 Indonesia is one of Germany’s global development partners. On behalf of the German Federal Ministry of Development and Economic Cooperation (BMZ) KfW finances an ambitious climate change agenda with an ongoing portfolio of roughly EUR 2.5 billion. As part of this agenda, Indonesia and KfW, jointly prepare, finance, and implement numerous infrastructure projects in the fields of Energy Transition, Mobility, Circular Economy, (Waste)Water, Forestry and the Protection of Biodiversity.

KfW aims to continue strengthening its cooperation within the framework of the Just Energy Transition Partnership (JETP) in Indonesia, inter alia by financing various energy projects. Its strong positioning as a reliable German financing partner in the energy sector should further support the implementation of JETP.

The KfW Representative Office in Jakarta is looking for a Sector Coordinator Energy. The tasks of the Sector Coordinator Energy include but are not limited to the following:

General Tasks – Sector Monitoring and Analysis

– Regularly monitor and update the team regarding political developments in the national energy sector, e.g. relevant changes in the energy regulation, stakeholders, etc. This activity includes the daily monitoring of any public information;

– Monitor and evaluate business related developments of the borrower/partner, economic and financial risk situation and relevant market drivers;

– Participate in sector related events, workshops and seminars relevant for KfW’s energy portfolio development, liaise with the relevant institutions and stakeholders in Indonesia;

– Submit technical inputs for the development of German sector strategies and/or for Government-to Government Consultations and Negotiations between Indonesia and Germany.

Project origination and conceptual development

– Identify new projects and programs in line with Government of Indonesia´s (Gol) strategies;

– Support the Project Team in Jakarta and Frankfurt in the assessment, acquisition and planning of new energy projects and programs with their conceptual design, in collaboration with local partners.

Project Preparation

– Prepare Memorandum of Understanding or Letter of Intent with responsible KfW counterpart and external stakeholders;

– Support with the planning, implementation and assessment of pre-feasibility and feasibility studies (including drafting of ToR);

– Oversee contractual and implementation issues.

 Project Appraisal

– Support the Project Team to define project objectives and implementation for related Concept Notes;

– Together with the Portfolio Team, plan the project appraisal mission, including but not limited to technical and financial assessment, appraisal plan, logframe, etc.;

– Develop and discuss with designated PEA workable implementation and financing structures, and

– Participate in the preparation and appraisal (together with responsible Portfolio Managers, Technical Experts, Environmental and Social Safeguards Experts, and others).

Project Approvals

– Monitor and support the preparation of project approvals within KfW’s partner institutions, and

– Support preparation, negotiation, and signing of Financing/ Loan and Separate Agreements.

Project Implementation and Closure

– Facilitate and monitor the implementation of energy projects according to the KfW rules and regulations, including but not limited to disbursements, procurement of goods and services, monitoring of usage of funds, regular progress monitoring, etc.;

– Support project missions from KfW Frankfurt Head Office or representatives from the German Government in preparation to and during their stay in Indonesia. This activity includes preparation of organizing meetings with relevant stakeholders, preparing travel schedules and activity plan, support drafting of minutes of meetings, organizing travel arrangements (in coordination with administrative staff), and others;

– Advise and support the executing agency (PEA) on procurement processes (according to KfW Procurement Guidelines) such as consultant’s selection, evaluation, contracting and monitoring of delivery of contractually agreed services;

– Support partners in compiling or drafting of minutes of meetings, monitoring reports or project related data and documents, and

–  Ensure continuous communication with partners and promptly share all relevant information with the Project Team, Lead Sector Coordinator and/or the Country Director, as the case may be, which require attention and further action.

Location of Services

The Sector Coordinator Energy will coordinate her/his activities with KfW’s Jakarta Office as well as the energy team in KfW Headquarters. She/he is expected to work mainly from the premises of KfW Office Jakarta; appropriate office space and equipment will be provided.

 

Qualification

– Graduate degree/MBA in Economics, Development Economics, Industrial Engineering, Business Administration, Management and Energy, Public Administration, or equivalent; – A minimum of seven years of relevant working experience in the Indonesian Energy Sector;

– Experience with international development finance, international standards (World Bank, IFC and Equator Principles) and best practices for energy projects;

– Proven experience in dealing with senior level government and state-owned enterprise officials (proven working experience with PLN officials will be an advantage); – Proven experience with Indonesian regulations and procedures and a profound knowledge of local policies, practices, legal frame and procedures in the energy sector and JETP;

– Strong analytical and comprehension skills and ability to express those easily in writing;

– Excellent communicator of the spoken and the written word (English and Bahasa, proficiency in German will be an advantage);

– Team-player with strong interpersonal and intercultural skills;

– Highly organized, pro-active and able to work your way through multiple players of administration and stakeholder in the energy sector.
