General Description of task(s) and objectives to be achieved

Under the supervision of the Chief, Development Law Branch (LEGN), the technical supervision and guidance of LEGN and in collaboration with the GCP/GLO/979/NOR Project staff and FIAA, the legal specialist will assist in delivering the required inputs to the following activities related to various aspects of Output 2, 3, 4 and support the project as appropriate, including:
• collecting materials including relevant legislation, policies and strategies and plans of the country;
• support the evaluation of current aquaculture laws and regulations in relation to the effectiveness of these instruments;
• in consultation with the international legal consultant, providing technical support for the development of aquaculture law assessment and review tool (ALART) and the review of national aquaculture legal frameworks to identify gaps using inter alia the ALART;
• providing direct technical advice and guidance for national legal reform processes with respect to the review of draft legislative texts or recommendations for enhancing the aquaculture legal framework;
• Facilitating consultations with local counterparts in national and regional governments as appropriate as well as other stakeholders within the relevant sectors;
• Acting as the national legal resource person in support of the international legal consultant and other project experts during consultation meetings, capacity building activities and regional workshops, seminars or other activities;
• performing any other duties as required.

Basic Requirements
• Law degree;
• At least 3 years relevant work experience;
• Familiarity with fisheries and aquaculture legislation or biosecurity legislation preferred

Expected Outputs:                                                                                  Required Completion Date:

  1. Prepare a time bound work plan reflecting inputs and expected outcomes;  a) Two weeks after entry on duty (EOD)
  2. A list of the relevant legislation reviewed and a summary of legislation not available in English;
  3. A table containing the relevant legislation in accordance with the spreadsheet as Annex A;

 

  1. Prepare a report which provides:    b) One month after EOD

I. An overview of aquaculture and related legislation, policies and strategies and other laws affecting different aspects of aquaculture in Indonesia which would enable him/her to describe the legal framework for aquaculture and to answer questions raised in Annex B;   c) One month after EOD

II. An overview of the law making process and related considerations to help guide the activities of the Project;  d) By March 31st2020

III. remarks or observations on the legal assessment report of the aquaculture legislation against the elements identified in the ALART and relevant options and recommendations  for aquaculture legal reform.
