Background
Salesian Don Bosco Indonesia (SDB INA) operates a vocational training center in Tigaraksa (BLK Salesian Don Bosco Tigaraksa) and plans to expand and upgrade its current BLK course portfolio by introducing vocational high school (SMK) programs with 3-years curricula. The center is located in an industrial area on the western outskirts of Jakarta (Tigaraksa, Tangerang Regency, Banten Province), with access to a large labor market and a diverse base of employers.
The proposal for a five-year project (2026-2030) – co-funded by the German Federal Ministry for Economic Cooperation and Development – will build on evidence generated through this assignment to assess the feasibility and utility of the proposed SMK setup and explore alternative approaches. This includes also an assessment of the current BLK offerings and to determine which SMK tracks should be launched first, how they should be linked to internships and recruitment, and what is required to sustain delivery and ensure inclusion within the given project duration.
Proposed program options currently under consideration include:

Job Description
This assignment will generate decision-ready inputs for project proposal development by combining
(1) a labor market study,
(2) proposal-focused sustainability planning, and
(3) a capacity check of SDB INA as implementing partner.
The consultant will:
(1) Identify sectors and entry-level roles with real hiring demand in the Tigaraksa project area (now and next 12–24 months).
(2) Define hiring requirements and recruitment practices (education level, certificates, tests, documents, agency hiring, probation).
(3) Describe the skills employers expect from SMK graduates (technical tasks + basic work readiness + basic digital skills where relevant).
(4) Provide indicative wage ranges and working conditions for priority entry roles (shift work, commute,
contract type).
(5) Map barriers for low-income youth and young women to enroll, complete training, access internships, and stay in jobs, with particular attention to how course offerings can be tailored to the needs
and constraints of female participants.
(6) Recommend 2–3 SMK tracks to launch first and the minimum employer partnership approach needed to place each cohort.
(7) Provide a concise SMK vs. BLK option appraisal with a recommendation for the proposal, including
chances of accreditation of new programs by responsible authorities.
(8) Produce a sustainability plan (limited scope) covering minimum operating functions, partnership
model, high-level financing logic, inclusion measures, and key risks/assumptions.
(9) Propose a feasible tracer (graduate tracking) setup adapted to local constraints (limited connectivity, dispersed alumni).
(10) Conduct a rapid implementing partner capacity check of SDB INA and deliver a prioritized capacity development action list (pre-launch vs. year 1).
