Overview:

Jhpiego seeks MEL Manager to support an upcoming USAID MOMENTUM project at national level.   USAID MOMENTUM is a four years program which aims to assist Government of Indonesia to effectively deliver quality essential primary health care services and contribute to reduce rates of maternal and newborn deaths.  The program will mainly focus its intervention in NTT while also expanding its support to several other provinces (North Sumatera, Banten, East Java, South Sulawesi) with more specific intervention.

The post holder will work closely with the Research and Evaluation Director and MEL specialist in each cluster to oversight of day-to-day implementation, reporting, and monitoring of the project. This position will play a significant role in leading the monitoring, evaluation and learning as well as safeguard the project and ensure that policies of the government and USAID are fully complied with. He/she will ensure the project monitoring system is well-established to inform data-based decision making, quality reporting, and project reviews with ongoing learning and corrective actions taken during the project timeline.

Responsibilities:

  • Lead MEL System development, implementation, review and evaluations;
  • Ensure timely execution and delivery of project reporting, deliverables and work plans from project team and partners according to agreed frameworks and logical framework of MOMENTUM Project;
  • Review regular field monitoring and accountability reports from MEL Specialist and ensure that action plans are included and followed up;
  • Ensure the MEL specialist have an adequate capacity to monitor, evaluate and document the progress of projects
  • Responsible to ensure that data and findings from across clusters will form a coherent basis for impact analysis which promotes learning and strategy development for the whole organization;
  • Communicate analysis reports and monitoring data to ensure that management is able to make decisions on a timely basis to scale up and face operational challenges;
  • Provide high quality analysis reports to illustrate MOMENTUM’s impact and assessment findings are produced, including evidence of good practice and replicable programs;
  • Responsible to ensure that the MOMENTUM project delivers on all internal MEL requirement in timely manner, with high quality information;
  • Responsible to ensures external accountability to donors through the implementation of timely and quality MEL activities with timely and accurate reporting;
  • Responsible to design data collection forms, manage data collation and analysis systems;
  • In collaboration with the Research and Evaluation Director, design, prepare and lead any research activity needed by the project, including ensuring the adherence to research ethics
  • Responsible for effectively managing the MEL budget;
  • Conduct field visits to oversee how data collection and M&E processes are implemented on the ground and provide immediate support or corrective action as necessary
  • Lead on the development and dissemination of internal and external learning products relating to M&E;
  • Liaise with MEL in HQ for result and knowledge gathering and analysis;

Qualifications/Knowledge:

  • Masters in social sciences, statistic or other relevant degree from a reputed institute.
  • Minimum seven years of progressive experience in monitoring, evaluation and learning with at least two years with the development/ health sector;
  • Demonstrated ability to exercise confidentiality and professionalism;
  • Demonstrated excellence in oral and written Indonesian language; English language proficiency preferred;
  • Communicate effectively verbally and in writing to all levels of staff and management, outside officials and agencies, and the public, expressing ideas and instructions clearly and concisely;
  • Excellent time-management, problem-prevention and problem-solving skills;
  • Ability to work effectively, professionally and tactfully with a diverse workforce, team leaders, senior staff, and outside companies and public agencies;
  • Possess a work ethic that includes neatness, punctuality and accuracy;
  • Competent in Microsoft office: Excel, MS word, and Power point;
  • Ability to work independently and to exercise independent judgment;
  • Ability to ensure adherence to applicable laws and regulate a diverse workforce
