RFP 063 – Rapid Land Tenure Assessment surrounding PT Hutan Kencana Damai (HKD) ecosystem restoration concession area.

Overview

USAID SEGAR is seeking an institution/organizations for an Rapid Land Tenure Assessment surrounding PT Hutan Kencana Damai (HKD) ecosystem restoration concession area, Ketapang, West Kalimantan. This assignment is potentially starts in January 2024 through July 2025, and is engaged through a fixed-price subcontractor agreement.  Application Code: RFP 064.

Context

USAID SEGAR is a five-year (2021 – 2026) Activity designed to advance Indonesia’s development objectives in balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. To accomplish this, targeted subnational jurisdictions with high conservation values and high carbon stock will be under improved management of natural resources that measurably conserves biodiversity, decreases greenhouse gas emissions from unsustainable land use, and promotes sustainable and inclusive economic growth.

In this context, USAID SEGAR has signed a Memorandum of Understanding (MOU) with PT Hutan Kencana Damai (HKD) to support its ecosystem restoration and emissions reduction project. PT HKD holds a Principal Approval for Ecosystem Restoration Forest Utilization Permit (PBPH-RE Perizinan Berusaha Pemanfaatan Hutan-Restorasi Ekosistem) and is responsible for the management of a 12,868-hectare concession, including a peatland ecosystem, in Ketapang district, West Kalimantan. Several villages – namely Kuala Tolak, Tanjung Baik Budi, Sungai Putri, Tempurukan, and Sungai Awan Kiri – border the concession, which HKD plans to develop into an Agriculture, Forestry, and Other Land Use (AFOLU) carbon project in accordance with Verra’s international voluntary Verified Carbon Standard and Climate, Community & Biodiversity Standards (VCS-CCBS), as well as the Indonesian National Registry System (SRN Sistem Registrasi Nasional) standard. HKD plans to carry out several activities in this area, including restoration and forest protection, community development and biodiversity conservation.

This Scope of Work (SOW) is to support PT HKD to conduct a Rapid Land Tenure Assessment in 5 villages surrounding HKD concession area.

Deliverables

  • Deliverable 1 – Inception Report and Workplan: includes the proposed workplan, methods or approaches including its rationale, timeline, tally sheets/questionnaires/interview guidelines, formal evidence documents templates (e.g., Berita Acara, attendance sheets, minutes of meeting, etc). The expected completion date is January 10, 2024.
  • Deliverable 2 – Collected Data Tabulation: Collect primary data in relation to each village’s land tenure system and history, inventory of land conflict areas (this should include identifying the owner/claimer, size and location of the conflicting land areas shown in a map, proofs of claims/ownerships if any), actors’ identification and their powers/relationships, identification of any perceived legal/customary proofs of land claims. The expected completion date is between February – May, 2025.
  • Deliverable 3 – Land Tenure Assessment Report: which should include the following information:
    • Land conflict areas (map that shows owners/claimers of conflict areas), this should also include information of the proofs of various forms of perceived legal/customary claims
    • Conflict explanation mapping
    • Actor identification and analysis (power and relationship)
    • Various legal policies/laws related to competing claims
    • Proposed conflict resolution mechanism.

The expected completion date is 30 June, 2025.

  • Deliverable 4 – (i) Minutes of Coordination Meeting (report): includes attendance list, meeting agenda and result. (ii) Final Report that contains Rapid Land Tenure Assessment surrounding PT Hutan Kencana Damai (HKD) ecosystem restoration concession area. The expected completion date is 15 July, 2025.

Location of Work

  • Ketapang, West Kalimantan

Qualifications

  • Institutions that have valid legal documentation (such as notarial deeds, Business Identification Number (NIB), Taxpayer Identification Number (NPWP), etc.)
  • Institutions that have experience and  has a portfolio that aligns with the expected outcomes within the scope of work and must follow the guidelines provided by Galudra G, Sirait M, Pasya G, Fay C, Suyanto, van Noordwijk M, and Pradhan U. 2010. RaTA: A Rapid Land Tenure Assessment Manual for Identifying the Nature of Land Tenure Conflicts. Bogor, Indonesia. World Agroforestry Centre.
  • The team at least consists of team leader, relevant land tenure specialist in the forestry sector using international standards, and GIS Specialist.
  • Experience in working with international donor organizations, or with government authorities at the provincial/district/national level.
  • Experience in designing and implementing consultation/discussion, assessment, analysis, report writing processes.
  • English literacy is an advantage.

Basis of Award

The award will be made to a responsible offeror whose offer follows the RFP instructions, meets the eligibility requirements, and is determined via a trade-off analysis to be the best value based on the application of the following evaluation criteria. The relative importance of each individual criterion is indicated by the number of points below:

  • Technical – 25 points: Responsiveness to the technical specifications and requirements.
  • Delivery – 20 points: The confirmation and ability to meet the targeted deliverables.
  • Key Personnel – 30 points: The proposed CV of key personnel.
  • Price – 25 points: The overall cost presented in the offer.
