Context:
Established in 1951, IOM is a related organization of the United Nations, and as the leading UN agency in the field of migration, IOM works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all.
Operational in Indonesia for more than 40 years, IOM Indonesia is working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking (CT), Labour Mobility and Social Inclusion (LMI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Policy and Data Hub, and Resettlement and Voluntary Returns.
The Programme Support Unit contributes to the wide-ranging work of the mission, primarily in the areas of programme development and partnerships, donor reporting, monitoring and evaluation, knowledge management, accountability and learning, and communications. Under the direct supervision of the Programme Support Officer and under the overall supervision of the Chief of Mission, the incumbent will provide general assistance to the Programme Support Unit (PSU) in its support of the mission’s project development, reporting, and implementation.
Under the overall supervision of the Programme Support Officer, the Community Outreach and Engagement Assistant will play a key role in facilitating communication and collaboration between the organization, the project team, beneficiaries, and the service provider contracted to develop the Campaign. They will work closely with all related stakeholders to ensure that the Campaign is responsive to community needs and priorities and will ensure positive behaviour change.
Responsibilities and Accountabilities
- Assist in carrying out community engagement activities observing the principles of inclusivity, transparency, and accountability.
- Establish and maintain positive relationships with project stakeholders, migrants, refugees, fishing communities and IOM project staff to gather feedback for the campaign.
- Assist the service provider with the implementation of the strategic campaign in line with the agreed project workplan and goals.
- Coordinate and share relevant information with the service provider to assist in developing the strategic campaign.
- Organize focus group discussions, consultations, and other meetings to solicit inputs and feedback for developing the communication campaign.
- Coordinate the translation and interpretation of the creative briefs with IOM colleagues and service providers.
- Coordinate the pre-testing of the campaign with relevant identified audiences in coordination with the service provider.
- Identify local media outlets and social media providers for disseminating the campaign in coordination with the service provider.
- Monitor and participate in the evaluation of campaign activities including analyzing data and contributing to the report on program outcomes with the service provider.
- Support project reporting requirements.
- Support the design, layouting and formatting of IEC materials.
- Perform any other duties as required.
Required Qualifications and Experience
EDUCATION
- Bachelor’s degree in English, communications, international relations, journalism, arts and media, or related field with at least three years’ relevant experience, or
- Completed High School degree from an accredited academic institution, with five years of relevant professional experience
- Previous work experience as Community Outreach and Engagement Assistant or similar role focused on developing strategic messaging and behaviour change campaigns on irregular migration, trafficking and smuggling.
- Previous work experience of creating engaging digital content.
- Previous experience of successfully supporting the design and delivery of
- outreach events.
- Experience in community engagement, mobilization, or advocacy, preferably in the humanitarian or development sector.
- Previous work experience of managing relationships with government agencies, donors, NGO stakeholders and service providers.
- Previous work experience of using appropriate software packages for content design and creation, such as Canva, Adobe Creative Suite, etc.
- Strong interpersonal and communication skills, with the ability to engage effectively with diverse stakeholders.
- Excellent verbal and written communication skills.
- Creative and innovative thinker and planner.
- Confident in producing work across multiple platforms.
- Able to multi-task, prioritize, and manage time efficiently.
- Self-motivated and self-directed.
- Ability to convey information clearly and effectively to diverse audience.
- Knowledge of Communication for Development (C4D), evidence-based and participatory framework approaches.
- Proficient computer skills, including Microsoft Office Suite.
- Experience in creative visual or media design.
- Good interpersonal skills and communication with all levels of management.
- Able to work in a fast-paced environment.
- Ability to adhere to IOM style guide.

Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English and Bahasa Indonesia is required (oral and written).
