In Indonesia, Cowater is the managing contractor for DFAT Australia-funded projects, INKLUSI (ongoing), KONEKSI (ongoing), and KIAT-PBG (concluded in Q3 2024).
OBJECTIVE OF THE REQUEST FOR PROPOSALS
Cowater is seeking to engage an experienced tax consultant to do the 2024 annual tax report (SPT) for Cowater as a Foreign Representative Office (PMA) in Indonesia, as well as the monthly tax reporting (MASA) for its international development programs.
The selected consultant will sign separate contracts with Cowater and each of the ongoing Cowater-managed programs in Indonesia (INKLUSI, KONEKSI), i.e. total of 3 contracts.
SCOPE OF SERVICES
The Tax Consultant is required to provide the following services:
For two ongoing projects (INKLUSI and KONEKSI):
- Income Tax PPh 21 counting and reporting for all staff, including final tax and severance pay
- Income Tax PPh 21 counting and reporting for vendors/consultants (non-final tax)
- Income Tax PPh 26 for international consultants (non-final tax)
- Income Tax PPh 23 counting and reporting for vendors/consultants (SPT Induk PPh 23 dan Bukti Potong PPh 23 untuk badan/Perusahaan)
- Final Income Tax Art 4 (2)
- Withholding Tax Slip (1721-A1)
- Provide advice and recommendations on tax-related inquiries
Cowater
- Consolidation of financial reports for all programs for 2024 (INKLUSI and KONEKSI which are ongoing projects, and KIAT-PBG which concluded in Q3 2024)
- Fiscal Reconciliation of income and expenses
- Review all taxes reported monthly (PPh 21, PPh 23, PPh 4(2)) and make revisions as necessary
- Fill in SPT using E-Form according to the provisions of the directorate general of taxes
- Provide recommendations based on findings

EVALUATION CRITERIA
- Technical Proposal – 70%
- Financial Proposal – 30%
PROPOSAL SUBMISSION

Proposals are due on 14 February 2025, 5pm (WIB) and should be submitted to the email above.
The proposal must include the following:
- Cover Letter describing
- The consultant’s expertise in reporting taxes, especially for non-profit organizations and/or grants (dana hibah) or bilateral funded programs
- Previous experience with tax reporting of the above that can be shared as the consultant sees fit
- CV
- Technical proposal/Gantt chart which describes:
- Approach to, detailed plan and timeline for, implementing the scope of services
- Financial Proposal
- Financial quotation for the scope of services described above
The shortlisted applicants may be invited for a presentation/interview as part of the proposal evaluation process.
