The Low Carbon Development Initiative (LCDI) is an exciting and high-profile programme overseen by Indonesia’s Ministry of National Development and Planning (Bappenas). The programme seeks to ensure the integration of an ambitious climate agenda into Indonesia’s national development plan. The main focus of the LCDI programme is to reduce greenhouse gas (GHG) emissions whilst maintaining economic growth, reducing poverty, and meeting development targets. The LCDI is supported by the Foreign, Commonwealth, and Development Office of the UK Government (UK FCDO), through the British Embassy Jakarta (BEJ), in collaboration with Bappenas and the Government of Indonesia.
The LCDI programme works with Bappenas, relevant national ministries and provincial governments to achieve the following goals:
- Building political support for low-carbon development within and outside of government;
- Building knowledge and understanding of the LCDI approach among those responsible for implementing it within Government of Indonesia;
- Supporting implementation of the LCDI approach, especially through provincial and national development plans;
- Raising ambition to the highest levels set out in the LCDI report.
The BEJ has contracted us to deliver the current programme of assistance over four years (2023-2027). Now, following a six-month inception phase focused design, OPML is now looking to expand its team to deliver this exciting and influential programme. Specifically, OPML is recruiting a National Climate Policy and Planning Lead for this programme
Key objectives of the role
The National Climate Policy and Planning Lead will be responsible for building strong relationships with Government of Indonesia stakeholders at the national level and for the successful delivery of Workstreams 1 (National Climate Policy and Planning). They will oversee a team to implement LCDI programme activities in Indonesia, to ensure high quality delivery, client satisfaction and strong climate change impact. This role will report to the Team Leader.
The role is expected to demonstrate the following key aspects:
Strategic Engagement: The National Climate Policy and Planning Lead should be highly proactive in building relationships across national ministries related to low carbon development.
Policy Influence: The National Climate Policy and Planning Lead should be able to work with multiple stakeholders to shape and drive policy formulation and finance mobilization towards the LCDI goals.
Leadership: The National Climate Policy and Planning Lead should support the Team Leader and Deputy Team Leader in providing strong leadership to the programme,
Main Responsibilities:
- Work as part of the management team to provide effective leadership to the programme, including providing excellent oversight and management of key aspects of the programme.
- Delivering the impact, outcomes, outputs and activities related to National Policy.
- Building positive relationships with national Government of Indonesia institutions, such as MOF, MOEF, MOEMR, MOHA and more.
- Oversight of the workstream 1 and team, to ensure it delivers to LCDI’s goals and is aligned with the rest of the programme, including to liaise with Bappenas.
- Provide technical inputs and quality assurance to key documents and reports, including regular reports such as quarterly and annual report.
- Ensure a high level of alignment, coherence and collaboration between different programme activities.
- Work with the MEL team to update tracker, workplan, and Theory of Change for the programme as necessary.
- Developing TORs and oversee activities from short-term consultants to deliver National Policy goals.
- Oversight of key teams within the programme focused on supporting Bappenas, including line management of the staff/advisers/consultants
Required Qualifications, Skills, and Competencies
- Degree and post-graduate qualifications in relevant fields.
- Ten years’ experience in leadership roles, ideally related to LCD policy formulation or planning.
- Proven experience of working effectively with senior officials in the national institutions of the Government of Indonesia.
- Exceptional relationships with government officials, particularly in one or more of the key Ministries listed above.
- Excellent team management skills.
- Good English speaking and writing skills.
Additional information
The role is located in the LCDI Secretariat, currently situated in Kuningan, Jakarta. Flexible working arrangements are available, but the ability to attend the office on a regular basis is important to the role’s success.
The role is currently offered on a 6-month fixed term contract. There is the opportunity to extend the role for up to a further three years subject to satisfactory performance.
