Background:

In Indonesia, the WASH sectors are chronically under-funded and inefficient. Factors that cause this problem are a lack of financial resources, lack of good human resources allocated to manage the infrastructures, no clear technical guidance from the national government on maintenance and operations, and poor business plans from PDAM and IPLT. Most local governments have limited financial capacity to support the WASH infrastructure. Therefore, the government should develop another alternative or options to ensure WASH infrastructures work properly to increase access to safely managed drinking water and sanitation.

 

The Government of Indonesia (GoI) has identified engagement of the private sectors as one key mechanism to bolster the economy and infrastructure to be more responsive to the needs of the community.  The PPP scheme has been successfully developed to improve infrastructure and services in other sectors such as roads, ports, hospitals, etc., but with little success in WASH infrastructures. Therefore, it is crucial to map out the potential private sector investment in WASH services chain to identify possible business models, to include strengthening the PPP mechanism to improve WASH infrastructure in Indonesia.

 

USAID IUWASH Pasar will support the government of Indonesia to enhance the private sector investment in the services chain of WASH sector through identifying the opportunities in various possible business models, assisting and strengthening national and/or local policies or regulations, and developing implementation plans for the local governments.

 

Purpose / Project Description:

The overall goal of USAID IUWASH Pasar is to catalyze and grow local markets for water, sanitation, and hygiene (WASH) products and services in Indonesia’s vulnerable urban areas. To achieve the overall goal, the Project will focus on the following three main objectives:

  • Improve business environment to foster greater private sector contribution for WASH services and products.
  • Enhance viability of WASH businesses and increase availability of affordable, desirable WASH products and services to underserved market segments.
  • Improved key WASH behaviors for increased demand with correct and consistent use of WASH products and services.

 

Objectives of Consultancy:

The main purpose of the consultancy is to provide technical support to the relevant ministries of USAID IUWASH Pasar Technical Team, local governments and WASH operators to identify and access new investment from private sectors through various engagement of the private sector to include public-private partnership (PPP) mechanisms to improve WASH infrastructures and facilities. In close coordination with USAID IUWASH Pasar team, the consultants will work directly with the local governments, WASH operators, and relevant ministries and coordinate with other national and international organizations working in this sector.

 

Main Duties and Responsibilities:

To provide his/her expertise and technical support to the USAID IUWASH Pasar Technical Team,  local governments and WASH operators, the consultant will be technically supervised by the WASH Business Enabling Environment Lead of USAID IUWASH Pasar. In addition, s/he also needs to work and coordinate closely with the Deputy Chief of Party, Business Development Lead, Social Behavior Change Lead and USAID IUWASH Pasar provincial teams.

 

To perform the roles and responsibilities, the consultant will have the following scope of work:

 

  1. Helping to map out the private sector landscape in the WASH services chain and assess the need for the private sector’ investment to improve WASH infrastructure and facilities in 6 USAID IUWASH Pasar working areas.
  • Map out the potential private sector investment in the WASH services chain of six USAID IUWASH Pasar assisted cities and districts
  • Identify local governments and drinking water/wastewater operators (PDAM and UPTD) which require new investment from private sectors to improve WASH facilities,
  • Conducting FGDs and discussions with the identified local governments and PDAM/UPTD to assess their needs for investments from private sectors.

 

  1. Helping to coordinate with the relevant ministries, local governments and USAID IUWASH Tangguh to develop required policies, regulations, procedures and operational guidelines in getting new private sector investment to include PPP schemes to support the identified local governments get access to private sector investment.
  • Conducting FGDs and discussions with the relevant ministries, local governments and private sectors on lessons learned and recommendations for PPP scheme in WASH sectors,
  • Developing drafts of required policies, procedures and operational guidelines on PPP scheme in WASH sector,
  • Presenting the draft of the required policies and operational guidelines to the government of Indonesia for inputs,
  • Finalizing the drafts of required policies, procedures and operational guidelines and submitting them to the government of Indonesia for approval,

 

  1. Assisting the identified local governments and WASH operators (PDAMs and UPTDs) in 6 USAID IUWASH Pasar working areas to get access to new investment from Private Sector to improve their drinking water and sanitation facilities and services.
  • Conducting workshops/FGDs with local government and WASH operators (PDAM & UPTD) on PPP scheme as an option to improve WASH facilities and infrastructure,
  • Facilitating the identified local governments and WASH operators to pursue with the private sector engagement mechanism to include PPP scheme to get access to new investment from private sectors,
  • Identifying and facilitating private sectors which are interested in investing in WASH sectors through potential business models to include PPP mechanism,

The Consultant Project Location

The consultant will be home-based.

 

The Consultant Working Period: 

The timeframe of this consultancy will effectively start from 16 Nov. 2024 to 31 August 2025 with a maximum of 100 working days for 10 months.

 

The Consultant Fee and Payment Mechanism

The total Level of Effort is 100 days for 10-month period (Nov 2024 to August 2025). The payment mechanism is as follows:

Required Experience & Skills:

  •  An advanced university degree, master’s or above in any relevant field including, but not limited to public policy, economics and business, policy development or environmental engineering,
  • At least 10 years of relevant professional experience in structured finance, including hands-on experience in originating, structuring, and executing loans and structured finance transactions for infrastructure projects and/or hands-on experience developing and financing PPPs, including structuring and delivering infrastructure projects with PPP components,
  • Experience in structuring and financing WASH infrastructure PPPs is desirable,
  • Demonstrated ability to negotiate with project sponsors, financing parties, institutional investors, and governments,
  • Demonstrated experience in formulating social policy and designing and implementing analytical activities,
  • Proven ability to write policy briefs, research papers, articles, technical report, documents in Bahasa and English,
  • Proven ability in arranging agendas for governments and multi-stakeholder technical meetings, workshops, working groups and taskforces,
  • Familiarity with the principles and/or practice of inclusive issues (such as gender and disability) and how this applies to business ecosystem improvement,
  • Experience of providing technical assistance to the government for sector development and capacity building,
  • Ability to work in a multidisciplinary team and have the initiative to work independently to a deadline,
  • Fluency in written and spoken English is preferable.
