🧭 About the Role

The consultant will be responsible for developing the Monitoring, Evaluation and Learning (MEL) system and the overall Learning Architecture for the pilot of the programmatic approach in Indonesia, with a focus on deinstitutionalisation.

Subject to performance and program needs, the consultant may also be considered for extension and continued engagement beyond the initial design phase. This could include supporting key program learning and accountability processes, such as annual reflections, mid-term reviews, and evaluations throughout the duration of the deinstitutionalization programme.

 

📝 Background and Rationale

CBM Global is gradually shifting from a project-based way of working to a programmatic and systems-oriented approach. In the past, much of our work has been organised through separate, time-bound projects. While these projects have achieved important results, we have learned that this approach can sometimes lead to fragmented efforts and limited long-term impact. Complex issues such as mental health or inclusive health systems require sustained engagement, collaboration across different actors, and the ability to adapt over time.

A programmatic approach allows us to organise work around shared long-term goals, rather than individual project outputs. It also helps us better align efforts across partners and sectors and respond to changing contexts as we learn.

This shift is closely connected to CBM Global’s localisation commitment, especially our aspiration to rebalance power with our partners and promote local leadership.

We believe that local partners are best placed to understand the context, identify priorities, and drive change. However, short project cycles can make it difficult for partners to take on this leadership role in a meaningful and sustained way.

The programmatic approach pilot will test:

  • New governance and decision-making arrangements
  • Partner-led programme design and delivery
  • Competency-based role allocation
  • Streamlined reporting and compliance
  • Adjusted funding models and resource flows
  • A learning-based approach that adapts over time

The pilot is intended to generate evidence, refine the model, and provide actionable recommendations for wider institutional adoption.

 

🚀 Purpose and Deliverables

Purpose

The purpose of this consultancy is to design and establish a robust Monitoring, Evaluation and Learning (MEL) system and Learning Architecture for the pilot of CBM Global’s programmatic and systems-oriented approach in Indonesia, with a focus on deinstitutionalisation.

The MEL system will support the pilot in capturing both program results and system-level changes, while enabling continuous learning and adaptation. It will also generate evidence on how the new approach—such as partner-led design, revised governance arrangements, and flexible funding models—works in practice. It will explicitly integrate GEDSI principles to ensure that data, learning, and decision-making processes reflect the experiences, needs, and outcomes of diverse population groups, including persons with disabilities, women, and other marginalized communities.

In line with CBM Global’s localization commitment, the MEL and learning approach will promote partner ownership, shared accountability, and locally driven learning processes. It will ensure that data and insights are used not only for reporting, but also to inform decision-making, strengthen collaboration, and guide program evolution over time.

Ultimately, the MEL system and learning architecture will help the pilot generate actionable insights and recommendations to inform the refinement and potential scale-up of the programmatic approach across CBM Global.

Deliverables

The consultant is expected to deliver the following:

  1. MEL Framework for the Programmatic Pilot

A comprehensive MEL framework that aligns with the programmatic and systems-oriented approach, including:

  • A clear results framework covering outputs, outcomes, and system-level change
  • Developed comprehensive indicators to assess both program performance and broader system-level changes, with explicit and systematic inclusion of GEDSI measurements. Indicators must be disaggregated (at minimum by sex, disability, age) and designed to capture changes in inclusion, participation, access, and empowerment of marginalized groups.
  • Alignment with partner roles and contributions within the program.

3. Learning Architecture

A structured learning system that enables continuous reflection, adaptation, and evidence generation, including:

  • Key learning questions linked to pilot objectives and assumptions including specific learning questions on how GEDSI outcomes are achieved, barriers addressed, and systemic inclusion strengthened.
  • Defined learning processes, cycles, and feedback mechanisms
  • Practical tools and approaches for documenting and sharing learning across partners

3. Data Collection and Management System

A practical and fit-for-purpose approach to data collection and management, including:

  • Tools, templates, and guidance for consistent data collection including inclusive and accessible data collection methods that enable participation of people with disabilities and other marginalised groups (e.g. accessible formats, culturally appropriate approaches).
  • Recommendations for data flow, storage, and quality assurance ensuring ethical considerations, data protection, and safeguarding of sensitive GEDSI-related information.
  • Consideration of partner capacity and resource implications

4. Partner-Centred MEL Approach

Guidance on how MEL processes will be implemented in a way that supports localisation, including:

  • Roles and responsibilities for partners in MEL and learning processes
  • Approaches to strengthen partner ownership and participation with specific attention to the meaningful participation and leadership of organisations of persons with disabilities (OPDs), women-led organisations, and other under-representative groups.
  • Capacity strengthening recommendations, where needed.

