The German Development Agency GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise supporting the German government in promoting international cooperation for sustainable development and international education work. GIZ’s main commissioning party is the Federal Ministry for Economic Cooperation and Development (BMZ) along with a number of other German Government agencies and international clients include the European Union, bilateral and private sector donors, and multilateral funding institutions.
In the context of the bilateral cooperation between the Government of Germany and the Government of Indonesia, GIZ has received a new commission from the Federal Ministry for Economic Cooperation and Development (BMZ), and multilateral funding from Green Climate Fund (GCF) for implementing the project “Land-based Mitigation and Adaptation Through Jurisdictional Approach in West Kalimantan”.
After receiving approval within GCF board meeting for the cross-cutting project, GIZ is now preparing for implementing the project cooperation with respective ministry and province authority. The envisioned cross-cutting project will support the implementation of the Indonesian social forestry initiative and the REDD+ strategy to contribute to the achievement of the FoLU Net Sink target by targeting the main drivers and underlying causes of deforestation and forest degradation. The Project improves forest and land-based governance, strengthens forest management units, implements and upscales social forestry models and community territories, and promotes sustainable agricultural business practices in existing smallholders through collaborations.
The project objectives are to achieve a paradigm shift through a landscape approach to forest and land management to foster low emission and climate resilient sustainable development pathway balancing protection and production. The project will focus on the following three components: (1) Strengthening the institutional regulatory framework for climate informed landscape planning, (2) Scaling up of climate-resilient and low-emission agricultural and agro-forestry practices, (3) Implementing community-based forest and landscape management. Implementation of the project at West Kalimantan Province to be decentralised in 5 (five) regencies; Kapuas Hulu, Sintang, Ketapang, Sanggau and Kubu Raya.
GIZ is recruiting an Indonesian qualified candidate for the position of: Policy Development and Forest Climate Protection Advisor (Job title in SAP: Environmental Policy, Resources Efficiency Advisor)
Core Tasks
In your role, you are responsible for a prominent area of specialist expertise within a cluster/large-scale project and for the organizational implementation of the project’s measures and activities. You contribute to the conceptual design of the project, in particular its modification or realignment, and represent the cluster/large-scale project vis-à-vis external parties in consultation with your line manager.
You perform prominent tasks and provide technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors, thereby supporting the achievement of the agreed objectives of the given cluster/large-scale project and providing impetus for further strategy development.
You are also responsible for providing specialist support to colleagues in salary bands 2-4, and ensure the quality of the commission’s outcomes.
In consultation with your team colleagues and line managers, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently.
You provide competent advice in your thematic area based on existing regulations and with due regard for P+R.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks.
In consultation with the country director or your line manager, you use your contacts both to act as a point of liaison for all matters in your specialist field and to strengthen alliances and cooperation arrangements on behalf of the company.
You are also responsible for knowledge management, such as training measures, in your thematic area.
You perform the tasks assigned to you by your line manager, where required.
Main Activities
- Advise and support partners in sub national to strengthen the forest and land-use governance, including achieving the target on effectives forest management units, social forestry business, target on smallholder farmers
- Provides technical expertise in mainstreaming forest and land-based sector through implement sustainable forest management practices by FMUs, recognize of Indigenous people/ customary territory, strengthen social forestry, customary business groups, Proklim Villages, sustainable commodities supply chain and agroforestry.
- Engage with stakeholders (government, CSOs, and communities) to communicate GCF project, build relationships, influence the implementation of sustainable forest management, sustainable supply chain, through contribute to strategic dialogue within jurisdictions.
- Manages GCF component area through providing strategic guidance and support the management in adhere to GIZ policies, regulations and procedures including mentoring staff, managing implementation, and overseeing budgets, timelines, and consultants
- Leads of project GCF’s knowledge management strategy, ensuring effective knowledge capture, sharing, and utilization on forest and land-based sector development.
- Oversees knowledge product creation (reports, presentations, research) and contributes to innovation and knowledge management
- Contibutes to the M&E and to conceptual adjustment where appropriate and relevant to the management and reporting of GCF’s project
- Implements cross-strategic area activities, conducts field visits to monitor partners and supervise consultants, and ensures project implementation aligns with strategic plans. Assist the Cluster Coordinator and Country Director on overarching issues related to the implementation of GIZ corporate strategy (eq. Vision 2028)
Job Requirements
Qualifications
- Bachelor/ Master’s degree in Forestry, Agricultures, Environment Science, or other subjects related to the project’s intervention sectors and comparable working experience.
- Minimum 10 years of professional working experience in forestry, natural resources management, and environmental sectors with at least 5 years of professional experience in a comparable position.
- Exceptional knowledge and experience in stakeholder engagement, consultation, and organisational development of the Indonesian forestry, natural resources management and environmental sector especially on the FMUs development, social forestry, Indigenous People, Gender and climate change mitigation.
- Knowledge of current Indonesian forest and land use reform, sustainable commodities supply chain frameworks and climate change discussions including Indigenous peoples, Hutan Adat, mainstreaming gender and conflict resolution
- Excellent written and verbal communication, interpersonal and presentation skills (English and Bahasa Indonesia)
- Preparedness for frequent travel to project sites in the pilot regencies
