Project Overview
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development with around 16,400 employees. GIZ is seeking 2 (two) qualified Indonesian candidates for this position.
Core Tasks
In your role you work on all job orders within your remit and are the main contact for advising managers and other staff members on all issues in the thematic area, particularly with regard to the procurement of materials and equipment, customs declarations and vehicle registration. You are also responsible for providing specialist support to colleagues in bands 2 and 3 and ensuring the quality of the commission’s outcomes. You coordinate the process for awarding contracts, agree and enter into contracts in accordance with the relevant legal, contractual, socio-political and corporate policy requirements and monitor the processing and fulfilment of those contracts.
In this context, you research and identify potential providers and suppliers and obtain and evaluate bids.
The role includes close consultation with the programmes and projects in order to clarify details of their procurement requirements and provide solutions.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You re- solve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.

Main Activities
The incumbent is responsible for, but not limited to:
- Procurement of Services above Euro 1.000
- Maintain and carry out local and regional procurement of goods and services in accordance with GIZ guidelines and procurement process
- Process procurement of service for local and regional freelance experts and consulting companies, coordinate assignments and works contract (construction)
- Process the Financing Contribution (financing agreement and local subsidy contract)
- Reviewing all documents/ task order proposals for contractual consistency, accuracy and compliance with GIZ regulations
- Prepare Contract by using computer program
- Ensuring that all contractual mechanisms are being fully executed and modified in a timely manner and compliance with GIZ regulation.
- Maintaining close and continuous communications with project office‘s contracting representative and technical staff to ensure term of reference, scopes of work, deliverables, budgets, etc., is doable/achievable, meaningful, and reasonably priced
- Monitor status of contract implementation, computation of all payments including advances, file documents of completed assignments
- Maintain a database of national and regional experts including moderators by using computer program
- Providing advice as well as guidance to Program/Project staff concerning the GIZ guidelines and procurement issues
- Procurement of Goods above Euro 1.000
- Prepare the procurement process in compliance with GIZ Regulation
- Maintain, carry out, and responsible for local and regional procurement process (negotiates costs, orders stationary, inspect delivery, etc), including quotation procedures and the summary bid analysis to get best overall value in accordance with GIZ guidelines
- Conducting compliance review of procurement request and specification submitted by project offices
- Assisting Program/Project staff with managing procurement-related selection process
- Provide advice and training to GIZ Indonesia staff on procurement
- Prepare Purchase Order for suppliers by using computer program (SAP)
- Maintain a database of suppliers
- Digitalization on Procurement and Commercial Eligibility Checks
- E-Procurement procedure (e-tendering process, e-filing)
- Monthly monitoring system for Contract and Procurement process to support the project to reduce the Third-Party Receivable and Obligo (commitment) in the system.
- Support the Principal Advisor to conduct the commercial and legal eligibility checks on potential recipient for Financing Contract
- Other duties/additional tasks
- Filing the contracts and purchase order according to GIZ regulation as active and inactive files
- Assist in and/or carry out other project activities and tasks as assigned
- Undertake further job training related to his/position and duties if required
- Make photocopies and scans documents if and when required
- Compile and organize information materials
- Label files according to GIZ filing system

Job Requirements
- At least bachelor’s degrees in related area
- At least 5 years of work experience in procurement & contract management
- Knowledge in SAP;
- Good working knowledge of computer programs (e.g. MSOffice, Excel);
- Excellent communication and administrative skills;
- Abilities to work in an international team;
- Proficiency in English both written and spoken (at least C1 level).
