INKLUSI – The Australia-Indonesia Partnership Towards an Inclusive Society is a $120m, 8-year investment (2021-29) that will contribute to the broader development goal of: No one is left behind – more marginalised people participate in and benefit from Indonesia’s sociocultural, economic, and political development. INKLUSI continues Australia’s support to Indonesia’s prosperity, building on Indonesia’s advancements in the areas of gender equality and women’s empowerment, social inclusion, and civil society strengthening.
To support effective and efficient operational services as well as the collaboration between program, partners and stakeholders of DFAT’s INKLUSI (Australia-Indonesia Partnership Towards an Inclusive Society) program, Cowater is seeking to expand the existing standing offer arrangements (or “Panel”) for General Service and Communication Supports. The panel is available for national, international individuals and firms/organisation who possess a wide range of experiences, skills, capabilities, and areas of expertise related to the required service area. The selection process for individual and organisation will follow different criteria and application processes.
Selected individuals / Organisations will be incorporated into the INKLUSI Panel – Services Standing Offer Agreement and be listed as the preferred sourcing method to support the delivery of the INKLUSI Program until 2025.
Please note that bidding on this Standing Offer tender will not disqualify firms / individuals from also bidding on subsequent tenders.

APPLICATION
Application Format
Each individual / organization applicant must provide the following information:
- Technical Proposal / Cover letter
A brief proposal outlining:
- For Individuals
- Covering letter outlining your suitability to provide the proposed service category(s).
- Application Form (Annex 2.) outlining summary of your qualification and nominate Panel Category you are applying for and professional referees.
*) Notes: you may nominate more than one category if your experience and skills are relevant to and match different panel categories).
- Provide Curriculum Vitae (CV)
- For Firms / Organizations
- Covering letter outlining your suitability to provide the proposed service category(s).
- Application Form (Annex.2) outlining summary of your organisation’s qualification and nominate Panel Category you are applying for and professional referees.
*) Notes: you may nominate more than one category if your organisation’s skills are relevant to and match different panel categories).
- Provide organisation / company profile outlining relevant experience.
- Provide CVs of proposed consultants to undertake assignments (include at least two professional referees for each CV).
- Notes:
- Do not list more than 5 key consultants per panel category in your organisation’s application. For example you may submit 5 CVs service category-A and an additional 5 CVs for service category-B
- Organization applicants are ALLOWED to add non-listed consultants to any Service Order proposals at a later period.
- Financial Proposal (Annex 3)
- Daily fee rates for proposed consultants
Only include the rate claimed for the consultants – do not include overheads, travel costs, management fees, profit margins etc. etc.). Daily rates offered need to be in line with local market conditions for local applicants and foreign individuals and organisations. Cowater reserves the right to negotiate rates prior to selecting /confirming individual consultants that form part of a firm/organisation’s proposal.
- Organisational management fees (written as a % rate) –
Applicants must ensure Management Fees DO NOT exceed a reasonable rate.
*) Note: Daily Fee rate must be stated in Australian Dollars or Indonesian Rupiah (not in other currencies).
