Introduction and Background 

The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support sustainable and inclusive economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.

In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second compact. The selection reflected the strong partnership MCC and Indonesia built during the first compact. Following signature of the Indonesia Infrastructure and Finance Compact on April 13, 2023, the entity charged with implementing the compact activities, Millennium Challenge Account-Indonesia II (MCA), is currently in the pre-implementation preparation stage, prior to “Entry-Into-Force” (EIF) of the compact agreement at which time the five-year implementation period begins.

The Indonesia Infrastructure and Finance Compact consists of three projects:

  • The Advancing Transport and Logistics Accessibility (ATLAS) Project will work with five provincial governments – South Sumatra, North Sulawesi, Riau, Riau Islands and Bali – to improve infrastructure planning and preparation at the sub-national level, where transport and logistics are more constrained. The resulting projects will improve access to employment opportunities for Indonesians and the accessibility of transport services for women and disabled passengers.
  • The Access to Finance for Women-owned/Micro-, Small and Medium Enterprises Project, which aims to increase lending from formal financial service providers to MSMEs and women-owned MSMEs in the target provinces by gathering and analyzing MSME financial and technical performance data as well as providing technical assistance, digital and financial literacy training, and other demand-driven business development support to improve credit worthiness and investment readiness.
  • The Financial Markets Development (FMD) Project will provide technical assistance and blended finance grants to increase the participation of private sector or commercially oriented finance in infrastructure investments. This will help the government of Indonesia to form new partnerships and unlock existing money to fund lower-risk, high-quality infrastructure projects.

Urban Infrastructure Manager

Grade/Pay band: C

Position Objective

The Urban Infrastructure Manager collaborates closely with the GPIP Lead to ensure the effective implementation of the of the urban infrastructure development projects in the target province/area.

In this capacity, the manager is tasked to build collaborative relationships with project stakeholders covering policy makers, regulator, transport operators, users and wider community related to the urban infrastructure development.

Aligned with this, the UI Manager works in tandem with the GPIP Lead to guarantee the fulfillment of all UI project implementation and targets, ensuring strict adherence to Compact objectives and jointly agreed-upon workplans. This involves oversight and strategic coordination to achieve the overarching goals of the UI initiative.

The UI Manager shall collaborate with MCA’s Environment and Social Performance (ESP), Gender and Social Integration (GSI), Economic Analysis and Monitoring and Evaluation (M&E) Leads to ensure that all GPIP targets are met in accordance to the Compact II agreement.

 

Tasks and Responsibilities

  • Work under the guidance of the GPIP Lead to ensure successful implementation of the UI activities consistent with the objectives, budget, investment criteria, and other requirements stipulated in the Compact.
  • Assist the GPIP Lead in the supervision of the work of the service providers contracted to support MCA-Indonesia II in implementing the program:
    • Monitor the progress of the work and provide feedback to ensure timely and quality of deliverables.
    • Review and provide first layer approval of the deliverables.
  • Support the GPIP Lead in the drafting and updating the project workplan, quarterly budget plan as well as procurement plan.
  • Support the GPIP Lead in developing and updating the risk monitoring instruments and implementation of risk management plan.
  • Support the GPIP Lead in preparing:
    • periodic reports (monthly, quarterly, annual)
    • technical reports
    • ad-hoc/incidental reports
    • presentation materials, and
    • draft of the Terms of Reference
  • Coordination and communication with project stakeholders
  • Support the knowledge management/capacity building program of the overall Compact-II
  • Travel as necessary, domestically to compact provinces and internationally, to build and maintain effective working relationships with key counterparts and stakeholders.

 

Key Qualifications (Education, Experience, Technical Competencies)

1. Pass/Fail Qualifications

  • Fluency in Indonesian and excellent written and verbal communication skills in English.
  • Bachelor university degree in engineering, business, public policy, engineering, or a field of relevance to the program activities.

2. Required Qualifications

  • At least Seven (7) or more years of professional experience, including at least four (4) years in the development and delivery of program/infrastructure project for private or public sector projects.
  • Demonstrated teamwork skills with strong ability to prioritize across multiple projects to achieve daily, weekly, and monthly targets
  • Demonstrated experience in working with Indonesian government agencies at the subnational and national levels.
  • Knowledge of Government of Indonesia laws, regulations, and development plans, particularly those relevant to transport planning, infrastructure finance, environmental and social assessment, gender, climate change, public consultation, and economic development planning.
  • Demonstrated ability to interact constructively and strategically with technical experts, government officials, beneficiaries of projects, civil society, contracted service providers, local community leaders, and private sector counterparts.

 3. Desired Qualification

  • Experience in staff/consultant management and in project management.
  • Experience working in the private, commercial sector in a related field (i.e., infrastructure).
  • Demonstrated ability to support the management of large and complex contracts and to contribute to the procurement of such contracts.
  • Demonstrated ability to work with multidisciplinary teams and institutions.
  • Outstanding organizational skills and the ability to work in large, multi-cultural teams.
  • Familiarity with MCC funded program will be an advantage.

 

Duration and Performance Location

The Consultant is expected to work for a base period of 12 months.  There is potential for follow-on contracts to cover the implementation of the five-year Compact. Any follow-on contracts will be based on satisfactory performance and mutual agreement.

Contract Type

This Terms of Reference contemplates award of a fixed term, fixed price contract.

Working Facilities

Office space and a laptop equipped with the necessary software will be provided to the Consultant in Jakarta.

Airfare for domestic travel within Indonesia and lodging outside Jakarta and other cities is provided by MCA-Indonesia II.
