PROGRAM BACKROUND

The Asia Foundation, with support from several donors (government and philanthropy donors), manages several programs to promote environmental governance to contribute to the global agenda on climate actions. Program areas include strengthening governance through partnerships with CSOs, addressing the regulatory framework for land-based and forestry issues, improving transparency and accountability, spatial planning and land use permitting, and utilizing the justice sector to address land and forest management practices. It also includes promoting women, youth, and Indigenous people to manage their land and forest rights sustainably and actively engage in rehabilitation or restoration agenda. The programs are implemented in many provinces in Indonesia and focus more on outside of Java Island.

RELATIONSHIP

INTERNAL RELATIONSHIP

  • Regular contact with all Environment and Climate Action team member
  • Support Program Director on the management of the team.
  • Regular contact with other senior management in the Foundation’s Jakarta Office
  • Contact with other program and theme staff in the Foundation’s offices in the US and Asia Pacific.

EXTERNALRELATIONSHIP

  • Current and prospective grantees
  • Indonesian government agencies and legislatures at national, provincial and district level
  • Policymakers in government and parliament at national, provincial and district level
  • Donor and Media

SUMMARY OF JOB RESPONSIBILITIES

The Deputy Program Director plays a supporting role to the Program Director, and is responsible for knowledge management, monitoring, evaluation, learning, and communications are carried out effectively.  S/he coordinates team members and partners to produce an evidence base that contributes to best practice, learning and policy improvements.  This role includes supervision of the work of partners as well as leading on the communications and deliverables to donors including program reports.

Specific Duties and Responsibilities:

  • Provide support to the Program Director in overall management, including oversight of spending, grants management and administrative related issues.
  • Oversight of implementation of the communications and MEL plan, including supervision of grantees
  • Ensure that program knowledge and results are documented, synthesized, and effectively disseminated to a range of stakeholders.
  • Provide clear, interesting, and accessible progress and evaluation reports to stakeholders.
  • Lead on communications with the donors, including leading on program reporting.
  • Actively engage on program and proposal development
  • Any other duties as assigned by the Program Director.

REQUIREMENT

  • Minimum of 8 years of progressively responsible project management experience, including program management in Indonesia
  • Prior experience working for international organizations or donor agencies (UK, US or Canadian -funded projects) preferred.
  • Advance degree in environment and forestry science, public policy, social sciences (international relations, political science, gender, sociology), development studies or law.
  • Excellent verbal and written communication skills in both English and Bahasa Indonesia.
  • Solid understanding and extensive experience with the civil society movement working on issues related to governance, transparency and accountability, political economy analysis, environment, and human rights.
  • Experience working with government counterparts at the national (related ministries) and local level.
  • Strong inter-personal and communication skills including public speaking and presentation abilities.
  • Team building and networking skills.
  • Willingness to travel to remote regions.
