E-READI (Enhanced Regional EU-ASEAN Dialogue Instrument) is a cooperation programme that facilitates dialogues between the EU and ASEAN on policy areas across all three ASEAN Community pillars, in response to the needs and priorities of ASEAN, and in line with the mutually identified EU-ASEAN priorities.

 

With a budget of EUR 20 million and an implementation period of 72 months, E-READI builds on the achievements of its predecessors READI and READI Human Rights and further assists ASEAN in the development and implementation of regional integration strategies and community building, drawing on relevant EU experience. Stakeholders include the ASEAN Member States, relevant Departments and Divisions of the ASEAN Secretariat and focal points from relevant ASEAN Sectoral Bodies; EU representatives; and invited private sector and civil society organisations (CSOs).

E-READI project is seeking for individual Consultant to submit a proposal (technical and financial) for the Procurement of Services for junior expert monitoring and evaluation. The detail services is set forth in the of Term of Reference

Introduction

E-READI operates within the context of the ASEAN-EU Plan of Action 2018-2022 (replacing the earlier Bandar Seri Begawan 2013-2017 Plan to strengthen the ASEAN-EU Enhanced Partnership); the ASEAN Vision 2025: Forging Ahead Together and its three Community Blueprints; the Initiative for ASEAN Integration Work Programme III; the 2030 Agenda and its Sustainable Development Goals; the Addis Ababa Agenda of 2015, the Paris Agreement on Climate Change and the European Consensus on Development. These policy documents inform and inspire the cooperation under E-READI.

 

The E-READI Facility responds to ASEAN priorities on a demand-driven basis and in a transparent manner. Stimulating demand for supporting an ASEAN-led agenda through active engagement with the ASEAN counterparts, the facility encourages the conceptualisation of joint new ideas further strengthening the ASEAN Community building and ASEAN-EU partnership.

 

The overall objective of the facility is to support ASEAN integration aiming at poverty reduction through inclusive and sustainable growth. By achieving its integration goals, the citizens of ASEAN Member States would benefit from stronger, more equitable and sustainable economic growth, increased leverage as a union and as regional actor on the international stage, and enhanced social opportunities. It will also promote dialogue between ASEAN and the EU as a precursor for strengthened cooperation and relations in areas of mutual interest.

 

E-READI supports ASEAN regional integration by drawing on European experience and know-how and at the same time promotes ASEAN peer to peer learning/exchanges through sectoral policy dialogues (at all levels and including civil society), thereby supporting policy development processes and capacity building in areas of joint interest.

 

 

Background

 

E-READI project is setting up a results-based M&E system which steers project implementation towards achievement of results and enhances the quality and cost efficiency of the implementation. The measurement framework is consistent with the existing ASEAN one and has the capacity to capture E-READI’s multiple-level expected results (outputs/outcomes/impact) as per activities included in the approved Annual Work Plans.

 

This M&E framework relates to the projects internal monitoring that helps the team, counterparts and the Contracting Authority to understand the progress of implementation, especially as perceived by the counterparts, thereby enabling modifications to the proposed approaches as required.

 

The contextual background shows the challenges and corresponding uniqueness of the M&E framework that is needed to ensure the proper measurement and reporting for E-READI:

 

  • E-READI will facilitate the conducting of EU-ASEAN dialogues in common strategic priority areas. Relevance of the proposed initiatives is paramount and corresponding monitoring framework should be accurately designed to capture changes in target audiences.
  • E-READI project will facilitate/support the implementation of initiatives which, in large part, will be aimed at developing capacities to achieve the projects’ objectives. The Project’s will need to be in the position to measure intangible outcomes (i.e. perceptions’ development; specific long-term capacities; etc.).
  • E-READI project will adopt the “Monitoring for results’ approach for its M&E system.  This concept refers to the regular and systematic monitoring and assessment of the outcomes, outputs and activities under the project.
  • E-READI project will utilize objectively verifiable indicators to measure and report on the outcomes, outputs, and activities under the Project. The M&E system will also monitor the baselines, targets, and the risks and assumptions for each activity (Concept Notes).
  • The project’s M&E framework for all result areas will focus on a robust theory of change that takes into account the risks and assumptions for the results to be achieved.

 

The Project M&E System & Framework

 

The Project M&E framework will employ an internal day-to-day tracking system as well as external implementation monitoring system enabling effective independent monitoring exercises.

 

It will be consistent to ASEAN monitoring and evaluation systems and practices, i.e. integration monitoring practices of the various monitoring and analysis Directorates/Divisions and will ensure synergies with related ASEAN programmes.

 

The E-READI Internal Monitoring system will be used to:

  • Ensure multi-level result measurements (outputs/outcomes/impacts).
  • Determine the current status of the project at any point in time, thus ascertaining that implementation is proceeding as planned. This will be determined based on the objectives of the program – how far, or near we are to meeting the objectives of the Project.
  • Determine the sequence and dependency of activities; estimate duration, set milestones and assign responsibilities. Resource scheduling – from the activity schedule, develop input schedules and budgets.
  • Verify proper utilization of Project resources, including ensuring that resources are made available on time and are utilized through activities to produce expected deliverables;
  • Provide the basis for corrective measures to be taken through identifying early indications of deviations, performance gaps and other problems requiring immediate attention for the Project to succeed;
  • Indicate whether and where resources are being used efficiently and where strategies for resource allocation may need to be considered or reconsidered.

 

 

5.0       Scope of Work and the Deliverables

 

 

The E-READI Project has engaged a M&E SNKE to support the Project with the design, installation, and functionality of the above results-based M&E system.  The Senior Expert supports the Project over a period of initially 50 days for the year 2018 and plays a close advisory and supervisory role for the M&E function and performance reporting during 2018. However, his role will be on an intermittent basis.

 

To support the results-based M&E system for the Project and to ensure the efficient and effective operations of the Project M&E system, a Junior M&E NKE is needed to work with the E-READI Team and with the SNKE to support the functionality of the M&E system. The Junior Expert will carry out a range of functions that are relevant to support the Project implementation and effective performance.

 

The Junior NKE M&E Expert will be responsible for supporting the project for the following areas and functions:

Qualifications and Skills

 

The incumbent is expected to possess the following qualifications:

 

–       Graduate (Post-graduate preferred) degree in public administration, business management, political science, sociology, financial management or related discipline.

–       Fluency in spoken and written English

–       Excellent reporting skills

–       At least three years of work experience, including consulting in M&E and areas directly related to relevant programmatic sectors.

–       At least 3 years of experience in designing and implementing results-based M&E system

–       Experience in gap analysis in the area of monitoring and evaluation

–       Experience in the design and/or implementation of M&E systems.

–       Experience in conducting training sessions/prepare M&E technical guidance material.

–       Strong data management skills.

–       Ability to carry out data collection and analysis using various data analysis tools.

–       Excellent oral and written communications skills.

–       Proficiency in English.

–       Good understanding of participatory approaches to problem solving in public organizations.

–       Ability to undertake field visits for project-based data collection and validation.

–       Previous work experience in similar M&E technical positions

–       Fully proficient in the following software applications: Word, Excel, and Power Point.
