Introduction

The Indonesian government recognizes the critical importance of cervical cancer prevention. Last year, it declared the Ministry of Health’s (MoH) goal of eliminating cervical cancer through the National Cervical Cancer Elimination Plan (2023–2030). USAID MOMENTUM is committed to supporting the MoH in accelerating progress toward the 90:70:90 targets for cervical cancer elimination. Specifically, this includes ensuring that 90% of women diagnosed with precancerous lesions and invasive cervical cancer receive appropriate treatment. Under Pillar 1 of the National Action Plan (RAN), USAID MOMENTUM supports Priority 3, which focuses on treatment. This aligns with Strategy 3.2 of the RAN: increasing access to cryotherapy, thermal ablation, conization, loop excision of the transformation zone, and other appropriate treatments for high-quality and timely management of precancerous cervical lesions.

Cryotherapy has been one of the treatments used for managing cervical precancerous lesions. However, its use faces challenges related to costs and logistical constraints. To address these barriers, the WHO, in 2019, endorsed the use of Thermal Ablation (TA) devices for treating eligible precancerous cervical lesions. The WHO Guidelines for the Use of Thermal Ablation for Cervical Precancer Lesions recognize that TA devices provide equivalent clinical outcomes to cryotherapy while helping to overcome supply chain and access issues associated with cryotherapy.

To support Priority 3 under the RAN, the USAID MOMENTUM initiative seeks to procure devices for treating women who screen positive for precancerous lesions. This Request for Quotation (RFQ) invites quotations from qualified suppliers for the provision of these devices.

USAID MOMENTUM will provide guidance on the introduction and use of TA devices to expand treatment options for women with cervical precancer. This includes introducing TA devices alongside supportive training and mentoring for health workers to deliver TA services effectively to women diagnosed with precancerous lesions.

Scope of Work/Specifications:

  • We request quotations for 2 units of thermal ablation devices for treating eligible precancerous cervical lesions. (Wisap C3 Thermo-Coagulator (CE))

The selected supplier will be responsible for:

  1. Providing 2 Unit of Thermal Ablation
  2. Transport and deliver the product to the appointed locations
  3. Ensuring that all products meet the highest standards of quality and are delivered in a timely manner.
  4. Providing any necessary documentation, including certificates of analysis and product specifications.
  5. Provide onsite training for key staff
  6. Provide other related services as necessary, along with post-service support and warranty.
