Indonesia is one of Germany’s global development partners. On behalf of the German Federal Ministry of Development and Economic Cooperation (BMZ) KfW finances an ambitious climate change agenda with an ongoing portfolio of roughly EUR 2 billion. As part of this agenda, Indonesia and KfW, jointly prepare, finance, and implement numerous infrastructure projects in the fields of Energy Transition, Mobility, Circular Economy, (Waste)Water, and Protection of Biodiversity and the Environment. In addition, KfW with its Indonesian Partner PT.SMI is preparing a “Green Bond Development Facility” to develop the Green Bond market ecosystem in Indonesia, applying high-quality standards.
KfW is using various financial instruments, including Policy Based Loans (PBL) and Results based Loans (RBL), often in cooperation with other development banks such as ADB and AFD, and has acquired substantial EU funding to support policy dialogue and to prepare infrastructure investments.
The KfW Representative Office in Jakarta is looking for a Senior Sector Coordinator for the financial sector activities and Policy-/ Results-Based Lending (PBL, RBL).
The KfW Office team in Jakarta comprises 16 staff. As part of the team under the overall guidance of the Office Director and in close cooperation with colleagues at KfW headquarters in Frankfurt, Germany the Senior Sector Coordinator shall act as an interface between partners in Indonesia and KfW HQ. Thus, the Sector Coordinator shall collaborate and establish trustful working relationships with KfW´s project partners, such as Indonesian Government officials at various Ministries (including Bappenas), PT.SMI as well as relevant representatives from Provinces in which projects are being developed and implemented.
The tasks of the Senior Sector Coordinator include but are not limited to the following:
- Serve as KfW`s focal point and expert in Jakarta for the financial sector and for PBL/RBL in the energy and circular economy sector. Liaise closely with KfW HQ and deepen the excellent working relationship with all relevant stakeholders in Indonesia, including KfW´s partners in the Indonesian Government and in the provinces as well as with other peer financing institutions like ADB, AfD, World Bank, EU and GIZ.
- Monitor closely relevant sector trends, financial and capital markets, changes in the regulatory and institutional environment, risks to KFW operations and provide regular updates on important topics to colleagues in Jakarta and Frankfurt.
- Act as KfW key account to PT.SMI, KfW’s main project partner for the green bonds project.
- Closely liaise with Ministry of Finance, the key partner for PBLs.
- In close cooperation with the sector team in HQ and project partners in Jakarta, help to prepare and establish an innovative green bond development facility for quality-growth of the green bond market in Indonesia.
- Jointly with HQ, support the efficient implementation of EU funded projects, maintain day-to-day communication with EU and intermediate communication between EU, KfW Headquarter and Indonesian Partners, including the preparation of Working Group Meetings for EU-Projects, identify and help organise visibility events for EU funded projects in close cooperation with all stakeholders.
- Monitor and support the implementation of ongoing projects by KfW, facilitate efficient handling of project related processes, address bottlenecks and suggest solutions for pending problems and efficiency increase. Promptly inform all parties involved in Jakarta and Frankfurt on all circumstances which require attention and further action.
- Represent KfW in Policy Based Lending Approaches (PBL), and support the design, execution and monitoring of PBL programmes and aligned technical and advisory measures. Prepare and conduct the sector dialogue, if applicable together with the co-financing partners, at technical level and in close cooperation with the respective portfolio manager(s) at HQ. Provide professional assessment of policy reforms regarding feasibility, technical solution, (economic) efficiency and environmental, social and climate relevance.
- Identify and pursue potential investment opportunities for future PBL and RBL in the context of climate finance and contribute to the preparation and design of future bankable projects for financial cooperation.
- Provide advice and support to Indonesian partners on KfW rules, regulations, and procedures.
- Support missions from KfW HQ in preparation to and during their stay in Indonesia, including preparation and organization of meetings with relevant stakeholders, preparing travel schedule and activity plans, support drafting of minutes of meetings, organizing travel arrangement (in coordination with administrative staff), etc.
- Represent KfW at relevant workshops, conferences and seminars in Indonesia and prepare briefings for colleagues at the Jakarta office and at headquarters.
- At least once a year, participate at KfW trainings and/or sector retreats in Germany.
The scope of the position will be regularly reviewed and might be adapted in accordance to the needs of the portfolio and of the KfW Office Jakarta.
Requirements and skills (inter alia)
- Master’s Degree in economics, finance, environmental engineering, or its equivalent.
- At least 10 years’ professional experience in development finance with an international organisation, development bank or the Indonesian government with a focus on the Indonesian financial sector.
- In depth work experience with relevant political stakeholders, development finance institutions and state-owned financial institutions, work experience with PT.SMI is an asset. Proven work experience with (ODA) projects financed by international development banks, ideally including policy and results-based lending approaches.
- Good knowledge of the Indonesian public financial management system, policy reform processes as well as political, economic and regulatory framework conditions; profound knowledge of Indonesian capital market and financial products, with solid expertise in ESG, taxonomies and GSS Bonds standards in Indonesia; working experience with OJK is an asset.
- Track record of increasingly senior management positions and proven experience in dealing with senior levels of the Government of Indonesia and of international organisations.
- Strong analytical and comprehension skills and ability to express those easily in writing.
- Excellent command of English and Bahasa (spoken & written) is a must, (basic) knowledge of German is advantageous.
