Position Outline

The Communication STA develops GESIT Communication Strategy that will target both internal and external stakeholders. The Communication Strategy must clearly convey GESIT’s key values and objectives and when implemented, will ensure GESIT stakeholders receive information that is appropriate, timely and in a format matching their information needs. The Communication STA will tailor key messages for multiple levels of audiences, ranging from civil society organisations, government agencies, development agencies and private sector.  The Communication STA will design and/or provide inputs into the design of Communication products and tools as agreed with KIAT.

Communication products and delivery modalities need to be of high quality, reflective of the high profile of KIAT, and in line with KIAT Communication Strategy and Department of Foreign Affairs and Trade (DFAT) Public Diplomacy and Digital Media Strategies.

Detailed Task

  • Under the supervision of the Team Leader and in Coordination with KIAT’s Communication Team, the STA Communications will develop GESIT Communication Strategy that shall include the following:
    1. Partnership stakeholder mapping; both internal and external, their information needs, frequency of use of information and modality
    2. Resourcing requirements
    3. Identification of key messages, project specific messages, details on target audiences and platforms
    4. Mainstreaming of GEDSI, environment, PSEAH and anti-corruption in communications planning and initiatives
    5. List and description of communication products
    6. Development of communication methods
    7. A methodology to effectively integrate communications strategy into GESIT operations
    8. Performance indicators for monitoring and evaluation of Strategy implementation
    9. A 12-month Communications Action Plan

    Capacity building plans for GESIT staffs and grantees to carry out the Communication Strategy.

  3. Trainings of GESIT staffs and grantees to implement Communication Strategy

Core Competencies

Qualifications:

  1. Indonesian national
  2. Minimum of a MA in Communications or related subjects
  3. At least 10 years of overall professional experience in providing strategic communication advice, implementing communication initiatives and successful public relations activities on behalf of Indonesian government agencies, private sector and international development agency funded programs.
  4. Demonstrated experience producing high quality communications materials.
  5. Demonstrated understanding of GEDSI concept and how to use GEDSI approach in designing Communication Strategy

Desirable:

  1. An understanding of DFAT policy – Branding aid projects and initiatives – for managing contracts, NGOs, multilaterals, and other partners.
  2. Prior professional experience in providing strategic communications advice and implementing communication activities for a DFAT-funded program.
  3. Understanding of policymaking in Indonesia
