Overview

USAID SEGAR, implemented by Chemonics International, is Indonesian/local NGOs that are registered and formally constituted with strong experience of supporting local government improvement, particularly with regard to building sustainability and green investment. The work will be undertaken in West Kotawaringin (Central Kalimantan) and preference will be given in the first instance to regional organizations.

The Activity will hold a pre-application meeting on November 21, 2023 (online) from 09.00 am to 12.00 WIB. This workshop will provide eligible and interested applicants with the opportunity to ask questions about the RFA and receive guidance on how to complete the application form. Interested applicants that meet the eligibility requirements defined in Section III below and would like to attend this workshop must confirm their attendance by sending both the organization´s and participant’s name(s) to the USAID SEGAR Grants Team at the following e-mail address at IDN-SEGAR-Grants@chemonics.com. A maximum of two people may attend the workshop from each organization. When confirming attendance, please note if any of the attendees has any special needs affecting their participation. No reimbursement for costs of attendance will be covered by USAID SEGAR.

USAID SEGAR and Chemonics´ employees may not ask for, and applicants are prohibited from offering, any money, fee, commission, credit, gift, gratuity, thing of value, or compensation to obtain or reward improper favorable treatment regarding this solicitation. Objective

USAID SEGAR aims to improve environmental governance with a particular focus on strengthening the capacity of district government in creating a conducive policy environment to encourage sustainable investment. With a growing emphasis on “green growth”, local governments are attempting to better position their political-administrative jurisdictions to capture investment from private sector companies who demonstrate a preference for more sustainable districts. To achieve this, district governments should be able to effectively articulate, position and objectively support their “sustainability proposition” to differentiate themselves from less sustainable jurisdictions.

In this context, USAID SEGAR will support selected district governments in two areas: (i) to establish a voluntary commitment to sustainability and to report on annual achievement of this based on a set of indicators known as “Sustainable Jurisdiction Indicators” (SJI) developed by Bappenas, and (ii) to build capacity to develop a “Sustainable Development Outlook” that encapsulates their green credentials and can be presented to private sector partners to encourage inward green investment to their district. The activity will focus on supporting West Kotawaringin district government to build its capacity to report on its sustainability performance as well as producing a sustainable investment outlook to attract green inward investment (see details in C1.).

This activity will contribute to achieving USAID SEGAR`s expected result A4.2 included in its Year 3 Annual Work Plan (Support district government to develop voluntary sustainability report and promote sustainable investment), as well as contributing to the achievement of outcomes B1 and B4.

Program Description

USAID SEGAR is seeking applications from Indonesian/local NGOs that are registered and formally constituted with strong experience of supporting local government improvement, particularly with regards building sustainability and green investment. The work will be undertaken in West Kotawaringin (Central Kalimantan) and preference will be given in the first instance to regional organizations. In the first instance a grant of up to one year will be given. USAID SEGAR recognizes that some grantees may require technical assistance (TA) to carry out the proposed activity more effectively. Consequently, applicants are encouraged to specify their needs for TA and/or training in their application.

Scope of Work

  • Understand what jurisdictional approach and its sustainability reporting such as SJI is and develop appropriate reporting mechanisms, including assigning responsibilities and allocating budget.
  • Prepare a local regulation (e.g., Bupati Decree) to underpin sustainability reporting.
  • Communicate with relevant national government entities (e.g., Bappenas, Ministry of Investment, Ministry of Home Affairs) to ensure that district development aligns with a national approach.
  • Produce and publish a Sustainability Report based on selected indicator such as SJI.
  • Build the capacity of local government officials to develop its Sustainable Investment Outlook.
  • Produce and publish a Sustainable Investment Outlook.
  • Write a policy brief to identify public sector financing opportunities to continue to update and publish West Kotawaringin’s Sustainability Report and Investment Outlook without donor support.

Submission

Applications shall be submitted in Bahasa Indonesia and may not be more than 15 pages excluding annex(es). Applications (Technical and budget proposals and supporting documentation) should be submitted in electronic format to the USAID SEGAR at the e-mail address provided below and should reference RFA No. 011. Applications must be submitted no later than 17:00pm WIB, on December 6, 2023. Late or unresponsive applications will not be considered.

In addition to the application forms and budget, applicants should submit the following to USAID SEGAR.

  • Implementation Plan
  • Signed and dated Required Certifications listed under section III.A
  • Applicant Self-Assessment form
  • A copy of the Applicant’s valid legal registration, under Indonesia law.
  • A copy of the organization´s latest audited financial statements or annual financial statement signed by the head of organization.

USAID SEGAR will assist applicants in understanding the application process and can provide coaching in applying at the request of applicants.

Additionally, USAID SEGAR will ensure environmental compliance with all USAID regulations in the design and implementation of the award as required by 22 CFR 216.

Award and Administration Information

All grants will be negotiated, denominated, and funded in Indonesia rupiah.

All costs funded by the grant must be allowable, allocable, and reasonable. Grant applications must be supported by a detailed and realistic budget as described in Section IV.

Issuance of this RFA and assistance with application development does not constitute an award or commitment on the part of USAID SEGAR, nor does it commit USAID SEGAR to pay for costs incurred in the preparation and submission of an application. Further, USAID SEGAR reserves the right to accept or reject any or all applications received and reserves the right to ask further clarifications from the offerors. Applicants will be informed in writing of the decision made on their application.
