POSITION SUMMARY:
The Partnership Coordinator plays a crucial role in realising ASB’s commitment to shift the power to local organisations, in line with the localisation framework. Although part of the responsibility of this position is to deal with what traditionally considered as ‘grant-management’, this position is expected to play a much more strategic role, which is to contribute to the development and establishment of equal, strong, and mutually beneficial partnerships based on trust and respect. In performing this role, this position acts as the focal point between ASB and local partners, and establishes the relationship-building, trust-building, and mutual working relationships to achieve the common partnership goals.

This position closely collaborates with the Programme Implementation Manager (PIM) and the Partnership Team (Finance Manager/FM and Finance Grant Officers/FGOs) to provide overall oversight and quality assurance of partner’s project delivery, including reporting and coordinating with the back donors. This position also works closely with the Capacity Building and Government Engagement Manager (CBGEM) to participatorily assess partner’s needs and capacities and support them in their growth.

Duties & Essential Job Function:
Communication:
1. Relationship-building: Act as the primary contact point for ASB local partners. Develop and nurture positive relationships with local partners to build trust and cooperation.
2. Representation: In close coordination with PIM and Country Director, represent ASB in partnership-related events.
3. Coordination: Facilitate regular meetings with local partners to ensure that information is shared effectively among local partners and other relevant parties.
4. Project visibility: Work with the Communications Coordinator to create a partnership communication plan that outlines the key messages, target audiences, communication channels, and frequency of updates.

Partner assessment process:
1. Coordination: Support CBGEM and FM in coordinating potential partner assessment based on agreed guidelines and criteria.
2. Documentation: Ensure proper documentation and ease of access to partner assessment documents.

Partnership management:
1. Strategy development/implementation: Support PIM in developing and implementing partnership strategy and plan, in line with ASB’s commitment to support localisation and establish eye-level partnership.

2. Budget management:
• In coordination with PIM and Finance Manager, manage the budget, track expenses, and ensure the partnership activities stays within budget constraints through regular budget forecasts.
• With PIM, FM and FGOs, monitor ASB local partner’s funds disbursement and forecasts, and flag any concerns with partners and ASB management.

3. Quality assurance: Work with PIM and ASB local partners to address challenges and improve project outcomes.

4. Administration:
a. Draft grant agreements in collaboration with HQ, finance manager and PIM. Process partner’s amendment requests and adjust the partnership agreement accordingly.
b. Closely monitor partner reporting schedule and coordinate timely narrative and financial reports submission by partners (in coordination with FGOs).
c. Ensure proper and up to date partner project documentation in the shared drive and ensure ease of access in line with the foldering guideline.

5. Emergency Response (ER) with partners: Coordinate with ER Manager for partner-led humanitarian response projects and for organising regular ER capacity strengthening with partners.

Capacity strengthening
1. Activity planning and delivery:

  • Support PIM and CBGEM to assess, design and implement participatory capacity strengthening activities for partner.
  • Work with Procurement Officer to plan and organise the logistical requirements of capacity strengthening events.

2. Training facilitation: Support training facilitation and learning sessions or shared-learning between ASB and local partners.
3. Other support: Connect ASB local partners with relevant resources and networks for additional support.

Monitoring, Evaluation, Accountability and Learning (MEAL)
1. Reporting: Support PIM in reviewing partner’s narrative report and in developing ASB’s annual/final reports.
2. Monitoring visits: Support PIM in conducting field monitoring visits including its reporting.
3. MEAL review and documentation:

  • With MEAL Manager, support partners in reviewing key project documents, such as MEAL database, baseline study, evaluation plan, or other MEAL-related documents.
  • Coordinate with MEAL Manager for the development and regular update of partnership database.

Other responsibilities
1. Risk management: Promptly inform and coordinate with PIM and ASB’s Country Director of potential issues and its relevant recommendations for relevant actions.

2. Consultant management: Occasionally, as needed, lead the recruitment and supervise external consultants to support the project’s WASH-related activities.

3. Consultancy and emergency response:
a. Emergency Response Team (ERT) support: Support the ER Manager in developing and managing capacities of the ERT or external partners. Support ASB’s other emergency response team operations as necessary.
b. Support ASB’s consultancy works as directed by the Country Director and PIM.
c. Perform any other duties as the line manager advises concerning partnerships.

4. Compliance: Comply with ASB Safety and Security guidelines, communications guidelines, Code of Conduct, SOP, Antifraud and Anticorruption, FCRM, PSEAH and other safeguarding policies; and actively contribute to a safe, secure and healthy working environment for all team members, partners and project participants.

Qualifications /Requirements:
1. Education: University Degree in social sciences, business administration or related fields.

2. Experience:
• Minimum 3 years of experience in project management.
• Minimum 3 years’ experience in grant management with local organisations.

3. Skills and knowledge:
• Communication skills: Excellent written and verbal communication skills to facilitate effective communication within the project team and with stakeholders.
• Adaptability: Flexibility and adaptability to handle changing project requirements and priorities.
• Teamwork: Collaboration and teamwork skills to work effectively with project teams and stakeholders.
• Problem-solving skills: Ability to identify issues or challenges and propose solutions or escalate them to the appropriate parties.
• Organisational skills: Strong organisational and time management skills to manage project tasks, schedules, deadlines, and resources effectively.
• An awareness of social inclusion and an understanding of the principles of inclusion are required.
• Familiarity of localisation frameworks.
• Familiarity with project management principles and methodologies.
• Excellent reporting skills.
• Demonstrable knowledge and skills in DRR, climate actions, humanitarian response, and capacity development.
• Computer proficiency: Proficiency in using office software such as Microsoft Office (Word, Excel, PowerPoint).

4. Language: Excellent written and spoken English.

5. Travel: Ability and willingness to travel to project locations or other locations as assigned by ASB.