5. Reporting and Reflection Framework

A streamlined approach to reporting and reflection that supports both accountability and learning, including:

  • Formats for periodic reporting aligned with the program approach
  • Design of annual reflection processes and learning events
  • Inputs for mid-term review and final evaluation

6. Implementation Roadmap

A clear and practical roadmap for rolling out the MEL system and learning architecture during the pilot phase, including timelines, key milestones, and priority actions.

This assignment can include:

·       Codesign MEL framework aligned with programmatic and localisation goals

·       Design baseline methodology and tools (no data collection)

·       Align MEL with streamlined reporting and compliance intentions, ensuring GEDSI is systematically integrated across all components, including indicator design, learning processes, data systems, and reflection cycles.

 

🎯 Who We’re Looking For

We are looking for an expert profile:

The consultant should demonstrate a strong combination of technical expertise in MEL and practical experience working in complex, multi-partner development programs, ideally with a systems-oriented approach.

Qualifications and Experience

  • The consultant should have an advanced degree in a relevant field such as social sciences, development studies, public health, evaluation, or a related discipline. They should bring substantial professional experience (typically at least 7–10 years) in designing and implementing Monitoring, Evaluation and Learning (MEL) systems in international development contexts.
  • Experience in programmatic approaches, systems change, or adaptive programming is highly desirable. The consultant should have a proven track record of developing MEL frameworks that go beyond project-level indicators and capture broader outcomes, including system-level change and learning processes.
  • Experience working in areas such as mental health, disability inclusion, deinstitutionalisation, or inclusive development will be a strong advantage.

Technical Expertise

The consultant is expected to demonstrate:

  • Strong expertise in MEL system design, including results frameworks, indicator development, and evaluation methodologies
  • Experience in designing learning architectures that enable ongoing reflection, adaptation, and decision-making
  • Familiarity with both quantitative and qualitative methods, including approaches suited to complex and non-linear change
  • Experience developing participatory and partner-led MEL approaches, including tools that are practical and context-appropriate
  • Knowledge of adaptive management and learning-based programming approaches

GEDSI Expertise

The consultant should demonstrate:

  • Strong understanding of Gender Equality, Disability, and Social Inclusion (GEDSI) principles and frameworks
  • Proven experience integrating GEDSI into MEL systems, including indicator development, inclusive data collection, and analysis
  • Experience working with organisations of persons with disabilities (OPDs) and/or other marginalised groups
  • Ability to apply participatory and inclusive approaches that ensure diverse stakeholder engagement

Partnership and Localisation Orientation

The consultant should have demonstrated experience working with local partners, civil society organisations, and multi-stakeholder programs, with a strong understanding of localisation principles. They should be able to design MEL systems that promote:

  • Partner ownership and leadership
  • Shared accountability across stakeholders
  • Inclusive and collaborative learning processes

Skills and Competencies

The consultant should demonstrate:

  • Excellent analytical and conceptual thinking skills, with the ability to translate complex ideas into practical tools and frameworks
  • Strong facilitation and communication skills, including the ability to engage diverse stakeholders and support co-creation processes
  • Ability to work independently while collaborating effectively with multi-country and multi-level teams
  • High level of written and spoken English.

Other Requirements

  • Availability to engage with stakeholders over the duration of the assignment, including participation in workshops and consultations
  • Ability to deliver high-quality outputs within agreed timelines

💡 Payment Schedule

Payments will be made in four instalments, linked to the satisfactory completion and approval of key deliverables, as outlined below:

·       1st Installment – 20%: upon contract signing and submission of an inception report, which includes a detailed workplan, methodology, and timeline for delivering the assignment.

·       2nd Installment – 30%: upon submission and approval of the draft MEL Framework and Learning Architecture, including results framework with indicators (Deliverable 1) and Initial Learning Architecture, including key learning questions and processes (Deliverable 2).

·       3rd Installment – 30%: upon submission and approval of the full MEL system package, including Data Collection and Management System (Deliverable 3), Partner-Centred MEL Approach (Deliverable 4), Draft Reporting and Reflection Framework (Deliverable 5).

·       4th Installment – 20%: upon submission and approval of all final deliverables, incorporating feedback, including Final Reporting and Reflection Framework (Deliverable 5), Implementation Roadmap (Deliverable 6), Finalised MEL Framework and Learning Architecture (consolidated and revised).

All payments are subject to the quality and completeness of deliverables, as reviewed and approved by CBM Global.
