As a Manager in Government Advisory Services, you will lead transformative projects to support government clients in achieving their strategic priorities. You will leverage your expertise in social assistance delivery, digital governance, social protection, or public finance management to design and implement innovative solutions. This role involves managing multi-disciplinary teams, driving client engagements, and contributing to business development in a fast-paced and dynamic environment.
Responsibilities
1. Business Development
- Identify opportunities to expand MSC’s government advisory portfolio, particularly in areas such as poverty eradication, social protection, and digital transformation.
- Lead the development of proposals and responses to RFPs, collaborating with MSC teams to craft winning strategies and solutions.
- Build and maintain strong relationships with government stakeholders, development partners, and funding agencies to explore new opportunities.
- Represent MSC at key forums, conferences, and knowledge-sharing events to enhance the organization’s visibility and thought leadership.
2. Client Delivery and Project Execution
- Lead and manage consulting assignments focused on government programs and public sector transformation, particularly in areas such as poverty eradication initiatives, social protection program design and delivery systems, digital governance and public sector transformation, Public finance management and budgeting frameworks
- Provide strategic and technical support for designing, implementing, and monitoring large-scale government programs, ensuring alignment with clients goals and national priorities.
- Work closely with government ministries, agencies, and policy bodies to provide evidence-based insights and actionable recommendations.
- Facilitate diagnostic assessments, stakeholder consultations, and multi-stakeholder workshops to inform program strategies and policies.
- Ensure high-quality project delivery through effective planning, resource management, and adherence to timelines.
3. Collaboration with MSC Global Teams
- Coordinate with MSC’s global practice leads and regional teams to develop strategies and approaches for government advisory services.
- Collaborate closely with MSC’s cross-functional teams during project execution to leverage internal expertise and ensure seamless delivery.
- Contribute to the development of MSC’s global knowledge repository by documenting insights and learnings from projects.
- Participate in global strategy discussions to identify opportunities for scaling MSC’s government advisory services.
4. Knowledge Development and Thought Leadership
- Develop thought leadership content, including policy briefs, research papers, and blogs, on key topics such as social protection, poverty reduction, and governance reforms.
- Stay abreast of trends in government programs, public policy, and digital transformation to inform MSC’s advisory services.
- Contribute to MSC’s learning agenda by sharing insights from projects and global best practices.
5. Team Leadership and Development
- Mentor and guide junior team members, fostering their growth and professional development.
- Build a collaborative and inclusive work environment that promotes knowledge sharing and innovation.
- Provide technical and managerial oversight to project teams, ensuring alignment with client expectations and MSC’s quality standards.
Qualifications and skills
- 8+ years of overall experience working in a consulting firm, think tank, or donor/development agency and directly with the government or multilateral/donor agencies is preferable. Experience in business development is also desirable.
- Proficient in Tagalog and English
- MBA or Master’s in public policy, public administration, social development, agricultural development, business administration, or public finance.
- Prior experience of working directly with the state/ central government department/ ministry is preferable.
- Proficiency in data analysis and translating research findings into actionable insights.
- Experience in one or more sectors such as public finance management, social protection, G2P programs, government advisory, local governance, etc.
- Excellent communication, writing, presentation, and research skills (primary and secondary), intellectual curiosity, and passion for the social and development sector.
- Project Management: Proven ability to manage complex projects, including strategy development, stakeholder coordination, and execution.
- Thematic Expertise: Strong understanding of government programs on poverty eradication, social protection, and governance.
- Government Engagement: Demonstrated ability to build trusted relationships with senior government officials and policymakers.
- Collaboration: Experience working with cross-functional, global teams to deliver integrated solutions.
- Analytical Thinking: Strong problem-solving capabilities, focusing on actionable and innovative solutions.
- Communication: Excellent written and verbal communication skills, including experience preparing high-quality reports and presentations.
- Leadership: Ability to lead, inspire, and develop teams in a dynamic, fast-paced environment.
