Project Overview
The Regional Cooperation Project on Labour Market Policy (LMP) and Technical and Vocational Education and Training (TVET) for Twin Transition in ASEAN (RECOTwin) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
The project supports ASEAN and the ASEAN Member States (AMS) in building required capacities and competences to provide evidence-based policy responses linked to relevant structural changes in the ASEAN labour markets. The project includes four priority areas of implementation. (1) “Policy Advice” aims at strengthening the institutional and technical capacities of regional ASEAN bodies for future-oriented LMP and TVET in line with the needs of the green and digital transition (Twin Transition). This also entails the interlinkage between regional bodies and AMS, with focuses on national contributions to regional workplans. (2) “LMP” supports the capacities of decision-makers at national level to use future-oriented labour market Information in the context of the Twin Transition. In (3) “TVET”, instruments and good practices to adapt TVET systems in the ASEAN region to the Twin Transition are developed and exchanged. (4) “Learning experience” supports AMS with innovative approaches and instruments for future-oriented LMP and VET in the context of the Twin Transition. All priority areas are implemented in line with the thematic priorities of the Work Plans of the ASEAN regional bodies, in particular the ASEAN Senior Labour Officials Meeting (SLOM) and the ASEAN TVET Council (ATC).
The project cooperates with the ASEAN Secretariat, ASEAN Sectoral bodies/entities tasked for labour, vocational education and training such as SLOM, ATC, relevant institutions from the AMS, including line ministries, business and industry organisations, regional organisations as well as international organisations and bilateral cooperation programmes in the field of labour, TVET and skills development.
GIZ seeks a qualified candidate from one of the 10 ASEAN countries for this position.
Responsibilities
The technical professional, in close alignment with project management and contributing directly to the priority areas (2) and (4) of the project, is responsible for providing technical advice and support to the Human Development Directorate at the ASEAN Secretariat in advancing the implementation of the ASEAN sectoral bodies’ work plans on labour, skill development and TVET, namely the SLOM and ATC work plans. This role is central to enhancing regional cooperation and ensuring the alignment of national strategies with ASEAN’s overarching goals on labour and skill development. Based at GIZ Cluster Office at the premises of the ASEAN Secretariat in Jakarta, Indonesia, the main responsibilities include:
- Acting as a focal point from RECOTwin project for labour and skill development topics in ASEAN, providing expert analysis and advice to the ASEAN Secretariat and the relevant ASEAN bodies on labour market and skill transition challenges within ASEAN, focusing on the implications of the Twin Transition (green transition and digital transition).
- Providing technical advice and support to the ASEAN Secretariat on the coordination, facilitation and implementation of initiatives under the RECOTwin project in alignment with relevant ASEAN sectoral bodies’ work plans.
- Providing technical advice and support to the ASEAN Secretariat on the design of capacity development activities for AMS to strengthen their institutional capacity on labour and skill development.
- Supporting the ASEAN Secretariat to foster collaboration and coordination among AMS, regional organizations, development partners, and other stakeholders involved in labour and skill development with a focus on the green and digital transition.
- Monitoring and knowledge management of national learning experiences regarding the topics of labour and skill development within the project’s activities.
- Contributing to the development of policy recommendations and strategic plans in collaboration with RECOTwin and ASEAN Secretariat teams.
- Liaison with relevant stakeholders for conceptual notes, terms of reference development, and manage contracting, supervision and review of results.
- Ensuring a good, transparent flow of communication and exchange between RECOTwin and all involved stakeholders to ensure alignment and integration of project objectives.
- Providing a good overview about related GIZ activities in AMS as well as related priorities of other development organizations.
Job Requirements
Qualifications
- Masters/MSc in social sciences/economics or appropriate related fields with a focus on skill development and labour market policy in a green transition.
Professional experience and competences
- At least 10 years of professional experience preferably in the areas related to HRD, TVET, labour, skill development, having deep understanding of the labour market and skill development challenges and strategies in the ASEAN context.
- Minimum of 5 years of working experience in advisory roles, ideally on policy advice and with political bodies or regional organizations in ASEAN such as the ASEAN Secretariat and/or ASEAN sectoral bodies/entities.
- Demonstrated knowledge, policy, research and technical skills related to labour market and skill development and ability to acquire them. Experience in coordinating labour market/skill development projects and working with governments is an advantage.
Other knowledge, additional competences
- Demonstrated knowledge of development cooperation and familiarity with priority areas influenced by economic transitions.
- Excellent communication and interpersonal skills, with proficiency in English (both verbal and written). Knowledge of additional ASEAN languages is an advantage.
- Sound analytical and problem-solving skills, and ability to perform these skills within a complex organisational structure and dynamics.
- Demonstrated ability to work efficiently under pressure within a multicultural environment and ability to work independently with minimal supervision.
- Demonstrated proficiency in basic office software tools (MS Office suite) and use of relevant IT solutions.
