Vital Strategies and UNICEF Indonesia are collaborating on “Reducing Childhood Lead Poisoning”, a project that aims to assist the Indonesian government in strengthening plans and actions and generating tools to reduce lead exposure among children particularly from substandard used lead acid battery (ULAB) recycling and lead in paint. The project also aims to raise awareness among targeted communities and stakeholders on the detrimental health effects of lead poisoning and how to prevent them. Furthermore, the project is set to promote clinical guidance on lead exposure management and provide capacity building for health workers, particularly in the exposed areas, in handling lead poisoning cases.

To support project implementation at the sub-national level, we are hiring a project consultant for Tegal regency. The consultant will report to the Vital Strategies Program Manager, in close consultation and working relations with UNICEF and local government stakeholders.

Job Purpose

The sub-national project consultant is responsible for the overall management of the project in Tegal regency, including managing key stakeholder relationships, facilitating and coordinating technical assistance, providing project management support, maintaining regular communications, monitoring, and reporting on progress for the overall project outputs for Tegal regency.

Duties and Responsibilities

  1. Support effective communication and coordination among all project stakeholders at sub-national level, particularly between Dinas Lingkungan Hidup (DLH), Dinas Kesehatan, and BAPPEDA, Kabupaten Tegal as well as Vital Strategies and other key stakeholders.
  2. Mapping key stakeholders related to lead poisoning prevention at sub-national level, including their roles, capacity, and their power and interest in advancing the project goals. Stakeholders range from local government agencies, communities and community leaders, CSOs, to ULAB recyclers and the private sector.
  3. Engaging relevant sub-national stakeholders in order to raise awareness of the problem, gain knowledge and devise strategies for collaboration and innovative solutions for lead poisoning reduction.
  4. Together with DLH Tegal and relevant sub-national government stakeholders, develop lead exposure reduction action plan with at least 3 distinct interventions/actions
  5. Support health sector capacity building activities for stakeholders at subnational level, including healthcare workers, on clinical guidelines for lead exposure management.
  6. Support evidence generation, awareness raising and communications activities as they relate to the program, include KAP Study, FGDs, and campaign activities.
  7. Provide technical and administration support to DLH Tegal as according to Vital Strategies and Unicef guidelines.

Qualifications

  • Degree in public policy, environment or public health or a relevant field of study with equivalent experience.
  • Minimum of 5 years of experience and progressive responsibility
  • Comprehensive project management skills, with the ability make sound, informed judgment
  • Understanding of public policy/environmental or public health management and related policy interventions
  • Strong understanding of sub-national government structures and policymaking in relevant geographies
  • Outstanding written and spoken communication skills in English and Indonesian. Javanese language skill is a plus.
  • Strong interpersonal skills with demonstrated ability to develop and maintain collaborative relationships with internal and external partners
  • Detailed understanding of and experience working with sub-national government in Indonesia
  • Local knowledge on Central Java or Tegal regency would be an advantage.
