This Request for Proposal (RFP) invites qualified organizations, consultants, or consortiums to submit proposals to support the implementation of the project “Strengthening Tenure Security and Indigenous Food Systems for Sustainable Food Security in Asmat, Papua” for the period June 2026 – October 2027.

 

BACKGROUND

Communities in Asmat, Papua have long depended on forests, mangroves, rivers, and lowland swamp ecosystems for their livelihoods, nutrition, and cultural identity. However, Indigenous communities continue to face multiple challenges related to insecure customary land rights, ecosystem degradation, declining traditional knowledge systems, and limited recognition of Indigenous governance in formal policy processes.

These conditions have weakened local food systems and increased dependence on external food supply chains. At the same time, national food security strategies often overlook the critical role of Indigenous food systems, tenure security, and ecosystem-based management in sustaining community resilience.

Blue Forests, together with strategic partners, seeks to implement an integrated initiative in Per and Yepem Villages, Asmat Regency, Papua, focusing on strengthening land tenure security, ecosystem conservation, community governance, and Indigenous food diversification. The project aims to contribute to sustainable, community-driven food security rooted in Indigenous rights and ecosystem resilience.

 

SCOPE OF WORK

The selected vendor/partner will support the implementation of activities under the following components:

  • Conduct Indigenous Food Systems assessments and community-based research activities in Per and Yepem Villages.
  • Facilitate participatory mapping of customary (ulayat) lands and support documentation processes for tenure recognition.
  • Support legal and administrative processes related to customary land and customary forest recognition through relevant government agencies.
  • Facilitate ecosystem management planning, including identification of LMMA/OECM sites and community conservation initiatives.
  • Implement community capacity-building activities, including Indigenous Field Schools and food diversification initiatives.
  • Develop policy briefs, reports, and documentation products related to tenure security, Indigenous food systems, and ecosystem management.
  • Coordinate regularly with Blue Forests, local stakeholders, government institutions, and community representatives.
  • Ensure implementation applies gender equity, social inclusion, informed consent, and data confidentiality principles.

 

TIMELINE and DELIVERABLE       

The anticipated contract period is from June 2026 to October 2027. Detailed implementation timelines will be finalized in coordination with the selected vendor/partner.

PROPOSAL INFORMATION

Interested bidders should submit both technical and financial proposals. The proposal should clearly explain the proposed methodology, implementation plan, staffing structure, risk mitigation strategy, and relevant organizational experience.

The proposal submission should include:

  • Company/organization profile and contact information
  • Technical proposal aligned with the Scope of Work
  • Financial proposal including detailed budget
  • CVs of key personnel
  • Examples of similar project experience
  • References from previous clients or partners
  • Relevant organizational policies and legal registration documents

Budget Ceiling: USD 32,000

Evaluation Criteria:

  • Technical quality and methodology
  • Relevant experience and expertise
  • Understanding of Indigenous governance and ecosystem management
  • Gender Equity and Social Inclusion (GESI) integration
  • Cost effectiveness
  • Project management and reporting capacity

Landesa reserves the right to reject all bids. Landesa reserves the right to select all or just components of the services. Landesa shall not be liable for any costs associated with the preparation, transmittal, or presentation of any materials submitted in response to the RFP.  Proposals are expected to be binding for a period of one hundred and twenty (120) days from the published response date.

Firms submitting a bid must provide disclosure of any known past, present, or future relationships with any parties associated with Landesa.  For example, applicant should disclose if a member of their Board is also a member of Landesa’s Board currently or in the past. The firms submitting proposals also certify that the prices offered were arrived at independently and without purpose of restricting competition with other offerors including but not limited to subsidiaries and that prices have not been and will not be knowingly disclosed to any other offeror unless required by law.  Failure to comply with these requirements may result in Landesa having to re-evaluate the selection of a potential firm.
