MSME Data Manager – MSME Finance

Introduction and Background

The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support sustainable and inclusive economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.

In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second compact. The selection reflected the strong partnership MCC and Indonesia built during the first compact. Starting the signature of the Indonesia Infrastructure and Finance Compact on April 13, 2023, the entity charged with implementing the compact activities, Millennium Challenge Account-Indonesia II (MCA), was entering the pre-implementation preparation stage. Entry-Into-Force was successfully done on 3 September 2024, marked the start of five-year implementation period.

The Indonesia Infrastructure and Finance Compact consists of three projects:

  • The Advancing Transport and Logistics Accessibility (ATLAS) Project will work with five provincial governments – South Sumatra, North Sulawesi, Riau, Riau Islands and Bali – to improve infrastructure planning and preparation at the sub-national level, where transport and logistics are more constrained. The resulting projects will improve access to employment opportunities for Indonesians and the accessibility of transport services for women and disabled passengers.
  • The Access to Finance for Women-owned/Micro-, Small and Medium Enterprises Project (MSME Finance Project) which aims to increase lending from formal financial service providers to MSMEs and women-owned MSMEs in the target provinces by gathering and analyzing MSME financial and technical performance data as well as providing technical assistance, digital and financial literacy training, and other demand-driven business development support to improve credit worthiness and investment readiness.
  • The Financial Markets Development (FMD) Project will provide technical assistance and blended finance grants to increase the participation of private sector or commercially oriented finance in infrastructure investments. This will help the government of Indonesia to form new partnerships and unlock existing money to fund lower-risk, high-quality infrastructure projects.

Position: MSME Data Manager

Grade/Pay band: C

Position Objective

The MSME Data Manager supports and collaborates closely with the MSME Data Lead to ensure the effective implementation of the development of Government MSME Data to achieve MSME Finance project objective to increase formal lending to MSMEs.

The MSME Data Unit will assist the government in gathering and analyzing MSME data to support the development and management for the Government of Indonesia National MSME Data project, which will create a Single Data Information System (SIDT). This activity is designed to support the main program, to achieve target of program beneficiaries and 28,000 loans in five years as well.

MSME data is currently spread across various sectors and government agencies, making it difficult for the Government of Indonesia to manage and analyze the results of various assistance to MSMEs in improving their access to finance.

Enhancement of government owned Single MSME Database will help the Government of Indonesia to monitor the MSME sector and analyze its financial and technical performance.

Tasks and Responsibilities

  • Work under the guidance of the MSME Data Lead to ensure successful implementation of the activity 4 of the MSME Financing Programme; i.e. the ‘Augmented Government MSME Data’ are implemented in consistent with the objectives, budget, investment criteria, and other requirements as stipulated in the Compact Program.
    • Provide assistance to Bappenas, Ministry of Micro, Small and Medium Industry, and other relevant government organizations to develop Government MSME Data strategy & road map and to support the objective of MSME Finance Project.
    • Support Bappenas, the Ministry of Cooperative and SMEs, and other relevant government organizations in enhancing MSME Data, encompassing planning, execution, oversight, and reporting. This will include MSME Data Integration framework, data governance policies, getting buy-in from ministries to participate, design system governance and full-stack development, data updating plan, and other relevant activities.
    • Coordinate a capacity building program for Bappenas, the Ministry of Cooperative and SMEs, and other relevant government organizations on a regular basis to advance their expertise in MSME Data Management and Data Analysis to ensure the MSME program is meeting its stated objectives for female MSME’s, which requires more than just collecting gender-disaggregated loan data.
  • Assist in ensuring that inclusion and gender are integrated as a critical lens into the database platform, allowing for collection and analysis of data disaggregated by key variables, including gender, and providing capacity building and technical assistance to the government to track, analyze and understand gender and social impacts of MSME data over time.
  • Support in ensuring MSME data and management information system is compliant with all relevant laws and regulations.
  • Assist the MSME Data Lead in developing workplans and in the implementation and in the monitoring.
  • Assist the MSME Data Lead in preparing regular report to DED MSME Finance (program implementation progress, target achievement, activity plan, performance analysis, etc.).
  • Assist with procurement operations, including helping to develop terms of reference, independent cost estimates, and technical evaluations, as needed.
  • Coordinate with other cross-functional MCA team members to ensure effective program implementation.
  • Along with the MSME Data Lead, develop close relationship with government officials, consulting firm, non-profit organizations, financial institutions, and other relevant organizations.

Key Qualifications (Education, Experience, Technical Competencies)

  • University degree in Data Science, IT, Computer Science, Information System, Data Governance, Statistics, Public Policy, or related field.
  • Experience in a position of leadership in project management and team supervision.
  • Excellent mastery of English and Bahasa Indonesia
  • Have broad experience in data governance, database management and data analysis, with specialization in MSME-related data is preferred
    • Have experience in IT Database or Data Management in banking & finance industry, consulting company, international development agency or NGO, or related industry/sector.
    • Have knowledge in MSME development program and financing, including understanding of inclusive finance and the women-led MSMEs in Indonesia and gender data.
    • including but not limited to financial performance evaluation, financial literacy, credit worthiness, and business development. Experience providing financial services and/or technical assistance to women-owned/micro-, small and medium enterprises strongly desired.
    • Have experience in working with dispersed teams and collaborating with (senior-level) government officials.
    • Able to collaborate effectively across departments internally and externally.
    • Experience working in development projects implemented in close coordination with the government, international development agency/donor, or International NGO.
    • Experience in supporting the development of data system managed by government agencies/line ministries in Indonesia will be a strong advantage

Duration and Performance Location

The Consultant is expected to work for a base period of 12 months. There is potential for follow-on contracts to cover the implementation of the five-year Compact. Any follow-on contracts will be based on satisfactory performance and mutual agreement.

Contract Type

This Terms of Reference contemplates award of a fixed term, fixed price independent contractor contract.

Working Facilities

Office space and a laptop equipped with necessary software will eventually be provided to the Consultant in Jakarta.

Airfare for domestic travel within Indonesia and lodging outside Jakarta and other cities is provided by MCA-Indonesia II.
