Provincial Coordinator, Central Java, Large Scale Food Fortification (LSFF)

 

1.      Overall purpose
The consultant will assist in the implementation of NI’s large scale food fortification program/s (Fortification of staples – Salt, Wheat, Rice, Oil) at the province level including engagement with key stakeholders, under the overall supervision of the National Program Officer, Indonesia

 

2.      Roles and responsibilities
The Provincial Coordinator would assist the NPO in the implementation of the following activities:

A. Support Government policy and program  

·       Support NPO during engagement with relevant government departments and key stakeholders for local-level planning, communication, enforcement and regular review of LSFF projects, to ensure effective implementation of standards, policy and programs;

·       Support NPO in liaising and maintaining harmonious working relationships with key program stakeholders, including Provincial/ District Health Office, Millers, Industry and Trade Office, BPOM, Development Partners, etc;

·       Support NPO in facilitating engagement with national and local government in introducing LSFF programs in their social safety net program and Open market.

 

B. Support Implementation of NI’s program 

·       Provide input to NPO and National Consultant in technical and operational aspects of NI’s program design, strategy development, planning documents and monitoring framework, at province and district level;

·       Support National Consultant and NPO, in monitoring the technical and operational aspects of ongoing program activities through field visits, on-site assistance, meetings with partners, analyze the progress reports and prepare project briefs as required

·       Support National Consultant in capacitating millers and their staff, to adopt good manufacturing practices and QA/QC practices through supportive supervision. Assist in facilitating interface between by millers and provincial enforcement bodies for improved compliance to standard.

·       Assist NPO and National Consultant in engaging with millers for gender inclusion in their units:

·       Assist National Consultant and NPO in facilitating the implementation of external quality control protocol and regular monitoring mechanism by provincial enforcement bodies viz. provincial BPOM, MoIT;

·       Support NPO and National Consultant through active participation in the coordination meeting arranged by NI Indonesia Country Office and provide input on current programming status related to stakeholders, identify gaps and share corrective actions;

 

C.     Program Monitoring and Reporting

·       Make periodic / monthly assessments of millers associated with NI based on NI’s MEAL and program operation plan, share their observations with NPO;

 

Other Tasks

·       Support in carrying out other duties related to the project as requested by the NI Indonesia Office

 

3.      Deliverables

o   Submit advance monthly work plan to NPO for approval by a pre-decided date

o   Submit a monthly report in pre-decided formats on:

– Fortified food production, QA/QC data as programmatic needed, with suggestions and recommendations for further improvement;

– Submit monthly reports on the tasks performed, the targets achieved along with observation for corrective action/further improvement, along with invoice and supporting documents to process for reimbursement of fees and expenses.

 

4.      Tenure of appointment

The incumbent will be awarded for 12 months consultancy contract, renewable based on satisfactory performance and fund availability.

 

5.      Education/Professional Designations/Experience:

  1. Minimum master’s degree in food technology, public health, food engineering or any other related degree from a recognized university;
  1. Working experience in rice fortification, development organization, food industries – private sector, and nutrition and health-related issues will be an added advantage;

 

6.      Travel Requirement:

Frequent travel within the province, with limited travel to Jakarta

 

7.      Other specific skill requirements

·       Ability to plan, organize, coordinate, meet deadlines, and negotiate under pressure;

·       Ability to communicate effectively, including interacting effectively with the private sector;

·       Sensitivity to the importance of gender equity and related issues;

·       Good analytical and writing skill;

·       Ability to work as a member of a team; and

·       Knowledge of computer systems relevant to the position.
