The National Support for Local Investment Climates (NSLIC) / National Support for Enhancing Local and Regional Economic Development (NSELRED) Project is currently looking for a “Monitoring, Evaluation and Learning (MEL) Manager” based in Jakarta for a 5-month term beginning immediately.

The NSLIC/NSELRED Project is a partnership of the Government of Indonesia and Government of Canada which aims to increase employment and incomes for poor women and men in Indonesia through a strengthened investment climate with more sustainable and competitive enterprises. Working with the Indonesian Ministry of Planning and other core ministries, the project addresses key constraints in business regulations, promotes regional economic cooperation, supports coordinated national support to local and regional economic development, and increases access to business development.

The purpose of the assignment is to ensure the successful implementation of NSLIC/NSELRED Project’s monitoring, evaluation and learning initiatives that include environmentally sustainable, gender responsive and good governance enterprise development; in particular, to make sure that the Project exit and sustainability strategy is well executed before the project activities conclude in late 2022.

The specific responsibilities of the MEL Manager include conducting the monitoring of performance and evaluating the achievements and lessons learned of the 10 districts/municipalities in 2 provinces of Southeast Sulawesi Province (Kota Kendari, Kota Baubau, Kab. Bombana, Kab. Wakatobi, and Kab. Konawe Selatan) and Gorontalo Province (Kota Gorontalo, Kab. Gorontalo, Kab. Gorontalo Utara, Kab. Powuhatu and Kab. Boalemo), as well as 18 RIF (Responsive Innovation Fund) Projects in Indonesia (6 projects every year) and national level Ministry engagement. Much of this is nearing completion.

The MEL Manager will provide support for and update the Performance Measurement Framework (PMF) that addresses, among other things:

  • Improved ability of national and local governments to address key constraints in business regulations and licensing that impeded gender-responsive, environmentally sustainable, economic growth
  • Increased capacity of local governments and enterprises to coordinate activities and sustainably connect and integrate into the regional and national economy
  • Improved ability of national level agencies to support equitable, gender-responsive and environmentally conscious local and regional economic development;
  • Increased access by enterprises to gender-responsive, environmentally conscious business development services.

The MEL Manager will supervise the Knowledge Management and Communication team in producing and designing various knowledge and learning products such as modules, guidelines, infographics, video tutorial and before-after videos and also in managing project publication through social-media, press release, and newsletter. Documentation and reporting responsibilities include lessons learned from project progress and achievement and development and production of the 2022 Semi-Annual and Final Report.


  • Minimum 5 years’ experience in monitoring and evaluation with at least 3 years with an international organization and donor-funded project;
  • Demonstrated experience in research, data collection, analysis and management, including on and offline field data collection;
  • Adept at organizing and facilitating training and learning sessions.


  • Familiarity with RBM (Results Based Management) is highly desirable;
  • Strong analytical, research, monitoring and reporting skills;
  • Proven ability to understand the data needs of a broad range of users;
  • Strong knowledge of data visualization tools and graphics software;
  • Self-motivated with ability to manage multiple demands and prioritize tasks, work effectively and collaboratively with diverse stakeholders without close supervision;
  • Enthusiasm, commitment to learning, and excellent interpersonal skills;
  • Fluent Bahasa Indonesia, strong English skills and good command of report writing in English.


The duration of the assignment is for approximately 5 months, ending November 30, 2022.
