Background

The Foreign, Commonwealth, and Development Office of the UK Government (FCDO) in collaboration with the Development and Planning Ministry (Bappenas) and the Government of Indonesia, have developed a partnership agreement in the Low Carbon Development Initiative (LCDI) since 2017. The first phase of LCDI was implemented in 2017-2021. Currently, the programme has entered LCDI Phase 2 (LCDI2) for four years. The LCDI Phase 1 focused on the preparation and implementation of the first national low-carbon development plan for Indonesia. One of the major milestones in LCDI Phase 1 is the Government of Indonesia launched a UK-funded report called “Low Carbon Development: A Paradigm Shift Towards a Green Economy in Indonesia” (the LCDI Report). This report has been successfully incorporated into the national Medium-Term Development (RPJMN) 2020-2024.
Oxford Policy Management Limited (OPML) has recently contracted by FCDO, with British Embassy Jakarta (BEJ) as its client service, as the Supplier to deliver and manage programme implementation of LCDI2 in collaboration with the Government of Indonesia (GoI), primarily Bappenas, along with relevant line ministries and the pilot provinces of the Programme. This programme will support implementation of the LCDI at both the national and subnational level to support the Government meet its emissions reductions targets in Indonesia’s medium term development plan. In specific, the programme covers:

  • Building political support for low-carbon development within and outside of government
  • Building knowledge and understanding of the LCDI approach among those who would be responsible for implementing it within GoI
  • Supporting implementation of the LCDI approach, especially through provincial and national development plans
  • Raising ambition to the highest levels set out in the LCDI report

To support the effective implementation of the Low Carbon Development Initiative Phase 2 (LCDI-2), Oxford Policy Management Ltd. (OPML), as the implementing agency, is mobilizing a team of technical advisory panel to contribute to Indonesia’s transition toward a low-carbon economy.

Key objectives of the role

The technical advisory panel will support the LCDI2 management unit in providing technical input for low-carbon intervention and climate resilience. He/she will also work together with other units in the LCDI2 team to:

  1. Provide Technical Input. Support the LCDI-2 team with expert advice on low-carbon and climate-resilient strategies in your sector.
  2. Support Policy Development. Help shape policies and plans that promote sustainable and low-emission growth.
  3. Develop Assessment Methods. Create tools and methods to measure economic, social, and environmental impacts in your sector.
  4. Advance MRV Systems (for MRV Specialist only). Improve systems to track and report progress on greenhouse gas (GHG) emission reductions.
  5. Contribute to the Green Economy Index. Work with the LCDI-2 team to build a Green Economy Index for national and regional planning.

The Position

To support the effective implementation of the Low Carbon Development Initiative Phase 2 (LCDI-2), Oxford Policy Management Ltd. (OPML), as the implementing agency, is mobilizing a team of experts or Technical Advisor (TA) Panel. The TA Panel will be categorized as follows:

Agriculture Specialist

The Agriculture Specialist will support the LCDI2 management unit in providing technical input for low-carbon intervention and climate resilience in the Agricultural sector. The Agriculture Specialist is responsible for developing methods for calculating economic, social, and environmental activities in the Agricultural sector, and developing mitigation actions. He/she will also work together with other units in the LCDI2 team to develop the Green Economy Index model for the national and regional government, especially from the Agricultural sector.

Industrial Processes and Product Use (IPPU) Specialist

The IPPU Specialist will support the LCDI2 management unit in providing technical input for low-carbon intervention and climate resilience in the IPPU sector. The IPPU Specialist is responsible for developing methods for calculating economic, social, and environmental activities in the IPPU sector, and developing mitigation actions. He/she will also work together with other units in the LCDI2 team to develop the Green Economy Index model for the national and regional government, especially from the IPPU sector.

Marine and Fisheries Specialist

The Marine and Fisheries Specialist will support the LCDI2 management unit in providing technical input for low-carbon intervention and climate resilience in the Marine sector. The Marine and Fisheries Specialist is responsible for developing methods for calculating economic, social, and environmental activities in the Marine sector, and developing mitigation actions. He/she will also work together with other units in the LCDI2 team to develop the Green Economy Index model for the national and regional government, especially from the Marine sector.

Transport Specialist

The Transport Specialist will support the LCDI2 management unit in providing technical input for low-carbon intervention and climate resilience in the Transport sector. The Transport Specialist is responsible for developing methods for calculating economic, social, and environmental activities in the Transport sector, and developing mitigation actions. He/she will also work together with other units in the LCDI2 team to develop the Green Economy Index model for the national and regional government, especially from the Transport sector.

Waste Specialist

The Waste Specialist will support the LCDI2 management unit in providing technical input for low-carbon intervention and climate resilience in the Waste sector. The Waste Specialist is responsible for developing methods for calculating economic, social, and environmental activities in the Waste sector, and developing mitigation actions. He/she will also work together with other units in the LCDI2 team to develop the Green Economy Index model for the national and regional government, especially from the Waste sector.

Measurement, Reporting, and Verification (MRV) Specialist

The MRV Specialist will support the LCDI-2 management unit in providing support for the Low Carbon intervention in the in measuring, reporting, and verifying the progress on achieving the target of Green House Gasses (GHG) emission reduction. The MRV Specialist is responsible in developing methods for calculating economic, social and environmental activities and developing mitigation actions across low carbon development sectors. He/she will also work together with other units in the LCDI-2 team to develop the Green Economy Index model for national and regional government.
