USAID SEGAR is seeking a communications agency to develop an official project website for USAID SEGAR Activity that meets the USAID standards and requirements. The estimated of working is from November 15, 2021 – February 15, 2022.

USAID SEGAR is a five-year (2020 – 2025) project designed to advances Indonesia development objectives in balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. To accomplish this, the targeted subnational jurisdictions with high conservation values and high carbon stock will be under improved management of natural resources that measurably conserves biodiversity, decreases greenhouse gas emissions from unsustainable land use, and promotes sustainable and inclusive economic growth.

As part of its communications strategy, USAID SEGAR plans to establish a website which will be developed and managed in accordance with USAID policies. At its simplest, a website would provide a quick and easy way of communicating information about USAID SEGAR. Therefore, a website developer is needed to support the design and creation of the USAID SEGAR website. The website developer will mainly work with the USAID SEGAR Communications team and report to the Communications Manager.


The aim of having a website developer is to support USAID SEGAR in designing and developing a website that will be used as the Activity’s digital communication tool. The main specific purposes of the website are as follows:

  • To serve as a medium where the Activity’s targeted audience as well as the public gain knowledge and information about USAID SEGAR and its themes.
  • To highlight the impacts and innovations achieved or promoted through USAID SEGAR.
  • To host various products and materials produced by USAID SEGAR, including, but not limited to, technical reports, assessments, news, articles, press releases, photos, videos, etc.
  • To add credibility when negotiating with potential partners (i.e. private sectors) who still look on a website as a reflection of organizational seriousness.


USAID SEGAR requires a website developer to create and design 1 (one) bilingual project website with the following scope of work:

  1. Propose a timeline for USAID SEGAR website development project;
  2. Purchase and secure a domain for the website;
  3. Design a modern and sleek project website that referred to USAID standards and requirements. The design should be able to represent SEGAR as a prominent USAID project and showcase its activities and achievements.

Main pages include menus such as:

  • Home
  • Who We Are: This static page will consist of general information about SEGAR project which includes background, partners, geographic scope, and other relevant information.
  • Where We Work: This page will consist of specific information about SEGAR working area with a GIS map display.
  • Strategy: This dynamic page will consist of general description of SEGAR strategy, including environmental governance, biodiversity conservation and emissions reduction, private sector engagement, and community engagement.
  • News and Blogs: This dynamic page with regular updates will consist of SEGAR success stories, stories from the field/ blogs, opinion articles, findings, human interest features, “champion” or beneficiaries’ profiles, etc.
  • Resources: This page will consist of publications produced by SEGAR and partners that can be read and downloaded by visitors to be used as references. It may also contain links to useful resources such as public government databases that are relevant to the program. This page will also contain SEGAR developed tools to build the capacity of national and subnational government partners to effectively and efficiently deliver their mandate. Examples of these tools could be planning and budgeting guidelines, training manuals, political economy analyses, advocacy, and communication strategies.
  • Opportunities: This page will consist of information on opportunities such as grants opportunities; vacancy/ STTAs; why and how private sectors can collaborate with SEGAR to improve governance and services delivery.
  • Contact Us: This page will be a contact form and link to several SEGAR social media accounts.
    1. Apply user-friendly content management system (CMS) that can be either open-source or self-designed;
    2. Develop an operation manual on website management;
    3. Hold a training for USAID SEGAR staff on website management;
    4. Propose apps/software/program/strategy that boosts visitors to the website;
    5. Propose an exit strategy for the website which enables public to continue accessing its content at the end of USAID SEGAR project life. (e.g. re-shape website into microsite that is hosted by USAID SEGAR partner’s website)

General guidelines: USAID’s Graphics Standards Manual and Partner Co-branding Guide (February 2020) states, “All websites produced for USAID projects by contractors must have the approval of the Website Governance Board and must display correct disclaimer language as specified in ADS 557. The websites should follow the structure and look-and-feel of the main USAID website to the greatest extent possible, including sharing top menu navigation and style sheets with www.usaid.gov. If this is not possible due to technical reasons, the microsite should mimic the styles and layout of the USAID external site to the extent possible.”


  • 1 (one) proposed timeline of USAID SEGAR development project;
  • 1 (one) domain of USAID SEGAR website;
  • 1 (one) complete design of USAID SEGAR website in accordance with USAID standards and requirements;
  • 1 (one) fully functioning USAID SEGAR website;
  • 1 (one) website maintenance manual/guideline;
  • At least 1 (one) training session on website management for USAID SEGAR staff.

Required Qualifications

  • At least 5 years of experience in website design and development;
  • Familiar working with non-profit or development projects;
  • Ability to apply USAID standards and requirements in terms of design and security;
  • Capable to design user-friendly CMS or apply the most suitable CMS in the market;
  • Familiar with web-hosting and website maintenance activities;
  • Based in Greater Jakarta (Jabodetabek)
