Job Description

The Programme Manager Reconstruction will be responsible for ensuring that CACH’s WASH and shelter projects, which are implemented by partner organizations, adhere to budget and timeframe and applicable technical standards. The main tasks include technical support, regular monitoring and documentation, technical reviews and quality control. Furthermore, the Project Manager Reconstruction will assist in the development of additional projects for CACH, including assessments, and coordinate with relevant stakeholders on the ground.

Place of work: Palu
Contract term: 1 December 2019 – end of November 2020, with possibility of extension

 

Responsibilities

Ensure project implementation of reconstruction projects by CACH’s partner organizations according to agreed timeframe, budget and activities & control quality of construction activities

      • Monitor that local partner organisations implements the activities according to timeplan, budget, logframe and agreed technical standards
      • Regularly check quality of rehabilitated or reconstructed infrastructure of partner organization during field trips
      • Ensure partner organization’s alignment with government regulations and Sphere Standards
      • Provide support to partner organisations on technical and operational issues (e.g. logistics, procurement, construction monitoring)

Support development of future projects for CACH

      • Carry out needs assessments or/and organize assessments of technical experts in preparation of a new project
      • Support with the development of project documents (incl. BOQs, designs) and the contract for the recovery project in cooperation with the local partners

Coordinate with stakeholders in the affected region, including local and national government authorities & other NGOs active in affected region

Job Requirements

  1. Completed Degree/Studies in engineering
  2. At least 8 years’ work experience in fields of reconstruction/construction
  3. At least 3 years’ experience working in humanitarian relief/development, ideally working with INGOs/NGOs (incl. experience managing construction projects)
  4. Good knowledge of national construction guidelines & government stakeholders in construction
  5. Fluent in Bahasa & English (written and spoken)
  6. Able to use Office Package (Word, Excel, PowerPoint, Outlook) and CAD Software.
  7. Able to prioritize tasks and commitment to organization’s objectives, values and policies
  8. Knowledge of/or previous work in Central Sulawesi would be an advantage
