Introduction and Background 

The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support sustainable and inclusive economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.

In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second compact. The selection reflected the strong partnership MCC and Indonesia built during the first compact. Following signature of the Indonesia Infrastructure and Finance Compact on April 13, 2023, the entity charged with implementing the compact activities, Millennium Challenge Account-Indonesia II (MCA), is currently in the pre-implementation preparation stage, prior to “Entry-Into-Force” (EIF) of the compact agreement at which time the five-year implementation period begins.

The Indonesia Infrastructure and Finance Compact consists of three projects:

  • The Advancing Transport and Logistics Accessibility (ATLAS) Project will work with five provincial governments – South Sumatra, North Sulawesi, Riau, Riau Islands and Bali – to improve infrastructure planning and preparation at the sub-national level, where transport and logistics are more constrained. The resulting projects will improve access to employment opportunities for Indonesians and the accessibility of transport services for women and disabled passengers.
  • The Access to Finance for Women-owned/Micro-, Small and Medium Enterprises Project (MSME Finance Project), which aims to increase lending from formal financial service providers to MSMEs and women-owned MSMEs in the target provinces by gathering and analyzing MSME financial and technical performance data as well as providing technical assistance, digital and financial literacy training, and other demand-driven business development support to improve credit worthiness and investment readiness.
  • The Financial Markets Development (FMD) Project will provide technical assistance and blended finance grants to increase the participation of private sector or commercially oriented finance in infrastructure investments. This will help the government of Indonesia to form new partnerships and unlock existing money to fund lower-risk, high-quality infrastructure projects.

 

Geographic focus: The GOI conducted a data-driven process—using metrics such as propensity for reform and impact on growth and poverty reduction—to evaluate and rank Indonesia’s provinces and select potential locations for the proposed program. Based on this, MCC and the GOI had identified 5 priority provinces: North Sulawesi, South Sumatra, Riau Islands, Riau and Bali.

Regional Manager

Position Background and Objective

The MCA-Indonesia II seeks to recruit a Regional Manager for each of the five provinces (Riau, South Sumatera, North Sulawesi, Bali, and Riau Islands) to assist the MCA-Indonesia II to undertake various assignments aimed at developing relationships, engagements and support of the provincial and Kabupaten/Kota governments, local working groups, and the supporting private sector for the infrastructure financing and MSMEs financing projects in the 5 provinces. Furthermore, the Regional Manager also supports and facilitates the preparation of institutional arrangements and necessary implementation regulations at the provincial level needed to implement the projects.

The scope of the Regional Manager’s work is to play an active role as an MCA-Indonesia II focal point in the province, ensuring harmonious relationships with and between local stakeholders, develop and implement appropriate communication plan, provide facilitation and technical support to local stakeholders, facilitates provision and the availability of local data and information required by the MCA-Indonesia II,  MCC, their consultants or other related stakeholders in the context of the Compact II Program.

The position will be working closely with the Deputy Executive Directors for: Infrastructure, MSME and Programme Support, under the coordination of the Deputy Executive Director Operations.

 

Tasks and Responsibilities

The key tasks to be performed by each Regional Manager include, but are not limited to, the following:

  • Represent and assist the MCA-Indonesia II in matters related to the target province;
  • Identify key stakeholders and build a close relationship with them across the target provinces;
  • Assist and facilitate the MCA-Indonesia II in matters related to the institutional arrangement and implementing regulation at the provincial level, including:
    • Coordinating the preparation and development of Implementing Entity Agreements or Memorandum of Understanding (MoU) among the stakeholders in the target Provinces;
    • Overseeing the management of the program assets financed with the Compact grant;
    • Identifying any local regulations that might affect tax facility schemes to provide the required tax exemption set forth in the Compact;
  • Under the direction provided by MCA-Indonesia II, assist and work closely with appropriate Local Government agencies on:
    • Obtaining inputs on the key stages of the preparation and implementation of the Infrastructure and MSMEs’ financing projects;
    • undertaking and maintaining a key local stakeholder mapping analysis;
    • keeping informed and advising all key local stakeholders related to the Infrastructure and MSMEs financing projects’ progress;
    • identifying opportunities for improving local stakeholder readiness and capacity to engage and deliver the Infrastructure and MSMEs financing projects;
    • the development of a communication strategy, plan, and implementation of the strategy and plan with local stakeholders to form positive opinions and support for the Infrastructure and MSMEs financing projects;
    • raising with the MCA-Indonesia II any issues or risks which impede or may impede the success of the Compact in the province and participating in the resolution of such issues with the MCA-Entity and others as required; the arrangement and organization of local public consultation activities and other local cross-sector forums related to the Infrastructure and MSMEs financing projects; and
    • assisting in obtaining access to information and data required for the development, preparation, and implementation of the Infrastructure and MSMEs financing projects; and
    • ongoing technical liaison with supporting consultants, acting as the main go-between with relevant local government departments.
  • Undertake relevant administrative activities for the MCA-Indonesia II for Compact II program development in the local regions;
  • Assist in conducting monitoring and evaluation of various activities and issues related to the Compact Program;
  • Provide regular reports on region specific inputs or matters related to Compact Program and actively communicate with the MCA-Indonesia II Entity to MCA-Indonesia II is well-updated and aware of emerging issues if any.

 

Key Qualifications

  1. Education, experience and technical competencies:
  • Candidates have at least 10 years of professional working experience in development programs primarily based in Indonesia and funded by the Indonesian National or Sub-National Government, development partners, private sector, or non-profit organization;
  • Direct experience in working for development projects and donor funded programs such as government reform programs, infrastructure development (preference for transport and logistics), MSMEs programs, local economic development, poverty reduction programs, or community and women empowerment;
  • Bachelor degree or advanced degree in Economics, Law, Communication, Public Finance, Public Administration, Engineering, Agricultural, Financial, Infrastructure, Social/Natural Science or other relevant backgrounds;
  • Having a general understanding of the GoI decentralized structure and operating processes, development agenda, and development assistant program;
  • Demonstrated experience networking with Indonesian government units and stakeholders, especially those related to the provincial position applied for;
  • Working experience in one or more out of the target provinces would be highly preferable.
  • Oral and written fluency in Bahasa Indonesia and English;
  • Willingness to be based in the designated province and travel frequently to Jakarta on an as-needed basis.

  • Ability to work independently in a multi-stakeholder, multi-cultural and diverse working environment;
  • Having good interpersonal communication, managerial skills, and reporting capacity;

 

Duration and Performance Location

The Consultant is expected to work for a base period of 12 months.  There is potential for follow-on contracts to cover the implementation of the five-year Compact. Any follow-on contracts will be based on satisfactory performance and mutual agreement.

Contract Type

This Terms of Reference contemplates award of a fixed term, fixed price contract.

Working Facilities

Office space in the target province will be provided by the local government.  MCA-Indonesia II will provide a laptop equipped with necessary software to the Consultant.

Airfare for domestic travel within Indonesia and lodging outside the Consultant’s base and other cities is provided by MCA-Indonesia II.
