Job Description
Final Project Evaluation: The objective of the evaluation is to determine how far the project has been successful in reaching its objectives (outcomes) and results (outputs); and to determine how far the beneficiaries have made use of the outputs. The evaluation results will also be used to help design a future project on early childhood teacher-training capable of reaching multiple locations throughout the Indonesian archipelago.

“Supporting quality early childhood education and promulgating a child-centred early childhood teacher-training program in Demak District, Indonesia”

“Mewujudkan Anak yang Berkarakter & Tangguh melalui Pendidikan Anak Usia Dini yang Berkwalitas”
Project Location: Kabupaten Demak
Project Duration: Oct 2018-Sep 2022
Project Scope and Beneficiaries:
- Mentored schools: 30 schools
- Mentored teachers: 120 educators
- Children of mentored schools: about 1,300 children per school year (excluding pandemic-restrictions periods from mid-March 2020 to Oct 2021)
- Parents: parents of above children
- Community Organisers (8 persons), Facilitators and Co-facilitators (19 persons), new TOT teachers from pool of mentored teachers (32 persons), new TOT teachers from PKG Program (28 persons)
- KPP (Community Program): KPP committee members in 20 villages (total 120 persons)
- Model schools (10-12 schools from current and previous projects in Demak District and Kota Semarang)
- Non-mentored PKG (Subdistrict Early Childhood Cluster) program – 14 subdistricts and their teachers & PKG leaders
- Demak District Department of Education and Culture, Early Childhood Unit
- Outreach Expansion Program –
- Phase 1: 2000 educators / 22 locations / 9 provinces / 5 major islands
- Phase 2: educators in 8 locations
Evaluation Timeframe: 30 working days starting late July 2022 (some flexibility may be possible)
Benefits
- Budget for the proposal (including Evaluation Consultant fee) to be proposed by the Evaluation consultant. Agreement contract to be signed upon agreement on all terms of the evaluation exercise.
Job Requirements
- The consultant may be a single person or a team of consultants
- The lead consultant should possess at minimum an MA degree (Preferred)
- The consultant should be a national-level consultant
- The consultant should be experienced in conducting evaluations especially in the education field; familiarity with early childhood education and teacher training would be an advantage
- The consultant should be proficient in English and Bahasa Indonesia (spoken & written skills)
- Experience in cross-cutting expertise on topics like child rights approach, empowerment, gender issues would be an advantage
