CONTEXT
USAID SEGAR is a five-year (2020 – 2025) Activity designed to advance Indonesia’s development objectives by balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. To achieve this, targeted subnational jurisdictions with high conservation values (HCV) and high carbon stocks (HCS) will receive support to improve the management of natural resources, measurably conserving biodiversity, decreasing greenhouse gas (GHG) emissions from unsustainable land use, and promoting sustainable and inclusive economic growth.
During FY24 (Oct 2023-Sept 2024), USAID SEGAR has been providing technical assistance (TA) on Roundtable Sustainable Palm Oil (RSPO) certification for 2 smallholder groups in Berau and East Kutai (through a grantee), and 1 smallholder group in West Kotawaringin (with direct Activity support).
The TA has enabled the groups achieve RSPO membership registration. The groups are now required to provide Land Use Change Analysis (LUCA), to show that planting or land clearing activities conducted since November 2005 have not caused the loss of primary forest or areas with high conservation value (HCV). This has been done and will be reviewed by the RSPO Secretariat. Once the review has been completed, the smallholder groups will need to revise and finalize their LUCA documents and send back to the RSPO Secretariat for approval.
This Scope of Work (SOW) underpins the provision of TA for the three smallholder groups to finalize LUCA documentation to fulfill RSPO requirements.
OBJECTIVES
The objectives of the consultancy are as follows:
Provide TA for three smallholder groups to revise and finalize LUCA documents, including maps, based on RSPO review.
EXPECTED OUTPUTS AND OUTCOME
RSPO-approved LUCA documents and LUCA maps for Koperasi Karya Tunggal Jaya (KTJ) in West
Kotawaringin, Asosiasi Sawit Rakya Mandiri (ASRM) in Berau and Jasa Mutiara Kombeng (JMK) in
East Kutai.
SEGAR INDICATOR CONTRIBUTION
The technical assistance undertaken will indirectly contribute to the following indicators:
• Indicator 5: EG.13-2 Number of institutions with improved capacity to address sustainable
landscapes issues as supported by USG assistance.
• Indicator 17: Number of smallholders registered, certified and/or get green market benefits as
a result of USG assistance.
• Indicator 13: Number of private-sector companies operating in USAID SEGAR supported
districts that are implementing environmental and social standards.
TASKS
The consultant will have the following tasks and anticipated level of effort (LOE):
• Analyzing and validating land use cover change data of 3 smallholder groups based on RSPO
period and cut-off date
• Finalize LUCA maps for 3 smallholder groups.

REQUIRED QUALIFICATIONS
The desired qualifications for the position are as follows:
• Minimum bachelor’s degree in subjects relevant to geography, geodetic engineering,
information technology or any related courses.
• Minimum 5 years of experience working related to remote sensing/GIS with proven track
record.
• Demonstrated knowledge and experiences in GIS and geospatial technologies, remote sensing,
data acquisition, image processing, and image analysis, including in using remote sensing
software solutions and relevant computer applications.
• Demonstrated skills in verbal and written communication including presentation, strong
analytical and problem solving as well as information management.
• Proven ability to work independently and as part of a team.
• Fluent in English and Indonesian.
