Context:

Under the direct supervision of the Programme Assistant III (MHPSS) and under overall supervision of the HoSO/Programme Coordinator for Western Region, the incumbent will be responsible for conducting and implementing all MHPSS activities in their respective regions of assignment.

 

Responsibilities and Accountabilities

  1. Conducting the provision of care, services and protection for Irregular Migrants under IOM care in his/her area of responsibility and in strict compliance of the agreed IOM Operational Guidelines.
  2. Implementing tailored psychosocial program activities for the irregular migrants (IMs) taking into consideration social, religious and educational/vocational aspects and fully respecting the confidentiality on Migrant’s information.
  3. Conducting regular visit to detention centre and appointed accommodations to monitor Irregular Migrants activities in order to verify if care, services and protection are provided to Irregular Migrants (IMs) in a timely and efficient manner.
  4. Promote Migrants community empowerment through community management, voluntary activity, events, capacity building, awareness raising and other possible activities and document the community profile.
  5. Conducting basic counselling services and other psychosocial activities, including referral system.
  6. Conducting psychosocial and protection needs assessment, including data collection through quantitative and qualitative methods, in order to identify problems/gaps, risk and vulnerabilities, particularly those related to gender and age. Further, proposing/prioritising initiatives to reduce these risks and increase the resilience capacity within the IMs communities in detention and community settings
  7. Organizing case management of migrants with additional vulnerability that include; case identification and documentation. Further, case management should cover up a complete profiling of migrants who undergo psychological/mental health assessment, consultation, treatment and referral.
  8. Conducting and developing report on proper monitoring and evaluation activities in regular basis by utilizing means of verifications stated in project proposal.
  9. Mapping suitable service providers, NGOs, goverment organization or other third parties for delivering particular psycho-social program.
  10. Participate in the development of term of reference (ToR) for psycho-social activities to be applied within Regional field offices.
  11. Maintaining good communication with local authorities in carry out ad hoc support of the Irregular Migrants activities including conduct regular socialization in the accommodation of responsibility.
  12. Coordinating with IOM operation, medical and other divisions within IOM Medan Regional for provision of service within agreed standard.
  13. In coordination with Finance Unit, monitor the operational expenses based on IOM regulations
  14. Supports formulation and implementation of regional Project Action Plan focusing on achievement of the result of collection, analysis and presentation of information for identification of areas for support and project formulation/ implementation.
  15. Providing support to Manager in accordance to the duties of government and non-government liaison, tracking cases of migrants needing special care, data collection (quantitative and qualitative) and reporting.
  16. Supports knowledge building and knowledge sharing in the regional sub-office focusing on achievement of the participation in the trainings for the operations/projects staff on project and contributions to knowledge networks and communities of practice.
  17. Perform such other duties as may be assigned.

 

Required Qualifications and Experience

 

Education

  • University Degree in psychology, social science, or degree in psychiatric nursing and registered to practice in clinical psychology discipline in Indonesia with at least three years of relevant working experience; or
  • Completed high school diploma with at five years of relevant working experience.

 

Experience

  • Indonesian National with good knowledge of, and experience in project implementation and project administration.
  • Has clinical work experience and experience working in community based programmes or camp settings.
  • Knowledge of social work value and ethics, theory and established practices of clinical social work, including assessment, treatment and crisis intervention skills
  • Understanding of the social determinants of health, and the social consequences of lack thereof; family systems and family dynamics
  • Understanding of diversity as it affects different populations and service delivery, including, but not limited to, gender, sexual identity, culture, ethnic, spirituality and racial issues
  • understanding classification of psychiatric illnesses and. the main classifications of psychotropic medications, including their general use, expected response, and common side effects would be an advantage
  • Effectively applies knowledge of psychosocial issues in execution of responsibilities at appropriate level
  • Maintains confidentiality and discretion in appropriate areas of work
  • Proven ability and experience in liaising with UN, Government Departments/Authorities and other international organizations;
  • Ability to operate software packages required for effective information management, including word processing, and ability to use the internet to find resources and access evidence-based practice research.
  • Proficient in computer applications.

 

Languages

Fluency in English and Bahasa Indonesia is required, both written and spoken.

Context:

Under the administrative direct supervision of the National Head of Field Office in Surabaya dan in close coordination with the Senior Resources Management Assistant in Tangerang Sub Office, and under the overall supervision of the Programme Coordinator/HoSo of Central Region in Tangerang, the field-based incumbent will be responsible for providing administrative and finance support to IOM Surabaya.

 

Responsibilities and Accountabilities

  1. Review and verify the accuracy and originality of financial/accounting documentation including PRF, RFP and payments, invoices, official receipts before processing the requests for bank/cash payment in Surabaya Field Office: ensure that proper WBS and coding is used according to IOM’s rules and regulations and post them in PRISM in a timely manner;
  2. Perform financial monthly closures and support the yearly fiscal year closure in close coordination with Tangerang Sub Office;
  3. Prepare monthly funding request based on yearly approved budget and in coordination with NHoFO, prepare the yearly office cost budget based on the latest baseline data submit to Finance Unit Jakarta Office for approval and subsequent funds transfer;
  4. Works closely and proactively communicate with Head of Office, each with units in Field Office Surabaya and relevant units Sub Office in Tangerang, by responding to relevant financial inquiries and providing guidance on financial policies and procedures;
  5. Bringing to the attention of Head of Field Office any relevant financial issues and the purposes corrective actions;
  6. Under the supervision of HoFO coordinate with Operation Unit to prepare updated data of migrants as prerequisite to prepare Migrants Monthly Allowance payment and obtain full approval based on the financial matrix;
  7. Keep and Maintain proper filling/archiving both electronic and hard copies of all financial transaction and supporting documents;
  8. Actively attend staff meeting and use the opportunity to inform colleagues relevant issues such as new WBS, supporting documents for payments, settlement of advances, taking minutes of meeting, sharing of plan of work to tune in harmony with other team members working calendar;
  9. Participate in or provide inputs to the evaluation of vendor performance prior to the extension of agreement or awarding;
  10. Conduct vendor visit as part of control and evaluation and give inputs to procurement process (RFQ/BAS/CO/PO) and during the process of agreement drafting or extension;
  11. Monitoring/track the use of budgets by other units based on approved yearly budget and consult with HoFO and relevant staff on any constraints to budget absorption;
  12. Provide general support to the team of Field Office Surabaya in absence of other colleagues in the unit;
  13.  Provide guidance and training to new/junior staff in the units;
  14. Perform other related duties as may be assigned and always act with integrity and professionalism in accordance with IOM’s Code of Conduct at all times.

 

Required Qualifications and Experience

 

Education

  • University degree, preferable in Accounting, Business Administration, Economy Management, from an accredited academic institution with minimum 3 (three) years of relevant work experience. Possessing a professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA) is advantage; or
  • Completed High School degree with at least 5 (five) years in relevant work experience.

 

Experience

  • Good knowledge and experience in administration, finance, procurement, HR. Working knowledge of IOM resources management rules is an advantage.
  • Knowledge of publicity recognized accounting system (SAP, ATLAS, Oracle, etc.), software and procedure are a distinct advantage.
  • Ability to prepare clear and concise reports and to analyse and interpret source information and data.
  • High level of computer literacy is required. Good knowledge of Ms. Office, specifically excel.
  • Good communication skills, personal commitment, efficiency, flexibility, drives for results, respect for diversity and creative thinking.
  • Ability to lead, coach, and work effectively and harmoniously with colleagues from varied cultures and professional background.
  • Knowledge of the region is an advantage.
