Background

As a global cooperative agreement, Human Resources for Health (HRH2030) supports USAID/Washington and field missions in strengthening human resources for health (HRH) to increase the accessibility, availability, acceptability, and quality of the health workforce needed to improve health outcomes and advance universal health coverage. Globally, HRH2030 is designed to 1) increase performance and productivity of the health workforce, 2) increase the number, skill mix, and competency of the health workforce, 3) strengthen HRH/HSS leadership and governance capacity and, 4) increase sustainability of investment in the health workforce. In Indonesia, HRH2030 is implemented by Chemonics International. At the global level, in addition to Chemonics, consortium partners include: Palladium, URC, ThinkWell, AIHA, Amref Health Africa, and Open Development.

In Indonesia, HRH2030 will support the Ministry of Health and partners to optimize their health workforce in order to address health challenges, including maternal and newborn health (MNH) and HIV.  Supporting a diverse population of more than 260 million people living across 17,000 archipelagos and an estimated 4.2 million births annually, the Government of Indonesia is committed to ending preventable maternal and child deaths. However, challenges to achieve optimal MNH outcomes in Indonesia remain such as lacking availability, accessibility and use of quality human resources for health data for stakeholders to make evidence-based decisions, policies and plans.

To address these challenges, HRH2030 has been supporting the Badan Pengembangan Dan Pemberdayaan Sumber Daya Manusia (SDM) Kesehatan (BPPSDMK) to enhance the strategic use of HRH-related data at the central level through strengthening of the human resource information system (HRIS), SI-SDMK. To support this goal, the BPPSDMK and HRH2030 will develop a mobile application for SI-SDMK which will be integrated into the BPPSDMK health workforce information systems architecture. This mobile application will allow health workers access to their profiles, with options to manage their data which will support their ability to manage their own career trajectory. In addition, the mobile platform will allow leaders at the facility, PHO, and DHO levels to maintain health workforce data through functions to verify, validate, and facilitate regular reporting without having to be online or at a computer. Overall, it is expected this mobile platform will be a critical enabler to drive an increase in the completeness, quality, and usage of data, while taking into account the specific capabilities of the region and the type of user (health worker, DHO manager, PHO manager, etc.).

In support of these efforts of the BPPSDMK, HRH2030 Indonesia is seeking two consultants to serve as full stack and front end developers for the SI-SDMK Mobile Application.

Activity Overview

HRH2030 seeks two consultants, for both full stack and front end development, to be based in Jakarta to develop version 1.0.0 of the SI-SDMK Mobile Application for use by health workers, regional health office stakeholders and the central level BPPSDMK. The consultants will develop version 1.0.0 of the application based on HRH2030 and BPPSDMK’s SI-SDMK Mobile Application Technical Blueprint, ensuring that the application is integrated in the BPPSDMK health workforce information systems architecture, leveraging the Health Worker Information Service Bus and interoperability layer, conduct user acceptance testing through a workshop, deliver solution for better technical implementation, develop user and technical manuals, and subsequently develop a modified version 1.0.0 of the mobile application for pilot testing. Finally, the consultants will also develop technical and end documentation for the application. The consultants will work in direct collaboration with HRH2030 and the BPPSDMK’s Program and Information Unit (PI Unit), specifically the Data and Information Sub Unit (DATIN), as well as engage users such as health workers and Provincial and District Health Office staff.

Responsibilities

The two consultants will be expected to work in close consultation with HRH2030 Indonesia and key persons from the BPPSDMK. Specific responsibilities will include:

