Job Description
UNAIDS, the Joint United Nations Programme on HIV/AIDS, is an innovative joint venture of the United Nations system, bringing together the efforts and resources of ten UN system organizations in the AIDS response to help the world prevent new HIV infections, care for people living with HIV, and mitigate the impact of the epidemic. These organizations, called “UNAIDS Cosponsors” are UNHCR, UNICEF, WFP, UNDP, UNFPA, UNODC, UN Women, ILO, UNESCO, WHO and the World Bank.
UNAIDS has served as the lead coordinating body for international development partners in the HIV response in Indonesia. This partnership continues to leverage the existing function of UNAIDS to bring together all UN and other technical agencies involved in reaching treatment acceleration plan targets as such donor agencies are providing support to UNAIDS Indonesia to exercise its critical role to ensure that Indonesia will reach targets for treatment acceleration through mobilization of technical assistance by national expert implementing partners.
To support the administration of projects implemented with grants from donors, UCO aims to select a suitable candidate for Project Finance Support Consultant for UNAIDS Country Office Indonesia to assist in extrabudgetary grant management; donor reporting and compliance with the UNAIDS financial rules and procedures throughout the implementation of extrabudgetary grant from donors.
Key Deliverables:
- Project finance, budget and support from all extrabudgetary funding sources from donors to keep a high standard of financial management, both internally and towards donors and sub recipients
- Project support to develop and review project activity budget to ensure the use of standardized unit costings.
- Project support for procurement, tracking and monitoring of issued contracts including monitoring of grant- absorption, preparing scheduled contract payments and supporting project contract close-out
- Project support for financial reporting and summaries in an accurate and timely manner following the contractual agreements and conduct follow up actions as necessary
- Review of project financial proposal and financial report/financial statement from implementing partners at every cycle of reporting schedule and liaise with implementing project partners for timely submission of financial reports for the fiscal year 2025; review and provide feedback to sub recipients as required.
- Maintenance of documentation of the project financial and operations in a database; and ensure relevant resource data is recorded in internal systems for reference in line with UNAIDS standards and procedures.
Job Requirements
Educational Qualifications:
University degree in finance, business management or other relevant field with at least 5 years of related work experience and/or training/courses.
Experience:
Essential:
•At least 5 years of professional experience as finance support personnel on development issues at national level complemented by experience in the areas of health and or HIV.
• Experience in grant implementation supported by donors would be preferred, including experience in procurement and contracting.
•Demonstrated ability and experience to work in diverse environment with cultural, gender, religion, race, nationality and age sensitivity and adaptability.
Desirable:
•Previous work/exposure experience working with government, non-government organizations, and/or the UN system would be considered an advantage.
Skills/Knowledge
•Excellent skills in Microsoft word and excel •Excellent communication skills
•Familiarity with UN administration systems especially an experience in using ERP is preferred.
Languages and level required/desired
Essential: Bahasa Indonesia and advanced knowledge of English.
