Introduction and Background
The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support sustainable and inclusive economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.
In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second compact. The selection reflected the strong partnership MCC and Indonesia built during the first compact. Following signature of the Indonesia Infrastructure and Finance Compact on April 13, 2023, the entity charged with implementing the compact activities, Millennium Challenge Account-Indonesia II (MCA), is currently in the pre-implementation preparation stage, prior to “Entry-Into-Force” (EIF) of the compact agreement at which time the five-year implementation period begins.
The Indonesia Infrastructure and Finance Compact consists of three projects:
- The Advancing Transport and Logistics Accessibility (ATLAS) Project will work with five provincial governments – South Sumatra, North Sulawesi, Riau, Riau Islands and Bali – to improve infrastructure planning and preparation at the sub-national level, where transport and logistics are more constrained. The resulting projects will improve access to employment opportunities for Indonesians and the accessibility of transport services for women and disabled passengers.
- The Access to Finance for Women-owned/Micro-, Small and Medium Enterprises Project aims to increase formal lending services to MSMEs, especially those owned by women. The project will also provide business training, including digital and financial literacy trainings, and technical assistance to improve credit worthiness and investment readiness.
- The Financial Markets Development (FMD) Project will provide technical assistance and blended finance grants to increase the participation of private sector or commercially oriented finance in infrastructure investments. This will help the government of Indonesia to form new partnerships and unlock existing money to fund lower-risk, high-quality infrastructure projects.

Program Planning Control (PPC) Project Officer
Grade/Pay band: B
Position Objective
The Program Planning Control (PPC) Project Officer will work directly under the supervision and direction of the PPC Manager. The PPC Project Officer will support the day-to-day activities in the planning, progress monitoring, risk management, and coordination of activities under the Infrastructure Financing program in order to achieve various targets in an efficient way for all the ATLAS and FMDP objectives.
Tasks and Responsibilities
- General day-to-day coordination support interfacing with the PMC, and other immediate stakeholders on matters related to the supervision, performance, activity prioritization, program monitoring, and work schedules, change management, and overall project reporting requirements
- Assist the PPC Manager in the development and maintenance of the master schedule as tool to manage overall project activity delivery from planning, preparation, delivery, disbursement schedule to the implementation of the activities
- Support the PPC Manager in the development and review of documentations, including:
- Workplan report
- Master schedule
- Activity disbursement report
- Project progress report
- Use of resources report
- Other report(s) as required by the project and/or MCA-Indonesia II
- Support the PPC Manager in the liaison with project teams, cross-cutting teams, and others to ensure timely contribution to deliverable review, and alignment of work with master schedule
- Support the PPC Manager in the liaison with consultants in each activity, to ensure timely submission of deliverable and invoices per the master schedule, manage internal approval processing for payment and manage fulfilment of activity disbursement schedule
- Support the PPC Manager in the engagement with stakeholders to work collaboratively to progress infrastructure financing activities
- Regular communications and project status updates on the progress of project implementation, addressing risks and controls
Key Qualifications (Education, Experience, Technical Competencies)
1. Education, experience and technical competencies:
- Bachelor university degree in engineering, finance, business, public policy, or a field of relevance to the program activities.
- Preferably four (4) or more years of professional experience, including in the development and delivery of program, preferably infrastructure project.
- Proficiency in project management with database applications to manage project data, track progress, and generate dashboard reports.
- Ability to perform technical reports of the related activity.
- Fluency in Indonesian and excellent written and verbal communication skills in English.
2. Personal attributes and competencies:
- Demonstrate ability to prioritize across multiple projects to achieve daily, weekly, and monthly targets.
- Good organizational skills and have the ability to work in large, multi-disciplinary, multi-cultural teams and institutions.
Duration and Performance Location
The Consultant is expected to work for a base period of 12 months. There is potential for a follow-on contract to cover the implementation of the five-year Compact. Any follow-on options will be based on satisfactory performance and mutual agreement.
Contract Type
This Terms of Reference contemplates award of a fixed term, fixed price contract.
Working Facilities
- Office space and a laptop equipped with the necessary software will eventually be provided to the Consultant in Jakarta.
- Airfare for domestic travel within Indonesia and lodging outside Jakarta and other cities is provided by MCA-Indonesia II.