  1. Senior Full-stack Developer
  • Based on the HRH2030 and BPPSDMK PI Unit developed SI-SDMK Mobile Application Blueprint, develop version 1.0.0 of the mobile application which is integrated into the BPPSDMK health workforce information systems architecture, leveraging the Health Worker Information Service Bus and interoperability layer.
  • Support and provide guidance to the frontend developer on the development of the user interface aspects of the application.
  • Support the development team to select and configure the technology stack of the application.
  • Lead the integration of user-facing elements developed with server side logic, including the development of web services and API’s that will interact with the frontend.
  • Recommend improvements for performance on the frontend and lead optimization and scalability on the backend.
  • Lead security and privacy configurations of the app.
  • Lead a user acceptance testing workshop with representatives from all levels of the health system to test the application.
  • Use results from user acceptance testing to modify mobile application version 1.0.0 for pilot testing.
  • Conduct quality assurance testing on the mobile app.
  • Develop technical and end user documentation on the SI-SDMK Mobile Application.
  • Deliver solution for better technical implementations.

 

  1. Front-End Developer
  • Based on the HRH2030 and BPPSDMK PI Unit developed SI-SDMK Mobile Application Blueprint, support the development of version 1.0.0 of the mobile application which is integrated into the BPPSDMK health workforce information systems architecture, leveraging the Health Worker Information Service Bus and interoperability layer.
  • Lead the development of the frontend of the application.
  • Support the backend developer on server-side functions.
  • Lead enhancements of the application frontend for maximum performance and scalability.
  • Perform unit testing and apply best practices for app security.
  • Support a user acceptance testing workshop with representatives from all levels of the health system to test the application.
  • Use results from user acceptance testing support the development of a modified mobile application version 1.0.0 for pilot testing.
  • Conduct quality assurance testing on the mobile app.
  • Develop technical and end user documentation on the SI-SDMK Mobile Application.
  • Deliver training of SI-SDMK Mobile

 

Deliverables

The consultant shall oversee the creation of the of the following products:

  1. Senior Full-Stack Developer
  • Version 1.0.0 of the SI-SDMK Mobile Application including the development of the backend of the application.
  • Development plan and timeline with full-stack architecture
  • User Acceptance Testing workshop materials and workshop report
  • Technical and end user documentation of the SI-SDMK Mobile Application

 

  1. Front-End Developer
  • Version 1.0.0 of the SI-SDMK Mobile Application including the development of a bug-free frontend user interface.
  • User Design and Interface report
  • User Acceptance Testing workshop materials and workshop report
  • Technical and end user documentation of the SI-SDMK Mobile Application

 

Supervisor and Reporting Structure

The consultants will be supervised by the ICT Manager for HRH2030 Indonesia and work in close collaboration with the BPPSDMK PI Unit’s DATIN. The consultants will conduct several consultations with key stakeholders to ensure the mobile is designed by the users. The consultants will communicate regularly with DATIN, coordinating all consultations closely with DATIN and HRH2030 Indonesia. All deliverables will be finalized in collaboration with DATIN and HRH2030 Indonesia.

 

Qualifications and Experience

To perform this job successfully, the individual will need the following qualifications and experience:

  • Senior Full-Stack Developer
    • University degree in related field required, such as master’s degree in Computer Science, Information Technology/Systems or Health Information Management System.
    • Minimum 7 years of relevant experience with information communication technology or Software Development. Experience in health information systems is desirable.
    • Minimum 5 years Experience in the development of mobile applications such as for Android or iOS , and proof by application has been published on Apple Store or Google Play.
    • Experience in Flutter, Firebase, Node.js and related frontend and backend technology in Mobile Development, like security, offline data capture and dashboarding/reporting, notification and messaging.
    • Experience in MySQL Database Server, PostgreSQL server and SQLite.
    • Experience in Web API development and use.
    • Ability to communicate well with MOH and GOI stakeholders.
    • Ability to work in a multi-stakeholder team, using video conferencing or other virtual communication platforms with MOH and other GOI sectors.
    • Demonstrated ability to conduct activities virtually, as well as facilitating and leading national level workshop in a participative method.
    • Fluent Bahasa and professional level English required (written and verbal).
    • Experience working with development partners such as USAID funded programs, Ministry of Health or Government of Indonesia is a plus.
    • Knowledge of local context required; Indonesian nationals and residents strongly encouraged to apply.
