Background
The Foreign, Commonwealth, and Development Office of the UK Government (FCDO), in collaboration with the Development and Planning Ministry (Bappenas) of the Government of Indonesia, have developed a partnership agreement for the Low Carbon Development Initiative (LCDI). The first phase of LCDI assistance was implemented from 2017 to 2021.
Currently, the programme has entered a new phase of assistance from 2023 to 2027. Oxford Policy Management Limited (OPML) has been contracted by FCDO to deliver and manage the implementation of LCDI Phase II in collaboration with the Government of Indonesia (GoI), primarily Bappenas, along with relevant line ministries and the pilot provinces of the programme. The assistance will support the implementation of LCDI Phase II at both the national and subnational level to enable the Government of Indonesia to meet its emissions reductions targets as mentioned in its medium-term development plan (RPJMN). The programme will cover:
- Building political support for low-carbon development within and outside of government.
- Building knowledge and understanding of the LCDI Phase II approach among those who are responsible for implementing it within GoI;
- Supporting implementation of the LCDI approach, especially through provincial and national development plans; and
- Raising ambition to the highest levels set out in the LCDI report.
In phase 2, the programme focuses on accelerating the implementation of inclusive, integrated low-carbon development at both the national and subnational levels. This includes strengthening policies and regulations, enhancing institutional capacity, and supporting climate finance and innovation mechanisms.
The programme encompasses several key areas, including cross-sectoral policy strengthening, implementation at the subnational level (notably in North Sumatra, Bengkulu, West Nusa Tenggara, and Maluku), stakeholder engagement, and the development of innovation through the Innovation and Technology Fund (ITF). In addition, all programme interventions integrate the principles of Gender Equality, Disability, and Social Inclusion (GEDSI) to ensure equitable and inclusive development outcomes.
Throughout its implementation, LCDI Phase 2 has undertaken various strategic activities, including regional policy dialogues, stakeholder engagement, and advancing innovative financing and technology initiatives. These activities have generated important knowledge, lessons learned, documentation materials, and implementation experiences that need to be communicated and archived in a more engaging and accessible format.
As part of the programme’s communication strategy, short videos are considered an effective medium for communicating key messages in a concise, visually engaging, and easily understandable format to a wider audience. In addition to supporting public communication, the short videos will also serve as strategic documentation materials to showcase programme achievements, implementation progress, and collaborative efforts with various stakeholders and development partners.
The videos are expected to support dissemination across multiple platforms and activities, including social media campaigns, stakeholder engagement, workshops, official meetings, donor reporting, national events, and other strategic communication activities conducted by LCDI and Bappenas.
In this regard, LCDI Phase 2 will develop four (4) short videos focusing on the following themes: 1.) Integration of GEDSI in LCDI implementation; 2.) Compilation of policy dialogue roadshow conducted in four (4) provinces; 3.) Innovation and Technology Fund (ITF); and 4.) Overview of LCDI Phase 2 and its key achievements.
Objectives
The objective of the short video development is to produce four (4) short, informative, engaging, and accessible videos to support LCDI’s communication strategy.
Specifically, the videos aim to:
- Communicate key aspects, activities, and achievements of LCDI implementation in a clear and engaging manner;
- Enhance public understanding and awareness of low-carbon development in Indonesia;
- Showcase programme activities and achievements at national and subnational levels;
- Support programme documentation, stakeholder engagement, donor reporting, advocacy, and dissemination activities across various communication platforms and official events;
- Translate complex low-carbon development concepts into visually engaging and easily understandable content for broader audiences.
Qualification and Competencies
The service provider should meet the following qualifications:
- Minimum 3 years of experience in multimedia/video production;
- Proven experience in producing short videos, explainer videos, or public campaign content;
- Strong and relevant portfolio;
- Proficiency in video editing and animation software;
- Ability to produce videos in at least Full HD (1080p);
- Access to licensed or royalty-free visual and audio assets;
- Understanding of sustainable development or climate-related issues is an advantage;
- Ability to translate complex concepts into engaging visual content;
- Ability to deliver within the agreed timeline;
- Willingness to revise outputs based on feedback.
