Programme Overview
The Foreign, Commonwealth, and Development Office of the UK Government (FCDO), in collaboration with the Development and Planning Ministry (Bappenas) of the Government of Indonesia, have developed a partnership agreement for the Low Carbon Development Initiative (LCDI). The first phase of LCDI assistance was implemented from 2017 to 2021.
Currently, the programme has entered a new phase of assistance from 2023 to 2027. Oxford Policy Management Limited (OPML) has been contracted by FCDO to deliver and manage the implementation of LCDI Phase II in collaboration with the Government of Indonesia (GoI), primarily Bappenas, along with relevant line ministries and the pilot provinces of the programme. The assistance will support the implementation of LCDI Phase II at both the national and subnational level to enable the Government of Indonesia to meet its emissions reductions targets as mentioned in its medium-term development plan (RPJMN). The programme will cover:
- Building political support for low-carbon development within and outside of government.
- Building knowledge and understanding of the LCDI Phase II approach among those who are responsible for implementing it within GoI;
- Supporting implementation of the LCDI approach, especially through provincial and national development plans; and
- Raising ambition to the highest levels set out in the LCDI report.
Project Overview
The Low Carbon Development Initiative (LCDI) Phase II, implemented by Oxford Policy Management (OPM) in partnership with the Ministry of National Development Planning/Bappenas and the UK Foreign, Commonwealth, and Development Office (FCDO), aims to support the integration of low-carbon development principles into Indonesia’s planning and budgeting systems.
To strengthen public visibility, stakeholder engagement, and accountability, the LCDI Communication Team requires systematic monitoring of media coverage and social media conversations to track stakeholder perceptions and assess the effectiveness of its communication interventions.
As a national initiative promoting evidence-based, low-carbon growth planning across sectors, LCDI’s communication efforts depend on accurate, timely insights from both traditional and digital media landscapes. Media monitoring and social listening are therefore essential for guiding data-driven communication strategies, identifying potential risks, and assessing the effectiveness of LCDI’s outreach and engagement efforts.
Objectives
The purpose of this engagement is to:
- Distribute press releases for LCDI events to relevant media outlets through the agency’s established media database.
- Monitor and analyse media coverage resulting from LCDI events and press release distributions across national, regional, and local media outlets (online, print, and broadcast.
- Conduct social media listening to capture relevant online conversations, hashtags, and sentiment related to LCDI, its partners, and key low-carbon development topics.
- Provide analytical insights and recommendations to strengthen the communication strategy, identify opportunities, and manage potential risks in the media landscape.
Qualifications of the Agency
- Proven track record in media monitoring and social media listening for international organisations, government, or development partners.
- Access to reputable monitoring tools/software.
- Experienced analysts can offer insights that extend beyond quantitative metrics.
- Demonstrated expertise in social media analytics and sentiment analysis using AI or advanced dashboard tools.
- Ability to provide insights in Bahasa Indonesia and English with clear visualisation of findings.
