SUMMARY OF JOB RESPONSIBILITIES
The Grant and Contracts Officer works closely with program colleagues to manage grant awards, overseeing the full financial lifecycle of partner grants. Key responsibilities include conducting pre-award assessments and financial surveys of shortlisted partners, reviewing financial reports for accuracy and compliance with sub-grant agreements, The Asia Foundation (TAF) policies, and Donor regulations, and ensuring expenditures remain within approved budgets and are relevant to the funded grant.

The Grants and Contracts Officer provides capacity building support to grantee staff, including training on accounting software and guidance on financial reporting, supporting documentation, and filing responsibilities. They also account for cost share information and conduct monitoring site visits to partner offices, reporting findings to both the Grant and program units.

Additionally, the Grants and Contracts Officer serves as the liaison with external project auditors — supplying required documents, responding to audit findings, and may be assigned to select auditors, negotiate Agreed-Upon Procedures (AUP), and set audit timelines. Throughout all activities, the Grants and Contracts Officer collaborates closely with program units to ensure timely and compliant financial reporting by grantees

RELATIONSHIP
Internal
Daily contact with the Program Officers, Program Assistants, and other Grants and Contracts Officers; Regular contact with the Finance Officers, Accountants (payments), Grants and Administration staff, Grants and Contracts Director, and Program Directors.

External
Contact with the Auditor, Donor, and Partner organizations.

JOB FUNCTIONS
PARTNER MANAGEMENT

  • Conduct pre-award assessment/financial survey to the shortlisted partners and ensure that all partners meet adequate pre-award requirements before agreements are signed;
  • Participate in reviewing and revising tools used to conduct pre-award requirements, partner financial and accounting guidelines, and partner training materials;
  • Maintain grant files and reports, and remind Program Assistants if a partner report is overdue;
  • Review/conduct sample audits of partner financial reports on completeness, accuracy, and compliance, and review the results;
  • Work with partner staff, finance, and program, to address challenges and issues;
  • Keep program colleagues informed as needed;
  • Advise partners on financial report submissions after considering the grantee’s bank balance and their needs, and consulting with the Grants and Contracts Director, Program Director, and program team members;
  • Conduct field visits to grantee offices;
  • Build grantee capacity and address/resolve issues that appear in the field, and provide a field visit report to the Grant and Contracts Director, the Program Officer, and the Program Director, and discuss any issues that arise during the visit;
  • Conduct close-out processes with each partner and make sure that they are ready for audits and to complete their grant;
  • Provide training to partners; and
  • Maintain good grant files and communication records with grantees – financial reports related.
  • Account for cost share information provided by grantees and ensure accurate recording and reporting.

PARTNER AGREEMENTS

  • Institute measures within the Letter of Grants to reduce TAF’s risk in cases where partners need capacity improvement (i.e, replacing accountants, ensuring a tight financial reporting schedule, making reasonable advance payments, etc.);
  • Prepare necessary internal grant documents; and
  • Notify the Program Director and Program Officer if over/under spending occurs and may require a grant amendment.

MANAGE AUDITS OF PARTNERS

  • Coordinate with the finance and procurement teams in finalizing the audit terms of reference.
  • When assigned, participate in the selection of external auditors, negotiate the Agreed-Upon Procedures (AUP), and establish the timeframe for audit work to be conducted.
  • Meet with external project auditors, supply all required documents and information, and respond to audit findings in a timely manner.
  • Organize the entrance and exit meetings with partners regarding grant implementation, provide the necessary documents to grantees for productive work processes, provide explanation/information related to partner audits, drafting audit responses, drafting audit reports with explanations and supporting information, and negotiating to minimize problematic audit findings.

Other duties and responsibilities may be assigned by the Grants and Contracts Director and other management staff.

REQUIREMENTS 

Education

Minimum Four-year degree in Accounting or Finance-related subjects from a recognized University. Advanced degree preferred.

Experience

  • Three to five years of progressively responsible experience in accounting, audits, and sub-grants management;
  • Experience with international audit organizations dealing with audits of local nongovernmental organizations, or strong experience in dealing with audits of international development organizations, preferred; and
