CWS Indonesia is the field office of CWS, Inc., headquartered in New York. CWS assists the most vulnerable, regardless of their religion, race, ethnicity, or gender. CWS works with partners to eradicate hunger and poverty and to promote peace and justice around the world.

CWS is implementing a The Bureau of Population, Refugees, and Migration (BPRM)-funded program in Jakarta that assists refugees and asylum seekers to access basic services such as health care, and provides skills training and education programs.

I. THE ROLE : The Senior Program Officer – UASC Position is required to support CWS in effective and timely management of all activities including child protection, psychosocial care, SGBV and vulnerability and socio – economic assessment. The incumbent will be the main focal point to oversee the activities conducted for the unaccompanied children (UAC). This position will assist the Program Manager in conduction research and write new project proposals for submission to donors. The position also entails managerial, administration and documentation skills. An ability to be flexible in working with refugees from various background and as part of team is essential.

II. RESPONSIBILITY AND TASK

  1. Implementation of Church World Service Program in Jakarta
  • Work closely with other Program Officers, and advocate for remedies and solutions to psychosocial and protection issued faced by UASC.
  • Assess psychosocial and protection needs and identify problems/gaps, risk and vulnerabilities, including those related to gender and age. Propose/priorities initiatives to reduce these risks and increase the resilience capacity.
  • Overseeing the overall management and operation of UAC temporary shelters in coordination with concerned staff.
  • Supervising the Child Protection Officer and Social Workers and provide them with professional guidance and coaching on carrying out their functions.
  • Ensure presence in refugees center trough regular visits in order to monitor the needs of the refugees related to psychological support.
  • Actively engage the refugees in the development of psychosocial activities and use available resources within the target population.
  • Ensure referral mechanisms are established for referring Refugees with potential mental/psychosocial health problems or any other general health issues to the appropriate health care service providers in the area.
  • Provide basic counselling and implementation of psychosocial activities where needed, possible and appropriate in a scheduled manner including specific educational activities addressing the identified social-health issues.
  • Responsible for all activities related to UAC issues, including tailoring and supervising attractive programs, supervising their needs and coordinate it with related program officers when required.
  • Provide advise and assist Program Manager in any related to psychosocial areas when required
  • Acting as Officer in Charge to PURE Plus Program in the absence of Program Manager.

 

  1. Implementation of Sexual and Gender-based Violence (SGBV) prevention and response program
  • Lead all activities relating to the prevention, identification and response to SGBV cases/issues
  • Ensure the implementation of the SGBV SOP and coordinate for multi-sectoral assistance for the survivors of SGBV ensuring the safety and dignity of survivors and their families
  • Engage refugee community – including refugee leaders, community groups and individuals – using participatory methods in SGBV prevention and response activities, fro, planning, development and implementation through evaluation.

 

  1. Staff Management and Development
  • Provide inputs to the Program Manager with regards to staff performance and development, especially those under supervision of Program Manager
  • Ensure the communication and exchange information between all staff/unit are being done properly
  • Acting as person in charge during the absence of the Program Manager

 

  1. Documentation and Report Writing
  • Assist Program Manager in preparing/editing/analyzing reports, proposals and budgets concerning the project
  • Assist and collaborate with Program Manager in preparing different papers and presentation materials of the program

 

  1. Monitoring, Evaluation and Reporting
  • Assisting Program Manager in monitoring and evaluating the implementation of program according to the plans and activities
  • Assist Program Manager in preparing the monitoring and evaluation tools

 

  1. Communication and Coordination
  • Communicate and coordinate with Program Manager on all of project and human resources issues
  • Communicate and coordinate with finance’s staff on financial issues of the projects
  • Communicate and coordinate with Administration staff on administration issues, such as coordination on vehicles requirement when traveling to project sites

 

  1. Other
  • Do other tasks related to the project implementation as requested by the Program Manager.
  • Maintain confidentiality in matters of personnel, beneficiaries and other relevant actors
  • Maintain positive communications with all organization’s staff, donors, beneficiaries, and volunteers
  • Exercise good judgment in performance of duties and responsibilities
  • Support existing CWS’ policies, principles, and mission

 

QUALIFICATIONS AND EXPERIENCE REQUIRED:

  • Bachelor Degree in Psychology, Education, Social Work, Social Sciences or other relevant field.
  • Ability to work in a cultural and gender-sensitive manner, respecting diversity in its all forms, including religious minorities, socio-economic situation, sexual orientation and ethnicity, etc;
  • Ability to interact and communicate with wide range of stakeholders (NGO networks, government institutions and refugees)
  • Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks.
  • Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Good interpersonal skills with ability to motivate both staff and local partners /community /refugees
  • Abilities to provide capacity building/training for staff and refugees on child protection/child rights issues
  • Possess computer skills, including internet-based communication/ and various office applications (Microsoft Words, Excel and Power Point).
  • Significant skill in reporting, documentation and database management is essential.
  • Fluency in English and Bahasa Indonesia is essential. Knowledge of Dari/Farsi/Arabic/Urdu will be an added advantage.
  • Having knowledge and understanding of refugee education program and child protection issues
  • Having skills in information analysis, database management, report writing, and documentation is essential.
  • Proactive and responsible with an eye for details.
