Job Description

The Project Manager (PM) will contribute to the definition of the project activities and will be responsible for their implementation through the efficient use of human and financial resource. He/she will provide continuous support and supervision to the YAGASU project team to develop communities’ capacities to manage restored mangroves, deliver a sustainable aquaculture program working across the value chain, and monitor mangrove dynamics. The PM will track progress through regular field missions and constant communication with the project team, who will report directly to him/her. He/she will report on overall progress to the project Steering Committee, composed of the Livelihoods Funds Director, Project Manager and Sponsor, as well as of YAGASU Director, through quarterly meetings and progress reports. Finally, the PM will also oversee the activities required to perform the carbon monitoring of the project every four years, in close collaboration with the Livelihoods Funds and its carbon partners. He/she will be based in the Medan Office of YAGASU, with frequent travels to the project field locations in North Sumatra and Aceh Provinces.

Specifically, the PM will be responsible for the following tasks:

  1. Developing long term management and incentives for the protection of restored mangroves
  • Support the definition of a strategy to manage and incentivize the protection of restored mangroves through improvements of aquaculture practices and value chains
  • Define the project activities and develop a 3-year workplan and monitoring framework (e.g. a set of indicators to measure success) for the implementation of these incentives
  • Lead on the recruitment and training of a new project team with the required skills to implement these incentives
  • Provide continuous support and supervision to the team to implement the activities and monitor progresses
  • Develop project proposals to attract additional funding for the conservation of restored mangroves.
  1. Monitoring, Evaluation and Reporting
  • Support the development of a monitoring system that will allow for assessing yearly the status of restored mangrove areas as well as the efficiency of conservation incentives implemented
  • Provide continuous support and supervision to the team to implement the monitoring system
  • Track the team’s progress in implementing activities and achieving objectives through weekly meetings, reviewing weekly field reports, as well as undertaking monthly field visits and quarterly review of workplans and targets
  • Report on progress in implementing activities and on challenges faced through quarterly progress reports and at bi-monthly or quarterly Steering Committee meetings
  • Maintain constant communication with the Livelihoods Funds on challenges faced on the ground
  • Oversee the field collection of data necessary to generate carbon monitoring reports every four years, under the methodological guidance of the Livelihoods Funds’ carbon partners
  • Provide methodological and logistical support to Livelihoods to undertake a 10-year evaluation of the projects’ socio-economic impact.
  1. Manage the project team and budget
  • Develop annual, monthly, and weekly workplans and objectives in coordination with the project team and ensure that each team member is aware the timeline and objectives of his/her work through regular team meetings
  • Ensure the efficient use of the project budget by planning expenditures and reviewing financial reports on a monthly basis
  1. Maintain good relationships with project partners
  • Ensure constant coordination with the project partners, in particular communities, service providers, Government Agencies and the Livelihoods Funds.

Job Requirements

Required

  • Bachelor or Master degree in Aquaculture/Fishery Sciences, Socio-economic sciences, Agronomy or related field
  • Five (5) years of experience working as a manager in NGOs or in the private sector, working on income generating programs and/or developing or improving value chains
  • Excellent oral and written communications skills in Bahasa Indonesia, and good oral and written communicating skills in English
  • Good leadership and excellent interpersonal skills.

Desired

  • Experience in the aquaculture and/or fishery value chains.
  • Experience in monitoring and evaluating forestry and/or income generation projects
  • Experience working with coastal communities of Aceh and North Sumatra
  • Connections with relevant government agencies such as BPDAS, BRGM and KKP.
