Background of the program 

The DFAT-funded Knowledge Partnership Platform (KONEKSI) is Australia’s flagship program in the Indonesian knowledge and innovation sector. KONEKSI aims to achieve an enduring relationship between Indonesia and Australia that advances mutual interest and supports Indonesia’s inclusive and sustainable development. KONEKSI seeks to improve the use of knowledge-based solutions for inclusive and sustainable policies and technologies. This purpose positions KONEKSI as a vehicle to produce knowledge on complex socio-economic problems, where effective solutions are often beyond a unique sector or category of stakeholders. The knowledge produced through KONEKSI will feed into current GoA-supported initiatives in Indonesia. It will reflect new emerging agendas/priorities that become relevant for bilateral cooperation in the future. It will support both the knowledge-to-policy cycle (K2P) and the knowledge-to-innovation cycle (K2I) in a complementary and synergistic way. KONEKSI will focus on two End of Investment Outcomes (EOIOs):

  1. Australian and Indonesian organisations have increased collaboration and mutual understanding through knowledge partnerships; and
  2. Innovative solutions for inclusive and sustainable policies and technologies are generated by knowledge partnerships.

One of the functions of the Stakeholder Engagement Team is to provide technical assistance to the government. The objective is to foster an enabling environment that supports international collaboration in research, while creating strategic entry points for KONEKSI. Technical assistance often leads to the formation of new networks and relationships with the government. By facilitating interactions between strategic government stakeholders, researchers, and industry groups, KONEKSI promotes dialogue and exchange, enhancing the utilisation and uptake for research.

KONEKSI is primarily designed to strengthen research partnerships between Indonesian and Australian organisations. Both governments anticipate that its impact will extend to meaningful policy contributions. A key strategy to achieve this is by identifying relevant government counterparts, understanding their priorities, and connecting them with KONEKSI’s research to create opportunities for research and policy adoption.

The topics covered under the KONEKSI Collaborative Research Grant include Environment and Climate Change (ECC), Digital Transformation (DT), Bioeconomy, Energy Transition (ET), and Electric Vehicles (EV). These research areas closely align with the priorities of the Indonesian Government, particularly in supporting the Indonesia Emas Vision 2045, Asta Cita, and RPJPN 2025–2045, with a focus on achieving self-sufficiency and resilience in food, water, and energy, as well as promoting inclusive development.

Regarding ECC research, as of today, 23 out  of the 38 grants under this theme have been successfully completed. Many ECC grantees have actively engaged with government stakeholders, with engagement levels ranging from coordination to policy formulation. It is essential for the KONEKSI Secretariat to document these efforts to highlight potential policy uptake and to develop targeted dissemination strategies at the national level.

This approach and engagement are not limited to ECC but also extend to ongoing research in other areas, such as DT, which currently has 18 active grants focusing on food security and health. Additionally, there are two ongoing EV grants, and upcoming research in Bioeconomy and ET is also planned.

Summary of the position

The Technical Assistance and Research Uptake Coordinator plays a crucial role in managing KONEKSI’s technical assistance initiatives under the supervision of the Stakeholder Engagement Manager. This position requires a comprehensive understanding of the issues addressed by KONEKSI and a solid grasp of government processes. The Coordinator will actively engage in technical discussions with various government counterparts, ensuring the delivery of high-quality, timely, and relevant technical assistance.

Key responsibilities include coordinating the work of consultants and service providers to align with strategic directions set by Indonesian government counterparts, the Department of Foreign Affairs and Trade (DFAT), and the KONEKSI Secretariat. The Coordinator will also facilitate the dissemination of KONEKSI’s research findings across its strategic focus areas, including ECC, DT, bioeconomy, energy transition, education. The Coordinator will also assist with other strategic issues such as research commercialisation and intellectual property.

The Coordinator will contribute to ensuring that research in Environment and Climate Change (ECC), Digital Transformation (DT), Bioeconomy, Energy Transition (ET), and Electric Vehicles (EV) contributes to policy and innovation uptake.

Key Responsibilities

Core Functions
Under the guidance of the Stakeholder Engagement Manager, the Technical Assistance and Research Uptake  Coordinator will undertake a pivotal role in ensuring that KONEKSI’s technical assistance aligns with both the needs of the Government of Indonesia (GoI) and KONEKSI’s overarching objectives. The Coordinator’s responsibilities include:

  • Facilitating government liaison: liaise as part of the Stakeholders Engagement Team between KONEKSI and relevant GoI counterparts, ensuring the smooth implementation of technical assistance initiatives and fostering strong, collaborative relationships. This function includes facilitating engagement with new government counterparts such as the Ministry of Higher Education, Science, and Technology.
  • Identifying pathways: proactively identify potential pathways for policy formulation and innovation across all KONEKSI thematic areas. Leverage research outputs and activities to promote broader adoption within the Knowledge to Policy (K2P) and Knowledge to Innovation (K2I)
  • Documenting engagement: systematically document government engagement efforts undertaken by KONEKSI grantees and opportunities for further policy uptake.
  • Providing policy and contextual analysis: provide inputs to responding to DFAT requests for policy and contextual analysis, delivering timely and insightful inputs that inform decision-making.
  • Organising Working Groups: assist in forming and operationalising working groups, ensuring they are structured to foster meaningful dialogue and collaboration among stakeholders.
  • Supporting cross-team initiatives: provide comprehensive support to KONEKSI’s Partnership, Strategic Communications and Public Discourse; Planning Performance and Learning, and Operations team in addressing specific needs and projects as directed by the Stakeholder Engagement Manager.

Primary Function in supporting KONEKSI’s collaborative research:

  • Environment Climate Change (ECC): the Coordinator will help organise meetings and workshops to disseminate ECC research findings and engage with appropriate government stakeholders.
  • Digital Transformation (DT): The Coordinator will assist in forging collaboration with government agencies focusing on digital infrastructure and innovation ecosystems. This includes engaging with ministries overseeing technology and digital economy policies, mapping gaps where research aligns with national digital transformation goals and working with stakeholders to address critical issues such as food and health .
  • Electric Vehicles (EV): The Coordinator will support liaison with related government agencies, focusing on transportation and industrial innovation to identify gaps in EV adoption and regulatory frameworks.
  • Bioeconomy: The Coordinator will conduct a mapping how the bioeconomy research aligns with the government’s efforts in promoting sustainable natural resource use, food security, strengthening the health sector and circular economy.
  • Energy Transition (ET): The Coordinator will conduct a mapping of government agencies and priorities that are aligned with the energy transition agenda..
  • Education: The Coordinator will assist in coordination with the Ministry of Basic and Secondary Education and grantees in managing research projects identified by the education reference group.

Job requirements

  • A master’s degree in environment/international development/economics/industrial engineering or other relevant field of studies.
  • A minimum of 7 years of professional experience in project management, or consulting related to environment and climate change preferably within the public sector.
  • Ability to work across strategic areas, including ECC, digital transformation, bioeconomy, energy transition, education, research commercialisation, and intellectual property.
  • Strong analytical skills to analyse policy based on the needs of counterpart government agencies or donors.
  • Proven experience in engaging ministries and having a deep understanding of how the Indonesian government operates.
  • Ability to translate ideas and concepts into actionable projects.
  • Prior experience with DFAT programs is an advantage.
  • Proficiency in creating PowerPoint presentations tailored to government or donor audiences.
