.
- At least two (2) years of experience in project management, partnership management, and capacity building in humanitarian sector.
- Proven experience of working with variety of stakeholders including UN, INGOs, government and donor agencies, and inter-agency humanitarian coordination.
- Experience in strategic planning and management of large and complex humanitarian programmes and budgets.
- Demonstrated experience in strategic oversight, coaching and capacity building of program staff, and managing diverse teams.
- Understanding of disability inclusion and related legal frameworks and standards, especially with regards to disability inclusive humanitarian action.
- Experience in mainstreaming gender, age and disability in humanitarian programme cycle.
- Experience in Health, Cash and Voucher Assistance, Protection and Humanitarian advocacy.
- Experience in disaster risk management.
- Familiar with practical application of the Sphere standards and their foundational documents (the Humanitarian Charter,the Protection Principles, and the Core Humanitarian Standard).
- Knowledge of the local humanitarian context and related emerging trends, including policy developments and national, regional and global levels.
- Familiarity and practical experience with humanitarian MEAL frameworks.
