Organizational Context:

Indonesian Red Cross with support from American Red Cross is implementing community based DRR project in 13 villages of four districts in Indonesia: Lampung Barat, Tanggamus, Boyolali and Halmahera Barat. The project intends to improve the capacity of local community to be ready for disaster by enhancing capacities of and empowering PMI NHQ, province, district and village level volunteer (Community-Based Action Team/CBAT).  The PMI has supported the target communities among others to conduct risk assessment, develop and implement selected DRR plans especially the prioritized structural mitigation to minimize the adverse impacts of the specific risks, establishing village early warning system, facilitate the simulation drills and behavior change campaigns. To assure sustainability and linkage with village development planning and implementation, it is essential for CBAT to understand the process, sequence and timing of local government planning system especially at village level.  It includes understanding the process and stage for accessing village funds for disaster risk management purposes. To facilitate this process, PMI will develop a guideline and training module for CBAT to impart the required knowledge and skill on proposing DRR plans and approaches within village mid-term and annual development planning process through village development planning consultation (Musyawarah Perencanaan Pembangunan Desa/Musrenbangdes). It includes the requirements and procedure for accessing village funds. PMI will recruit a national consultant to develop the guideline, training module and train selected PMI personnel, volunteers and CBAT members in above mentioned target areas.

 

Scope of works:

The Local Consultant will deliver the expected results with following steps:

  • Liaise with PMI especially Disaster Management (DM) Division and Education and Training Unit to identify the process of drafting and consulting the guideline and aligning with PMI standardized format and template;
  • Lead consultation processes with relevant key government agencies: National Development Planning Agency (Badan Perencanaan Pembangunan Nasional/Bappenas) and Ministry of Disadvantaged Regions, Transmigration and Village (Kementerian Daerah Tertinggal, Transmigrasi dan Desa/ Kemendes) and other key stakeholders (NGOs/CSOs);
  • Draft the guideline by incorporating input and feedback from PMI, key government agencies and stakeholders;
  • Prepare TORs related with consultation workshop for developing guideline and training module, conducting training for selected PMI personnel, volunteer and CBAT;
  • Lead and facilitate training for selected PMI personnel, volunteer and CBAT in targeted areas
  • Develop final report and lesson learned points concerning development of the guideline, module and training implementation

 

Deliverables:

The guideline and training module will be developed by using the existing document prepared by National Development Planning Agency (Badan Perencanaan Pembangunan Nasional/Bappenas) in 2011 and adjusting with PMI mandates, standard and template, considering CBAT contexts, roles and capacities and incorporating village funds access.  The consultant will produce the following deliverables:

Schedule of payment:

The consultant is expected to complete all works identified above within 5 (five) months from the date of commencement with following schedule of payment:

10 percent upon signing the contract

20 percent after submission and approval of guideline and training module draft

30 percent after submission and approval of final guideline and training module

30 percent after completion of training in targeted locations

10 percent after submission and approval of final report

 

Qualifications:

  • A university degree from reputable and accredited university in relevant field is essential, a master degree is preferable
  • 10-15 years working experience in disaster management and community based DRR
  • Solid understanding on local and village development planning and process is required and knowledge and/or experience on accessing village funds is advantageous
  • Experience in developing guideline, training module and deliver training
  • Excellent facilitation and interpersonal skills
  • Advanced computers skills (Windows, Spreadsheets, Word Processing, power point)
  • Understanding of and/or experience with Red Cross and Red Crescent Movement preferred but not essential
